DISCUSSION: In 1998, the Riverside neighborhood received the Model Blocks designation and was awarded $1.2 million in funding. On September 29, 1998 (M&C G-12347), the City Council authorized funding in the amount of$877,300 for the United Riverside Model Blocks (URMB), of which $179,800 was allocated for the expansion of the Riverside Community Center. Desired expansion features included an expanded senior citizens area and additional community meeting space and offices. In February 1999, the Housing Department requested the Transportation and Public Works Department to obtain professional ■ architectural services for the design of the facility expansion. In April 1999, the RPGA Design Group was requested to begin the design of the facility through an annual professional services agreement with the City. Several public meetings were held from July 1999, through March 2000, for the purpose of receiving community input on expansion needs. In mid-March 2000, the final expansion concept was approved by the community, at which time the architect proceeded with completion of the construction documents. The project was advertised for bid on May 18 and 25, 2000. Upon assessment of the bids, a construction budget shortfall was realized in the amount of $176,067. This shortfall was due to (1) the neighborhood opting for a bigger expansion than originally planned in order to better accommodate a variety of activities needed by seniors, youth and families in the community, (2) required accessibility modifications to the existing facility, and (3) a significant increase in area construction material and labor costs over the last two years. On July 18, 2000, the Safety and Community Development Committee approved a recommendation to the City Council to reallocate $176,067 in URMB funds to cover the funding shortfall for the community center. The contract time is 210 calendar days. F The apparent low bidder failed to submit his M/WBE Utilization Plan within the specified 5 business days and was determined to be non-responsive. The second low bidder, Johnston Project Management Corporation, is in compliance with the City's M/WBE Ordinance by committing to 20% M/WBE participation. The City's goal on this project is 17%. Facility expansion will include a 1,542 square foot expansion which will provide for an expanded senior/community activity room, three offices, restrooms, accessibility modifications to the existing facility, and irrigation of the curb strip along Sylvania Avenue. Structural expansion will require a structural slab on piers, brick face facade and a modified bitumen roof on metal deck and joists. The accessibility modifications to the existing facility include parking lot striping for handicap accessible parking, the installation of handrails at stairways and modification to the reception area counter. PROPOSAL REQUIREMENTS: The following requirements are considered in judging the responsiveness of a Proposal: • Use the Proposal Form provided in the Project Manual. • Entries on the Proposal Form may be handwritten or typed • Write in contract duration if not specified • Acknowledge all addenda on the Proposal Form • Have a Principal sign the Proposal • Enclose a bid deposit of 5%. This can be in the form of a cashiers check or standard bid bond. Personal checks are not acceptable. Note Project Name on the check or bid bond 2. MINORITY/WOMENS BUSINESS ENTERPRISE(M/WBE) If your bid is in excess of $25,000, the MWBE Program applies, and you have five City business days following the bid date to prepare and submit your M/WBE Plan. Early submittal is encouraged. Be aware that if you elect to provide documentation of a Good Faith Effort you will have to accomplish each and every action in the Special Instructions to Bidders, Minority and Women Business Enterprises Specifications, included in this Project Manual. In order to meet all the requirements for a Good Faith Effort you will have to start at least two weeks before the Bid date. The lowest responsive, responsible, bidder meeting the M/WBE requirements will be recommended for award. Information concerning participation of Minority and Women's Business Enterprises is not required for Projects less than $25,000. All purchases from M/WBE suppliers, second tier subcontractors and second tier suppliers may be included in M/WBE contribution toward meeting the goal. The Bidder shall submit the M/WBE UTILIZATION FORM, PRIME CONTRACTOR WAIVER FORM and/or the GOOD FAITH EFFORT FORM ("Documentation") as appropriate. The Documentation must be received no later than 5:00 P.M_ five (5) City business days after the bid opening date. The Bidder shall obtain a receipt from the appropriate employee of the managing department to whom delivery was made. Such receipt shall be evidence that the City received the documentation. Successful Bidder will be required to submit co-signed letters of intent or executed agreements with all M/WBE subcontractors and suppliers prior to receiving a Notice to Proceed. 3. BID SECURITY: Cashier's check or an acceptable bidder's bond payable to the City of Fort Worth, in an amount of five (5) per cent of the bid submitted.
