AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE PARK
DEDICATION FEES FUND IN THE AMOUNT OF $100,000.00, FROM
AVAILABLE FUNDS, FOR THE PURPOSE OF THE ACQUISITION OF
CHAMBERLIN PARK EXPANSION PROJECT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager, there shall also be increased appropriations in the Park Dedication Fees Fund
in the amount of$100,000.00, from available funds, for the purpose of the acquisition of Chamberlin Park
Expansion Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acquisition of a Fee Simple Interest in 0.215 Acres of Land Located at 5724 Helmick Avenue
from Eric Charles Taylor in the Amount of$16,800.00 and Pay Estimated Closing Costs Up to $2,000.00
for a Total Cost of$18,800.00, Dedicate Property as Parkland to be Added to Chamberlin Park and Adopt
Appropriation Ordinance (2014 BOND PROGRAM) (COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing appropriations in the Park Dedication Fees
Fund in the amount of$100,000.00 for the acquisition of Chamberlin Park Expansion Project from the
reserved Park Planning Fees;
2. Authorize the acquisition of a fee simple interest in 0.215 acres of land located at 5724 Helmick
Avenue, Fort Worth, Texas, from Eric Charles Taylor in the amount of$16,800.00;
3. Authorize the City Manager or his designee to accept the conveyance, pay just compensation, record
the appropriate instruments and pay the estimated closing costs up to $2,000.00; and
4. Accept and dedicate the property as parkland upon conveyance to be added to Chamberlin Park.
DISCUSSION:
The 2014 Bond Program Proposition Two: Parks, Recreation and Neighborhood Center Improvements
allocated $5,300,000.00 for the demolition of the existing Como Neighborhood Center, acquisition of new
land and development of a new neighborhood center, which would include areas for youth and adult
programming, fitness and meetings. In addition, private contributions in the amount of$1,700,000.00
were committed to fully fund the project as estimated at the time.
On June 30, 2015, a professional services contract was administratively executed with Perkins+Will, Inc.,
(City Secretary Contract No. 46791) in the amount of$40,000.00 for facilitation of three public meetings,
site selection and schematic design of the new Como Neighborhood Center.
Community meetings were held on June 11, 2015 and July 16, 2015. As a result of the input received on
July 16th, the consensus of the community was to relocate the existing center in the area of Chamberlain
Park located at 4689 Halloran Street. In order to preserve and maximize the park open space, acquisition
of additional land to the north of the park is necessary.
Chamberlin Park is currently 6.941 acres and contains a multi-use ballfield, fencing and security lights. In
order to accommodate the construction of the new neighborhood center at this site, the expansion of
Chamberlin Park is required and will be provided through the Park Dedication Fees funds. This facility will

provide areas for youth and adult programming, fitness and multi-purpose rooms.
Staff recommends acquiring approximately 0.215 acres of land located at 5724 Helmick Avenue owned by
Eric Charles Taylor to relocate Como Neighborhood Center in west Fort Worth. An independent appraisal
was performed and the owner accepted a negotiated value for the property. The special warranty deed
conveying the fee simple interest to the City will be executed by the owner and held in escrow at the title
company. Upon City Council approval, Staff will proceed with acquiring the fee simple interest except for
the mineral estate for the property listed below. The deed to the City will contain a surface waiver for the
exploration of the mineral estate.

This project is identified in the Park and Recreation Department's Five-year capital plan (2015-2020)
under the funding request for land acquisition. The Neighborhood and Community Park Dedication Policy
and the Park, Recreation and Open Space Master Plan call for the provision of adequate park and
recreational areas in the form of Neighborhood Based Parks, Community Based Parks and facilities.
When the construction of the neighborhood center is awarded, additional funding will be requested for
maintenance operations of the added facilities and the resultant increase in use. The cost to maintain this

parkland in reserve status is estimated to be in the amount of$86.69 annually.
This property is located in COUNCIL DISTRICT 3, Mapsco 74V.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Park Dedication Fees Fund.
