ORDINANCE NO. ~G /f
AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE
FIRE DEPARTMENT AND CREAT ING NEW POSIT IONS IN THE FIRE
DEPARTMENT; PROVIDING THAT THIS ORDINANCE IS CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE; NAMING AN EFFECTIVE DATE;
PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDI-
NANCE .
WHEREAS, the Fire Chief has requested the City Council to spe-
cify and authorize the number of positions in the Fire Department
for the 1986-1987 Fiscal Year; and
WHEREAS, with the passage of Ordinance 9690, as amended, the
authorized number of positions in the Fire Department was estab-
lished at 740, with authorized staffing levels of 359 Firefighters,
170 Fire Engineers, 100 Fire Lieutenants, 87 Fire Captains, 17
District Chiefs and 7 Deputy Chiefs; and
WHEREAS, the Fire Chief desires to increase the number of Fire
Captains by two, decrease the number of Fire Lieutenants by two,
increase the number of Fire Engineers by three, and decrease the
n umber of Firefighters by three; and
WHEREAS, the specification and authorization of these positions
is a necessity; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS :
SECTION 1 .
That the following positions are the only positions authorized
in the City of Fort Worth Fire Department for the Fiscal Year
1986-1987:

SECTION 2.
That all of the declarations and findings contained in the pre-
amble of this ordinance are made a part hereof and shall be fully
effective as part of the ordained subject matter of this ordinance.
SECT ION 3 .
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1986), as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECT ION 4 .
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.

SECTION 5.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption in the
minutes of the City Council and by filing the ordinance in the ordi-
nance records of the City.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

RECOP1PIENDATION
It is recommended that the attached ordinance be adopted by the City Council,
creating two Fire Captain positions and eliminating two Fire Lieutenant positions
,in Fire Prevention, and creating three Fire Engineer positions and deleting three
Fire Fighter positions in Fire Alarm.
It is further recommended that when the next two Fire Captain positions in Fire
Prevention become vacant, the positions be downgraded t o Lieutenant, thereby
restoring the complement of authorized Captain and Lieutenant positions t o 98 and
84, respectively.
BACKGROUND
A recent promotional examination for Captain has resulted in two Lieutenants
assigned to Fire Prevention being i n a position to be promoted to Captain.
One of the Lieutenants is an Arson/Bomb Technician with extensive training and
experience. The City's training investment in Arson/Bomb Technicians include

The other Lieutenant has worked for eighteen months with the Sm oke Alarm program
and Neighborhood Housing and Human Services in developing and implementing a
neig hborhood fire safety program in minority areas of the City. Valuable good-
will and general progress have been gained in the neighborhoods in dealing with
fire problems, and should be continued with this experienced employee.
The current staffing of the Fire Alarm office does not permit upward mobility as
there are no authorized Fire Engineer positions in Alarm. A Fire Fighter must
therefore transfer out of the Fire Alarm section if promoted to Engineer. A
vacant Lieutenant position in Alarm would have to be filled by personnel outside
of the Alarm office. In order to provide a career path and insure retainment of
experienced pers onnel i n Fire Al arm, a Fire Fighter position on each shift wi 11
be upgraded to Fire Engineer. This staffing change will also provide personnel
to serve as senior officer i n the temporary absence of the shift Li eutenant.
At the present time only three Fire Fighters assigned to Fire Alarm are promo-
table. However, to provide the appropriate staffing of one Engineer position per
shift, the reclassification of a fourth Engineer position will be requested at a
later date.
This proposal will change the current budgeted authorized staffing as shown
below.

The adoption of the proposed ordinance will allow the continued use of valuable
training and experience of employees, provide a career path for employees of the
Fire Alarm Section, and eliminate the need to train and qualify replacements.
FINANCING
The net additional annual cost of these staffing changes is $4,080. Sufficient
funds are available in the General Fund Ol, Fire Department budget, Account Nos.
36-40-00 Fire Prevention and 36-50-10 Fire Dispatch. The expenditure will be
made from Index Codes 276733 and 284000.
