charges to all customers for rendering sanitary sewerage
service, where the sewage produced by such customer is a
normal strength wastewater (two hundred ten (210) mg/1

and where such customer is located within the City:
"RATES FOR SEWERAGE SERVICE ONLY
"(1) A monthly service charge shall be charged
to all customers in the amount of four dollars
and thirty cents ($4.30).
"(2) A monthly volume charge shall also be

($0.639) per one hundred (100) cubic feet of
water used, or wastewater produced, as more spe-
cifically set forth hereinafter.
"The monthly volume charges for residential class
customers will be based on the individual customer's
average monthly water use during the preceding winter
quarter months of December, January and February. The
volumes used to compute these charges are based on the
amount of water used by the residential class customer as
measured by a meter. Where no preceding winter quarter
average is available from records, the Director shall
estimate a volume to be used for this monthly volume
charge.
"The monthly charges to commercial and industrial
class customers will be based on total water use as
measured by appropriate meters, with the provision that,
if a customer can show to the satisfaction of the Director
of the Waterworks Department that a significant portion of
the metered water usage does not enter the sanitary
sewers, the customer will be charged for only that volume
entering the sewers, as determined by a method approved by
the Director."

Recommendation
_ It is.~reco.,tnmended the City Council approve the attached Ordinances, adopting new
__.. _ ..water--,-wastewater, and water and sewer tap fee rate schedules as outlined below,
---- ---to--be--charged all retail customers of the Fort Worth Water Department with an
- - - - --- ~effeCtive date of billing on and after October 1, 1.986.
~~ _ .Background
Over the past few weeks, staff members of the City Manager's office, the Water
Department and the Office of Management Services have worked closely with the
City Council Water and Sewer Rate Advisory Committee. Two major issues have
been examined: (1) the 1987 budgetary requirements of the Water Department, and
(2) the adequacy of existing 1986 water and sewer rates to satisfy the increased
budgetary requirement. Recommendations concerning each of these issues are outlined
below.
Budgetary Issues
The proposed fiscal year 1987 budget establishes the revenue requirement which must
be met through water and sewer service revenue, in conjunction with other sources
of utility income. The budget request for FY 1987, along with the adopted 1986 budget
and reestimate, is shown below:
ADOPTED REESTIMATE PROPOSED
1985-1.986 1985-1986 1986-1987
WATER $50,643,469 $50,499,422 $58,950,843
SEWER $35,625,854 $34,613,100 $38,054,300
Totals $86,269,323 $85,112,522 $97,005,143
The proposed budget reflects a 12.4% increase over the 1985/86 adopted budget.
The major funding changes area $2,193,388 increase in debt service, a $5,726,824
increase in raw water costs to be paid to Tarrant County Water Control and
Improvement District No. 1, an additional $936,411 for equipment rental charges
paid to City Services, and €t $346,512 of expense tied to acquisition of Lake Worth
operation and maintenance responsibility. The proposed budget recommends a net
increase of 4.5 positions in Water and 3.5 positions in Sewer.
Adequacy of Existing Rates
The existing rate schedule for water and wastewater service will not adequately satisfy
the 1987 budgetary requirement, as shown below:

For FY 1987: WATER SEWER TOTAL
Total Funds Required $58,950,843 $38,054,300 $97,005,143
Estimated Retail Service Revenue $40,809,352 $26,416,080 $67,225,432
(under existing 1986 rates)
Other income $13,056,478 $10,327,792 $23,384,270
Total Projected Income $53,865,830 $36,743,872 $90,609,702

(as °~ of retail revenue) 12 469:0 4.96°h 9.519'0
As indicated, a revenue deficit for water and sewer services of approximately 12 5%
and 5%, respectively, is anticipated. However, rather than eliminating this deficit solely
through increased rates, a total of $3,044,545 from prior years' earnings can be carried
forward to reduce the additional funds required, as shown below:
WATER SEWER TOTAL
Prior years' revenue $3,044,545 (N/A) $3,044,545
(as % of retail revenue) 7.46% 4.529'0
Additional revenue from
rate adjustments $2,040,468 $1,310,428 $3,350,896
(as % of retail revenue) 5.0% 4 96% 4.989:0
Additional funds provided $5,085,013 $1,310,428 $6,395,441
These figures indicate that a total retail revenue requirement of $42,849,820 for water
and $27,726,508 for sewer must be captured through the respective rate structures. This
reflects the need for a blended overall retail rate increase of 4.98%.
Rate Design - -Wastewater Service
A 4.96% increase for wastewater service and volume charges is recommended in order
to obtain the requisite $27.73 million revenue requirement The resulting rate schet~tile

In fiscal year 1985, David M. Griffith and Associates, Ltd., (DMG) conducted a study
of water and sewer tap fees. These fees are charged by the Water Department to recover
the costs incurred when City 'forces install water and sewer taps for the utilities'
customers: A cost allocation methodology was used to evaluate the total costs of installing

taps. The DMG study found that the current schedule of tap fees, established in 1982,
does not recover the full costs .to the City of installing water and sewer taps. A revised
schedule of charges was recommended in order to allow the City to recover the total
costs of tap installation activity. The increased tap revenues which the new fees would
generate were considered in the development of the proposed water and sewer rate
adjustment, and are projected to amount to approximately $600,000 in fiscal year 1987.
The proposed fee schedule recommended by the DMG cost allocation study is as follows:
