The new lanes will be constructed with eight-inch thick reinforced concrete on a four-inch salvaged base, plus a two-inch asphalt overlay. A seven-inch curb will be superimposed. Sidewalks and driveway approaches will be located as shown on the project plans. ORIGIN OF THE PROJECT On October 25, 1983 (M&C G-5793), the City Council accepted Minute Order 8116900022 which provided for the construction of U.S. 80 from Cherry Lane to S.H. 183. This project provides for street widening, traffic channelization, and storm drainage improvements. The -work is necessary to correct an unsatisfactory situation currently existing which results in a high accident rate along that stretch of highway. The original project has subsequently been amended to include the full intersection improvements at S.H. 183/U.S. 80 which have been designed in accordance with the concept study commissioned by the City of Fort Worth. In addition, the project scope was expanded by the SDHPT to include the improvement of State Highway 183 from Calmont St. to Ruby Street. •~` ~, i'- LIMITS. Included in the project is the full improvement of the U.S. 801S.H. 183 intersection. This project interfaces with the recently awarded City project on U.S. 80 from Lackland to Irene Street. ASSESSMENTS _ Due to the very unique nature of improvements, especially on U.S. 80 where the existing curbs are actually being moved inward closer to the center of the roadway, an independent appraiser was used to determine enhancement of adjacent and benefitting properties. Assessments shown on the assessment roll are limited by the enhancement of the property as determined by the independent appraiser. Based on the standard City policy in effect at the time this project was initiated, adjacent property owners on U.S. Highway 80 (Unit I) would be assessed for 12 ft. of roadway, plus curbs, sidewalks and driveway approaches as required but limited to the actual enhancement of the property. For State Highway 183 (Unit II), assessments are for curbs and driveway approaches were required. In both units, credit was given for existing curb/gutter and driveway approaches and in Unit I, credit was also given for existing sidewalks. These assessments amount to $3~~,- for Unit I and $55,671.80 for Unit II. 2~~~~~ sG~ FINANCING ~~35/7r Cost to the City is W7cbv,~ ~' (Note the City's share of $1,090,790.00 was authorized by M&C C-9260 on October 8, 1985, and accepted by the S.D.H.P.T.).
