G7~ AN ORDINANCE INCREASING THE ESTIMATED REVENUES ACCRUING TO THE GENERAL FUND OF THE CITY" OF FORT WORTH FOR FISCAL YEAR 1986-1987 BY TRANSFERRING THERETO $2,755 FROM SPECIAL GIFT FUND N0. 88, PROJECT NO. 035007-00, AND APPROPRIATING FROM THE INCREASED ESTIMATED REVENUES OF THE GENERAL FUND THE SUM OF $2,755 TO GENERAL FUND 01 OF THE POLICE DEPARTMENT, ACCOUNT NO. 35-42-00 FOR THE PURPOSE OF FUNDING THE ACTIVITIES OF PROJECT YOUTH GANG; PROVIDING FOR A SEVERA- BILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE . BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS; SECTION 1. That the estimated revenues accruing to the General Fund of the City of Fort Worth for the Fiscal Year 1986-1987 are hereby in- creased by transferring thereto $2,755 from Special Gift Fund, Account No. 88-035007-00; and that in addition to providing the City Manager with such other revenue as may be secured from various sources included in Ordinance No. 9690 and in the Budget of the City Manager, there shall also be appropriated from the increased revenues of the General Fund the sum of $ 2, 755 to General Fund 01 , Police Department Account No. 35-42-00, Index Code 267286, to fund the activities of Project Youth Gang. SECTION 2 . Should any portion, section or part of a section of this ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment ~''~~. p . shall in no impair the remaining portions, sections or parts of sec- tions of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 . That this ordinance shall be cumulative of Ordinance No. 9690 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instances said conflicting provisions are hereby expressly re- pealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date of this ordinance in the minutes of the City Council and by tiling the ordinance in the ordinance records of the City. SECTION 5 . That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so or- dained. This unit consists of three officers and one sergeant. On January 10, 1984 (P1&C G-5874) the Fort Worth Chamber of Commerce donated a sum of $2,755.00 to be used for information operations and preventative methods relating to miscellaneious gang activities. Rn increase in violent yang crimes has surfaced not only on the North Side but on the South Side as well. The objective of the Gany Unit is to reduce the number of violent crimes committed by youth yangs. However, being a very small unit the majority of the unit's work is gathering needed intelligence for assistance in solving crimes committed by youth gangs. The purchase of camera equipment would greatly increase the effectiveness of collecting and preserviny intelliyence inf ormation. At this time the Gang Unit depends on borrowed equipment to conduct undercover surveillance operations. This has caused problems because the equipment is not always available when needed or is inadequate for specific yang-related surveillance operations. FINANCING Transfer $2,755.00 from the Special Gift Fund 88, Project Youth Gang 035007-00 to the General Fund O1, Police Department. A supplemental appropriation will be necessary in the General Fund O1, Police Department Account 35-42-00 t o fund this operation. This will result in an increase in appropriations and an increase in estimated receipts in the General Fund. The expenditure will be made from Index Code 267286.
