SECTION 1.
ES=BL2 , T OF PARK AND R REA-TION BOARD - PAS _TM RECREATION DEPS
There is hereby established a Park and Recreation Board of the City
of Fort Worth consisting of seven (7) members who shall be appointed by
the City Council. No person, s1nall be eligible for appointment to member-
ship on said Board who is not a citizen of the United States and a resident
of the City of Fort Worth. The members of said Board shall serve without
compensation. There is ai,so hereby established a Park. and Recreation De-
partment, and same shall be under the supervision of the Park and Recreation
Board, as herein-after provided.
SECTION 2.
TERM OF OFFICE
The term of orrice of members of said Board_, s4bject to the provisions
relative to removal therefrom, shall be two (2) years, except for the
members of the first Board to be created, who shall be appointed to serve
from the date of the adoption of this ordinance until April 30, 1965, or
until. such time as their successors bave been. appointed and. qualified.
Thereafter members shall be appointed for terms of two (2) years commencing
May 1 of each odd numbered year.
SECTION 3

Members of the .Park and Recreation Board shall be subject to removal
from office and may be removed from office by the City Council in the
interest of the public s6nri ce :for any cause deemed sufficient by said City
Council, but only after a public hearing before the City Council on charges
publicly made, if demanded by such member within ten (10) days after
written notice . Any vacancy in the membership of said Board shall be
filled. by the City Councilfor the unexpired term of the member whose
place has, by removal or othe.nlise, become scant.

SECTION 6.
PARK ,AND RECREATION BOARD - APPOINT OF PARK AND RECREATION DIRECTOR -
BOARD AND DIRECTOR
The Park and Recreation Board shall appoint a Park and Recreation
Director, subject to the approval and determination of salary therefor by
the City Council. The Park and Recreation Board shall, subject to approval
of the City Council, be responsible for determining overall policies, regu-
lations, and programs governing acquisition, improvement, maintenance, and
operation of all public parks, parkways, lakes, and other recreation areas,
and the grounds surrounding all municipal buildings owned or controlled by
the City of Fort Worth. The Park and Recreation Director shall be respon-
sible to the Park and Recreation Board for administration and implementa-
tion of the policies established by the Board, in accordance with the
provisions of this ordinance.
SECTION 7.
APPOIN5E111T OF EMPLOYEES - RLU2S AND REGUC,A;TIONS FOR SAME
The Park and Recreation Director shall also have the power to appoint,
employ and remove such other officers, assistants, employees and personnel
as he may deem necessary for the efficient administration of the affairs of
the Park and Recreation Department, and to prescribe and fix their duties,
scope of authority and qualifications in accordance with the annual budget
of the Park and Recreation Fund as finally adopted by the City Council and
the classification and compensation plan established by the City Council,
All officers and employees of the Park and Recreation Department shall be
governed by the same personnel rules and classification and compensation
plan as is established for all other employees of the City of Fort Worth.
SECTION 8.
FUNDS FOR OPERATION OF- THE PARK AND RECREATION DEPARTMENT
The Park and Recreation Board shall not make any expenditure of money
or incur any liability during any fiscal year beyond the amount of money
appropriated or set apart in the annual budget of the Park and Recreation

SECTION 10.
PURCBASE OF SUPPLIES To BE MADE ON COMPETITIVE BIDDING
BY THE AGENT
A-11 supplies exceeding fifty dollars ($50-00) in value shall be pur-
chased for the department by the City Purchasing Department under the
rules and regulations prescribed by the City Council with respect to
competitive purchases of supplies by said officials, but purchases of
fifty dollars ($50-00) or less may be made by the Park and Recreation
Board without competitive bidding. 110 expenditure shall be made or lia-
bility incurred by the Park and Recreation Board exceeding five hundred
dollars ($500.00) in an amount without first being authorized and
approved by the City Council; but this section shall not apply to the
salaries of employees that the said Board may deem necessary to employ
for the operation of said department, such employees' salaries having
already been determined by the City council through the City's classifica-
tion and compensation plan.
SECTION 11.
ASSISTANCE BY OTHER DEPARTMENTS
14herever feasible, the Park and Recreation Board shall utilize the
specialized talents and services of the other City departments. The City
Attorney shall be the legal officer of the Park and Recreation Board and
shall handle such legal matters as may come before the Board. The Director
of Public Works shall furnish such engineering services as are necessary in
the conduct of the affairs of the Park and Recreation Department, except
when the Park and Recreation Board and Director of Public Works shall
recommend, and the City Council shall approve, employment of outside
engineers as required.
SXTION 12.
PAOVIDING FOR ANNUAL AUDIT- OF SAID DEPARTM4-T
At the end of each fiscal year,, the Department of Finance shall cause
to have made a full and complete audit of the accounts and business of this
department for the year then ending, the cost of which shall be paid by the
Park and Recreation Department, at least one certified copy of which shall
be filed with the City Council and at least one other certified copy with
the Park and Recreation Board.
SECTION 13.
FINANCIAL INTEREST BY BOARD MFwRERS PROHIBITED
No member of the Board, nor any officer, agent or employee of the
Park and Recreation Department, shall have a financial interest, direct
or indirect, in any contract with the City of Fort Worth or be financially
interested, directly or indirectly, in the sale or lease to or from the
City of Fort Worth of any land, materials, supplies or services.
SECTION 14.
CONFLICTS BETWEEN PARK ,AND RECREATION BOARD AND OTHER BOARDS
AND DEPA UMMS TO BE DETERMINED BY CITY COUNCIL
In the event of any conflict of jurisdiction arising between this
department and any other department of the City government, or in regard
to any administrative detail thereof, the same shall be referred to the
City Council, and its decision shall be final.
SECTION 15.
BOARD TO FILE ANNUAL REPORT WITH CITY COUNCIL
It shall be the duty of the Park and Recreation Board, at the end
of each fiscal ,year, to file with the City Council a full and detailed
report of the business and operations of the said department for the year
ending, and to make such recommendations to the Council as it may deem
advisable for the improvement and betterment of the service and facilities
of said department.
SECTION 16.
VALIDITY
Should any section, clause or provision of this ordinance be declared
by a court of competent jurisdiction to be invalid, the same shall not
affect the validity of the ordinance as a whole, or any part thereof,
other than the part so declared to be invalid.
SECTION 17.
REPEAL OF- PRIOR ORDINANCES
This ordinance shall repeal every prior ordinance in conflict
herewith, but only insofar as the portion of such prior ordinance shell
be in conflict; and as to all other sections of ordinances not in direct
conflict herewith, this ordinance shall be and is hereby made cumulative.
SECTION 18.
EFFECTIVE DALE
This ordinance shall be in full force and effect from and after the
date of its passage, and it is so ordained..
