BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2008- 2009 in the Budget of the City Manager, there shall atso be increased estimated receipts and appropriations in the Municipal Court Technology Fund of the Special Trust Fund in the amount of $39,583.75, from available funds, for the purpose of funding technical enhancements for the Municipal Court Services Department. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in evhich instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. DISCUSSION: On August 24, 1999, (M&C G-12638} the City Council approved an ordinance creating the Municipal Court Technology Fund in the Special Trust Fund. Funding is derived from a technology fee assessed on defendants convicted of a misdemeanor in Municipal Court. The Fund, as designated, may be used to fund the purchase of technology enhancements for the Municipal Court. In December 2005, the Municipal Gourt Services Deparkment transitioned into the CourtView Case Management System ("CourtView"} for all court cases. Since that time, all new case data is electronically stored in the CourtView system. In order to complete business processes, staff has used antiquated equipment to scan documents. Due to the volume of case information scanned on a daily basis, the current equipment is no longer effective to serve the business needs of the Department. An assessment was conducted and it was determined that 37 scanners are needed to replace the equipment. The Information Technology Solutions Department has quoted a cost of $1,010.00 for each scanner, far a cost not to exceed $37,370.00. Additionally, due to the increased volume in citations issued, the Municipal Court Services Department is receiving in excess of 7,000 telephone calls each week. The majority of the staft are answering telephone cabs with hand held telephone receivers andlor sharing headsets in two high telephone cal! volume environments in the Department.
