AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE
AMOUNT OF $214,996.00, SUBJECT TO RECEIPT OF THE FISCAL YEAR 2017
COMPREHENSIVE SELECTIVE TRAFFIC ENFORCEMENT GRANT FROM
THE TEXAS DEPARTMENT OF TRANSPORTATION, FOR THE PURPOSE OF
IMPLEMENTING INCREASED ENFORCEMENT OF TRAFFIC SAFETY
RELATED LAWS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING
ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund in the amount of $214,996.00, subject to receipt of the Fiscal Year 2017
Comprehensive Selective Traffic Enforcement Grant from the Texas Department of Transportation, for the
purpose of implementing increased enforcement of traffic safety related laws.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction,such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify Application for and Authorize Acceptance of the Texas Department of Transportation Fiscal Year
2017 Comprehensive Selective Traffic Enforcement Program Grant in the Amount of$171,968.00,
Authorize Execution of Related Grant Agreements, Authorize Transfer in the Amount of$43,028.00 for the
City's Grant Match Requirement and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of a grant from the Texas Department of
Transportation for the Fiscal Year 2017 Comprehensive Selective Traffic Enforcement Program in the
Amount of$171,968.00;
2. Authorize the execution of related Grant Agreements with the Texas Department of Transportation;
3. Authorize a transfer in the amount of$43,028.00 from the Justice Asset Forfeiture Fund to the Grants
Fund for the City's grant match requirement; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Federal Fund in the amount of$214,996.00.
DISCUSSION:
The Texas Department of Transportation (TxDOT), Selective Traffic Enforcement Program (STEP) grant
is aimed at reducing the number of motor vehicle crashes, injuries, and fatalities. The STEP grant will pay
for the overtime hours of the officers participating in the program. A local match of at least 20 percent is
required.
Comprehensive STEP grant activities include enforcement of speed, seatbelt, DWI and intersection traffic
control laws. The total proposed program amount, including $43,028.00 in match funds, is
$214,996.00. Funds in the amount of$196,075.00 are budgeted for overtime and associated fringe
benefits for an estimated 2,821 enforcement hours. An additional amount of$14,998.00 is budgeted for
251 overtime hours and fringe benefits for administering the grant. Funds in the amount of$1,373.00 are
budgeted for 20 hours of overtime, along with associated fringe benefits to work public information and
education events. The amount of$2,550.00 is budgeted for public information and education materials.
Accrued Department of Justice Asset Forfeiture Funds, which were included in the Fiscal Year 2016
Budget, will be used to satisfy the City's match requirement. Department of Justice Asset Forfeiture
Funds cannot be used for fringe benefits. Neither Department of Justice Asset Forfeiture Funds nor
TxDOT grant funds can be used for indirect costs.
