AN ORDINANCE AMENDING SECTIONS 2, 3, 6 AND 7 OF
ORDINANCE NO. 7323, AS AMENDED, BY REVISING THE
BOUNDARIES OF SINGLE MEMBER DISTRICTS NUMBERS 2, 3, 6
AND 7; MAKING THIS ORDINANCE CUMULATIVE OF ALL
ORDINANCES; REPEALING ALL ORDINANCES AND PROVISIONS
IN CONFLICT HEREWITH; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF
THIS ORDINANCE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF E'ORT
WORTH, TEXAS:
SECTION 1.
That Section 2 of Ordinance No. 7323, as amended, be and
the same is hereby amended and, after being so amended, shall
hereafter read and be as follows:
"SECTION 2.
"For the purpose of determining the qualifications as to
candidacy, election or appointment of a member to Place No. 2 of
the City Council of the City of Fort Worth, District No. 2 shall
be, and the same is hereby, established and shall comprise all
of that portion of the City located within the following de-
scribed boundary:

BEGINNING in Western Boulevard (Watauga-Smithfield) at the
intersection of its centerline with the centerline of Beach

the same is hereby amended and, after being so amended, shall

SECTION 5.
This ordinance shall be and is hereby declared to be cumu-
lative of all other ordinances of the City of Fort Worth
defining the boundaries of the single member districts therein,
and this ordinance shall not operate to repeal or affect any of
such other ordinances except insofar as the provisions thereof

might be inconsistent or in conflict with the provisions of this
ordinance, in which event such conflicting provisions, if any,
in any such other ordinance or ordinances are hereby repealed.
SECTION 6.
It is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and
phrases of this ordinance are severable, and, if any phrase,
clause, sentence, paragraph or section of this ordinance shall
be declared void, ineffective or unconstitutional by a valid
judgment or final decree of a court of competent jurisdiction,
such voidness, ineffectiveness or unconstitutionality shall not
affect any of the remaining phrases, clauses, sentences, para-
graphs and sections of this ordinance, since the same would have
been enacted by the City Council without the incorporation here-
in of any such void, ineffective o~r unconstitutional phrase,
clause, sentence, paragraph or section.
SECTION 7.
The City Secretary of the City of Fort Worth is hereby
directed to engross and enroll this ordinance by copying the
caption and effective date of same in the minutes of the City
Council of the City of Fort Worth and by filing this ordinance
in the ordinance records of said City.
SECTION 8.
That this ordinance shall take effect and be in full force
and effect from and after the date of its passage, and it is so
ordained .

Background
City Council elections are scheduled for Saturday, April 6, 1985. In order for
the City of Fort Worth to comply with the Voting Rights Acts of 1973, informa-
tion on the nature, scope and potential impact of any boundary changes on the
electoral process since the City's last submission must be submitted to the
U. S. Department of Justice. This information must include changes in popula-
tion, changes in characteristics of the population, and the accessibility of
the process Lo all citizens, particularly to minority citizens.
The last revisions to the Single Member District Plan were approved by the City
Council on August 30, 1983 (Ordinance No. 8909). Since the adoption of these
revisions, there have been numerous changes in Fort Worth's corporate bound-
aries. Twenty-fqur (24) of these changes resulted from annexations while two
(2) resulted from disannexations. Each of these changes is briefly described
below along with its impact.
Areas Annexed
1. Ordinance No. 8930
Annexation of 10.107 acres in William W. Thompson Survey.
This area should be added to District 2, to which it is contiguous. At the
time of annexation, it contained no population end no dwelling units.
2. Ordinance No. 8931

Annexations and Disannexations
Impact
The impact of these changes in corporate boundaries on City Council elections
is negligible. At the time these annexations occurred, a total estimated popu-
lation of fifteen (15) persona were added to District 2 and twenty-flue (25)
persons were added to District 6, with no population increase to Districts 3
and, 7. There was no population within either of the two disannexations at the
time they were disannexed.
To date, very little development has occurred in the newly annexed areas, and,
as a .result., any changes in their population figures sinee the time of ennexa-
tion are insignificant. No significant changes in minority access to and
influence on election results is anticipated as a result of these annexations
and disannexations.
Attached for the City Council's consideration and adoption is the proposed
ordinance to amend the boundary descriptions. for Single-Member District Numbers
2, 3, 6 and- 7.
Recommendations
IC is recommended that:
1• The City Council approve the recommended revisions to City Council
Districts 2, 3, 6 and 1, to reflect recent annexations and disannexatians;
and
2. The attached prapased ordinance amending Sections 2, 3, 6 and 7 of
Ordinance No. 7329, as amended, be adopted in ordor to make the sl.ngle-
member district boundaries coincide with the current corporate boundaries.
