U AN ORDINANCE TRANSFERRING THE SUM OF $15,000 FROM THE CAPITAL PROJECT RESERVE FUND, NO. 10-01001-00, TO THE GENERAL FUND, THEREBY INCREASING ESTIMATED REVENUE OF THE FORT WORTH GENERAL FUND BY $15,000 FOR FISCAL YEAR 1984-1985, AND APPROPRIATING FROM THE REVENUES THUS INCREASED $15,000 TO ACCOUNT NO. 50-30-06, I.C. 290403; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFEC- TIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That there is hereby transferred to the General Fund of the City of Fort Worth from the Capital Project Reserve Fund, No. 10-010001-00, the sum of $15,000, thereby increasing the estimated revenue of the General Fund of the City o.f Fort Worth for Fiscal Year 1984-1985 by $15,000, and that, in addition to providing the City Manager with such other revenue as may be secured from various sources included in Ordinance No. 9168 and in the Budget of the City Manager, there shall also be appropriated from the revenues thus increased $15,000 to Account No. 50-30-06, I.C. 290403, for the pur- pose of financing a contract for architectural services for prelimi- nary design of a new animal control shelter for the Public Health Department. SECTION 2. Should any portion, section or part of a section of this ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. This ordinance shall be cumulative of Ordinance No. 9168 and all other ordinances and appropriations amending the same except in ;:•~ ., _ . p ~,~ ,~~: those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instances said conflicting provisions are hereby expressly repealed. SECTION 4. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so or- dained. The facility does not meet current state requirements for official animal quarantine and is inadequate for animal impoundment. The Public Health Department has requested a design of a new animal control shelter, office space for the administrators and Vector Control Staff livestock pens and a barn. Requirements for the facility have been established, but an accurate cost estimate cannot be made without developing a plan that combines all of the spaces into a comprehensive design. Four architectural firms were selected for interview from a list of thirty-nine firms expressing interest in developing this comprehensive deign. Selection of Architect After the Staff evaluation of all proposals, the firm of Freeman/Franz Associates was selected to perform the professional services related to the pre- liminary design of the facility estimated to cost $750,000 to $1,000,000. Freeman/Franz Associates submitted a concept design proposal for a fee of $15,000.00. This work would consist of arranging the user's specifications into a comprehensive and economical plan, evaluation of three possible sites for the facility, a rendering of the design, and a preliminary cost estimate. The City Staff considers this proposal to be fair and reasonable considering the extent of the work required. Financing Sufficient funds are available in the Capital Project Reserve Fund to finance this project. Recommendation It is recommended that the City Council: 1. Approve the transfer of $15,000 from Capital Project Reserve, Fund 10-010001-00 to Account 50-30-06 Health Department. 2. Adopt the attached supplement appropriation ordinance of $15,000, increas- ing estimated receipts and appropriation in the General Fund, Account 50-30-06 Health Department Index Code 290403. 3. Authorize the City Manager to execute a contract with Freeman/Franz Associates for $15,000 to provide professional services for the preliminary design of a new Animal Control Shelter for the Public Health Department.
