WHEREAS, the City of Fort Worth (CITY) and Alan Plummer
Associates, Inc. , (ENGINEER) made and entered into City
Secretary Contract No. 42955, (the CONTRACT) which was
authorized by M&C C-25449 on the 21st day of February, 2012;
and
WHEREAS, the CONTRACT was subsequently revised by:
Amendment No. 1 in the amount of $39,000 . 00 which was
administratively authorized on July 20th 2012 , Amendment No. 2
in the amount of $331, 662 . 00 . 00 was authorized by M&C C-26741
on September 24, 2013, and Amendment No.3 which was authorized
by M&C C-27083 on November 18, 2014; and
WHEREAS, it has become necessary to execute Amendment
No. 4 to the CONTRACT to include an increased scope of work
and revised fee.
WHEREAS, the CONTRACT involves engineering services for
the following project:
Casino Beach and Watercress Drive - Water and Sanitary
Sewer Improvements
NOW THEREFORE, CITY and ENGINEER, acting herein by and
through their duly authorized representatives, enter into the
following agreement, which amends the CONTRACT:

Article I of the CONTRACT is amended to include the
additional engineering services specified in a proposal dated
January 8, 2016, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional
design services to be performed by Engineer total $407 ,846 . 00 .

Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall be
an amount of $1,737 ,370 . 40

All other provisions of the Contract, which are not
expressly amended herein, shall remain in full force and
effect.

This Contract Amendment is for Casino Beach Phase 4,which will provide waterline and Sanitary
Sewer Improvements on Casino Beach Park and designs for Meadow Lakes Lift Station force main,
gravity main to decommission Jenkin Heights lift Station,Roxanne Way waterline extension and Love
Circle Easements. The amendment includes the revisions to the water and sewer redesign on the
Casino Beach Park due to the annulment of the Casino Beach Development project,and the need to
provide water and sewer services to Love Circle.The design of a new waterline extension from
Roxanne Way to Williams Spring Road is included in this amendment.

SCOPE OF SERVICES
JANUARY 06, 2016
The following is a clarification of the tasks that the ENGINEER will perform under ATTACHMENT A. The
original Contract, and Contract Amendments 1, 2, and 3 provided for the: Design, Bid and Construction
Phase services for the Casino Beach lift station and force main, a water line from Silver Creek Road to
Casino Beach Park, a water main to provide a loop, as backup, to the north part of Lake Worth and
across Lake Worth and water and low pressure sewer service to Love Circle.
The Scope of Services for Phase 4 WATERLINE AND SEWER IMPROVEMENTS ON CASINO BEACH
PARK, SANITARY SEWER IMPROVEMENTS AT MEADOW LAKE LIFT STATION SEWER BASIN
AND WATERLINE DESIGN FROM ROXANNE WAY TO WILLIAMS SPRING ROAD includes the design
modifications for the following:
• Task 1: Modify the design of the Waterline from Watercress Dr. to the north along Surfside and
to the south to the Lift Station site, the Force Main from the Casino Beach Lift Station to
Highway 199 and the Gravity Sewer pipeline, on Casino Beach Park, from Hwy 199 to Casino
Beach Lift Station and connecting the low-pressure sewer from Love Circle to the gravity
system.
• Task 2: Special Services for modification of the design of the Waterline from Watercress Dr. to
the north along Surfside and to the south to the Lift Station site, the Force Main from the Casino
Beach Lift Station to Highway 199 and the Gravity Sewer pipeline, on Casino Beach Park, from
Hwy 199 to Casino Beach Lift Station and connecting the low-pressure sewer from Love Circle
to the gravity system.
• Task 3: Basis Services for Design of Force main from Meadow lakes to MH east of Boat Club
Road, Gravity Sewer from Jenkin Heights lift station to Meadow Lakes Lift Station, Jenkin
Heights lift Station decommission.
• Task 4: Special Services for design of Force main from Meadow lakes to MH east of Boat Club
Road, Gravity Sewer from Jenkin Heights lift station to Meadow Lakes Lift Station, Jenkin
Heights lift Station decommission.
• Task 5: Bid and Construction phase services for Force main from Meadow lakes to MH east of
Boat Club Road, Gravity Sewer from Jenkin Heights lift station to Meadow Lakes Lift Station,
Jenkin Heights lift Station decommission.
• Task 6: Basic Service for design of Roxanne Way Waterline extension from the intersection of
Roxanne Way and Hodgkins Road to Williams Spring Road.
• Task 7: Special Service for design of Roxanne Way Waterline extension from the intersection of
Roxanne Way and Hodgkins Road to Williams Spring Road.
• Task 8: Special Service for Easement preparation for Grinder Pumps along Love Circle.

Future phases will include:
1) Water and low pressure sanitary service to residents along Peninsula Club Circle, North Lake Dr.,
Island View Dr.,
2) Gravity and low pressure sanitary sewer force mains along Watercress Dr.
3) Evaluate condition and capacity of gravity sewer east of Boat Club Road to M-279.
BASIC ENGINEERING SERVICES SUMMARY
DESIGN SERVICES:
The engineer will use City of Fort Worth Standard details where applicable. Task 1 and 2 above will be
included in the Construction documents being prepared for Contract Amendment No. 3 also known as
Love Circle Water and Low Pressure Sewer Improvements.A single set of construction documents will be
prepared for task 3 and 4 will be bid and constructed in task 5. Task 6 and 7 will prepare design plan and
profiles for the waterline extension with special details and will be biddable in the Love Circle Plans or the
Jenkin Heights Lift Station Decommissioning plans.
DESIGN TASK 1- WATERLINE CONNECTION ON N. SURFSIDE, SANITARY SEWER FORCE MAIN
ON CASINO BEACH PARK, GRAVITY SEWER ON CASINO BEACH PARK, AUTOMATIC FLUSHER
RELOCATION TO WATERCRESS AND HWY 199.
• Waterline Design Modifications
Revise the design of 1,370 LF of 24-inch and 12-inch waterline (WL) per the attached Exhibit 1. The
waterline will be designed in plan and profile view. The profile will be designed to cross below or above
drainage pipes as currently shown in the design plans for the Casino Beach Park dated January 2013.
The pipeline will be in City ROW or in adjacent property in existing utility easements. The 24-inch and 12-
inch waterline material will be PVC with ductile iron fittings and will be constructed by open trench. The
waterline will connect the existing 12-inch PVC waterline at the intersection of Watercress Dr. and N.
Surfside and to the south to the Casino Beach Lift Station. The 24-inch line will be extended towards the
existing 24-inch waterline under Lake Worth, but will not tie to it.
This scope includes the completion of the design of a 170 LF of 6-inch distribution line to tie to three
properties on N. Surfside west of the Casino Beach lift station to the waterline.
This task includes the relocation of the existing automatic flushing device to a location adjacent to Hwy
199. The flushing device will be adjacent to the gravity sewer manhole on the east side of the Casino
Beach Park.
• Forcemain Design Modifications
Revise the design of 2,600 LF of 8-inch sanitary sewer force main per the attached Exhibit 1. The force
main will be designed in plan and profile views.
The pipeline horizontal alignment will be in accordance with the existing land plan as previously
established by others. The vertical design will be adjusted to account for designing based on the existing

ground elevations. The 8-inch force main material will be PVC and will have ductile iron fittings and will be
constructed by open trench. The proposed sanitary sewer force main will connect the existing 8-inch PVC
force main that is on the southwest of Hwy 199 (constructed in phase 1)to the Casino Beach Lift Station.
• Gravity Sewer Modifications
Revise the design of up to 2,220 LF of 8-inch gravity sanitary sewer pipeline per the attached Exhibit 1.
The gravity sewer pipeline will be designed in plan and profile views.
The pipeline horizontal alignment will be in accordance with the existing land plan as previously
established by others. The vertical design will be adjusted to account for designing based on the existing
ground elevations. The PVC gravity sewer will convey the flows from the automatic waterline flusher (to
be relocated) at the end of the WL under Hwy 199 and will connect to the existing sanitary sewer
manhole north of the existing Casino Beach Lift Station.
The City has a topographic survey of the Park area and it will be utilized for the design.
DESIGN TASK 2 - SPECIAL SERVICES FOR DESIGN MODIFICATIONS OF THE WATERLINE FROM
WATERCRESS DR. TO THE NORTH ALONG SURFSIDE AND TO THE SOUTH TO THE LIFT
STATION SITE, THE FORCE MAIN FROM THE CASINO BEACH LIFT STATION TO HIGHWAY 199
AND THE GRAVITY SEWER PIPELINE, ON CASINO BEACH PARK, FROM HWY 199 TO CASINO
BEACH LIFT STATION AND CONNECTING THE LOW-PRESSURE SEWER FROM LOVE CIRCLE TO
THE GRAVITY SYSTEM. (SEE SPECIAL SERVICES SUMMARY BELOW)
DESIGN TASK 3 — BASIC SERVICES FOR THE DESIGN OF FORCE MAIN FROM MEADOW LAKES
TO MH EAST OF BOAT CLUB ROAD, GRAVITY SEWER FROM JENKIN HEIGHTS LIFT STATION TO
MEADOW LAKES LIFT STATION, JENKIN HEIGHTS LIFT STATION DECOMMISSION.
This task includes the design of 6,500 linear feet of force main from Meadow Lake lift station to a sanitary
sewer manhole east of Boat Club Road. Exhibit 2. This task includes the following:
1) Conduct route selection evaluate for two routes for the Force main, recommend a prefer route to
survey.
2) Prepare design plans and specifications for the force main. The plans will be submitted to the City
for review at 30%, 60% and 90% project miles stones.
3) Conduct three review meeting for reviewing the force main construction documents at 30, 60 and
90% project mile stones.
4) Prepare opinions of probable construction cost at 30, 60 and 90% project mile stones.
5) Finalize construction documents for the force main to be included in one set of construction
documents.
6) Two site visits are included for this task.
This task includes the design of 2,670 linear feet of gravity main from Jenkin Heights lift station to
Meadow Lake lift station. This task includes the following:
1) Conduct route selection evaluate for two routes for the Force main, recommend a prefer route to
survey.

5) Finalize construction documents for the gravity line to be included in one set of construction
documents.
6) Two site visits are included for this task.
This task includes the preparation of specifications and directive to decommission Jenkin Heights lift
station. The task includes the following:
1) Review record drawings and data related to the lift station flows.
2) Evaluate flow rerouting approach from Jenkin Heights lift station to Meadow lakes.
3) Prepare specifications and general note regarding the decommissioning of the lift station.
4) Prepare drawings for demolition and removal of above ground electrical controls.
a. Facilities to be removed from service and decommissioned shall generally consist of the
following:
i. Wastewater Influent Manhole.
ii. Lift Station Wet Well and Pump Equipment.
iii. Valves and Valve Vault.
iv. Above and Below Ground Piping.
v. Electrical Power and Control Equipment.
vi. Below Ground Electrical.
vii. Site Facilities and Utilities.
5) Conduct one site visit.
TASK 4: SPECIAL SERVICES FOR THE DESIGN OF FORCE MAIN FROM MEADOW LAKES TO MH
EAST OF BOAT CLUB ROAD, GRAVITY SEWER FROM JENKIN HEIGHTS LIFT STATION TO
MEADOW LAKES LIFT STATION, JENKIN HEIGHTS LIFT STATION DECOMMISSION. (SEE
SPECIAL SERVICES SUMMARY BELOW)
TASK 5: BID AND CONSTRUCTION PHASE SERVICES : This task does not include Roxanne Way
Waterline Extension.
a) Bid Phase Services for Phase 4. Provide bid assistance the similar as the original contract
scope.
b) Construction Administration for Phase 4: This phase will be the similar as the original contract
scope with the following changes: The Engineer will visit the site up to ten (10) times for
construction progress meetings or specific issue meetings. The Engineer will respond to up to
four(4) Request for Information from the contractor and will review up to twenty (20) submittals

and shop drawings, review ten (10) resubmittals, prepare up to two (2) PCMs, CMI,., 111ZIu
Orders or Change Orders.The construction duration is anticipated to be 12 months.
TASK 6: BASIC SERVICE FOR DESIGN PHASE SERVICE FOR ROXANNE WAY WATERLINE
EXTENSION.
This task includes the design of 1,000 linear feet of waterline from existing waterline on Roxanne Way to
existing 8-inch waterline on Williams Spring Rd. E.This task includes the following:
1) Review meeting for the two routes to select a prefer route to survey.
7) Prepare design plans and specifications for the waterline. The plans will be submitted to the City
for review at 30%, 60% and 90% project miles stones. The plans will include details for
Decommissioning the existing deduct meter at the intersection of Hatch Road and Williams
Spring Road.
8) Conduct three review meeting for reviewing the force main construction documents at 30, 60 and
90% project mile stones. These meetings are concurrent with the Forcemain review meetings.
2) Prepare opinions of probable construction cost at 30, 60 and 90% project mile stones.
3) Finalize construction documents for the waterline to be included in one set of construction
documents.
4) Two site visits are included for this task.
TASK 7: SPECIAL SERVICES FOR DESIGN PHASE SERVICE FOR ROXANNE WAY WATERLINE
EXTENSION. (SEE SPECIAL SERVICES SUMMARY BELOW)
SPECIAL ENGINEERING SERVICES SUMMARY
A. SPECIAL SERVICES
TASK 2: SPECIAL SERVICES FOR DESIGN MODIFICATIONS OF CASINO BEACH PARK UTILITIES
1) Review sub-consultants submittals including reviewing of easements, designs and coordinate
with two sub-consultants.
2) Subsurface Utility Engineering. Perform up to six (6) level A subsurface utility engineering
excavations to identify vertical and horizontal location of existing utilities.
3) Easement services. Prepare up to four (4) easement legal descriptions and exhibits for
parcels on City of Fort Worth Park Land for Oncor Elect three phase power services and
water and sewer pipelines.
4) Review meeting with the City Arborist and Parks Department to review design of the utilities
on Parks Department. Two meetings are planned.
5) Additional coordination with ONCOR for the design of the 3-phase power service to the Lift
Station. Two meetings are included in this task.
6) Additional coordination with City of Fort Worth Parks Department for the alignment of the
utilities on Casino Beach Park Land (1 Meeting is included in special services).

TASK 4: SPECIAL SERVICES FOR MEADOW LAKES LIFT STATION SEWER DESIGN
1) Review sub-consultants submittals including reviewing of geotechnical report, subsurface
utility engineering report, easements, topographic survey and coordinate with four sub-
consultants.
2) Subsurface Utility Engineering. Perform up to four (4) level A subsurface utility engineering
excavations to identify vertical and horizontal location of existing utilities.
3) Easement services. Prepare up to six(6) easement legal descriptions and exhibits.
4) Prepare and submit plans to Town of Lake Worth for review, meet once and coordinate with
Town of Lake Worth to review plans.
5) Coordinate with Oncor for the removal and disconnecting of the electrical meter and service
at Jenkin Heights lift station and coordinate with Chesapeake Land Development Co. LLC
6) Prepare and submit permit application for TXDOT crossing FM 1220 (Boat Club Road).
7) Collect Topographic survey for 10,450 LF and Jenkin Height lift station site.
8) Geotechnical Investigation and report based on the findings of 5 borings.
9) Revise two alignments will be evaluated for the routing of the gravity main including two
opinions of probable construction cost for the two routes. Impacts to existing utilities,
additional easements and manhole locations will be evaluated to compare the two alignment
options.
10) Revise Two alignments will be evaluated for the routing of the force main including two
opinions of probable construction cost for the two routes. Impacts to existing utilities,
additional easements and air valve locations will be evaluated to compare the two alignment
options
11) Meet with the City to evaluate alignments and decide on route of survey.
12) Document decision during the review meeting.
13) Prepare Traffic Control Plan for Traffic control along Boat Club Road to comply with TxDOT
requirements for crossing the roadway.
TASK 7: SPECIAL SERVICES FOR DESIGN OF ROXANNE WAY WATERLINE EXTENSION
1) Environmental Jurisdictional determination investigation and document review.
2) Site Visit for Environmental Jurisdictional determination.
3) United States Army Corp of Engineers permit perpetrations, submission and responses to
questions.
4) Review sub-consultants submittals including reviewing of geotechnical report, subsurface
utility engineering report, easements, topographic survey and coordinate with four sub-
consultants.
5) Prepare two alignments will be evaluated for the routing of the waterline including two
opinions of probable construction cost for the two routes. Impacts to existing utilities,
additional easements and air valve locations and creek crossing approach, pressure reducing
valve vault location and design will be evaluated to compare the two alignment options.
6) Meet with the City to evaluate alignments and decide on route of survey.
7) Document the review meeting conclusion and alignment decision.
8) Collect Topographic survey for 1,000 LF of the selected alignment.
9) Easement services. Prepare up to four(4) easement legal descriptions and exhibits.
10) Geotechnical Investigation and report based on the findings of 2 borings.
11) Subsurface Utility Engineering. Perform up to two (2) level A subsurface utility engineering
excavations to identify vertical and horizontal location of existing utilities.

TASK 8: SPECIAL SERVICES FOR LOVE CIRCLE LOW PRESSURE SANITARY SEWER
1) Easement services. Prepare up to 56 easement legal descriptions and exhibits.
2) Field Stake up to 56 easements as directed by the City.
ADDITIONAL SERVICES
Additional Services not included in the existing Scope of Services of prior phases—CITY and ENGINEER
agree that the following services are beyond the Scope of Services described in the tasks above.
However, ENGINEER can provide these services, if needed, upon the CITY's written request. Any
additional amounts paid to the ENGINEER as a result of any material change to the Scope of the Project
shall be agreed upon in writing by both parties before the services are performed. These additional
services include the following:
1. Negotiation of easements or property acquisition including temporary right-of-entries or
meeting with property owners to evaluate low pressure sewer tie-ins or easement shapes.
2. Perform capacity assessment, pipe condition and manhole condition assessment, age and
remaining useful life of gravity sewer of the east of Boat Club Road downstream of tie-in
manhole.
3. Meadow Lake Lift station upgrades of pumps, electric system, controls. (By City)
4. Construction Staking, Material testing for Love Circle Low Pressure Sewer, Meadow Lakes
Force Main and Gravity main, Casino Beach Park Utility redesign and Roxanne Way
Waterline extension.
5. Services related to development of the CITY's project financing and/or budget.
6. Services related to disputes over pre-qualification, bid protests, bid rejection and re-bidding
of the contract for construction.
7. Construction management and inspection services other than previously identified.
8. Performance of materials testing or specialty testing services.
9. Services necessary due to the default of the Contractor.
10. Services related to damages caused by fire, flood, earthquake or other acts of God.
11. Services related to City of Fort Worth Parks Department park conversion process.
12. Services related to warranty claims, enforcement and inspection after final completion.
13. Services related to Survey Construction Staking
14. Services related to acquiring real property including but not limited to easements, ROW,
and/or temporary right-of-entries.
15. Services to support, prepare, document, bring, defend, or assist in litigation undertaken or
defended by the CITY.
16. Performance of miscellaneous and supplemental services related to the project as
requested by the CITY.
17. Services related to preparation of Storm Water Pollution Prevention Plans.
18. Tree Permits.
19. Services related to materials testing during construction.
20. Any services not covered in basic or special services.

COMPENSATION
I. Compensation
A. The ENGINEER shall be compensated $407,846. The fee shall be considered full
compensation for the services described Attachment A, including all labor materials,
supplies, and equipment necessary to deliver the services. Services shall be paid on a
total lump sum basis of$407,846.
B. The ENGINEER shall be paid monthly payments as described in Section II—Method of
Payment.
II. Method of Payment
A. Partial payment shall be made to the ENGINEER monthly upon City's approval of an
invoice prepared and submitted by the ENGINEER.
B. The estimated current physical percent complete as required on the invoice shall be
calculated from the progress schedule.
C. The cumulative sum of such monthly partial fee payments shall not exceed the total
current project budget including all approved Amendments.
D. Each invoice shall be verified as to its accuracy and compliance with the terms of this

HEARING:
SUBJECT: Authorize Execution of Amendment No. 4 to City Secretary Contract No. 42955 with Alan
Plummer Associates, Inc., in the Amount of$407,846.00 for a Total Revised Contract
Cost in the Amount of$1,737,370.40 for Engineering and Design Services for the Casino
Beach/Watercress Water and Sewer Improvements Phase 3 at Lake Worth and Adopt
Appropriation Ordinances (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinances increasing estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of$128,156.00 and Sewer Capital Projects Fund in the
amount of$383,443.00 for a total amount of$511,599.00; and
2. Authorize the execution of Amendment No. 4 to City Secretary Contract No. 42955 with Alan
Plummer Associates, Inc., in the amount of$407,846.00 for a total revised contract in the amount of
$1,737,370.40 for engineering and design services associated with the Casino Beach/Watercress
Water and Sewer Improvements Phase 3 at Lake Worth.
DISCUSSION:
On February 21, 2012, Mayor and Council Communication (M&C) C-25449, the City Council authorized
an Engineering Agreement with Alan Plummer Associates, Inc., in the amount of $696,954.40 for the
Casino Beach/Watercress Water and Sewer Improvements, Phase 1.
The Agreement was subsequently revised by three amendments totaling $632,570.00 as follows:
• Amendment No. 1 in the amount of $39,000.00 was administratively authorized on July 24, 2012 and
provided for additional surveying, easements and design of a larger lift station.
• Amendment No. 2 in the amount of $331,662.00 (M&C C-26471) provided for design of a water main
to cross Lake Worth and to loop the water system in the Casino Beach/Watercress area.
• Amendment No. 3 in the amount of $261,908.00 (M&C C-27083) provided for design of a water and
sewer system to serve 54 residential customers.
Amendment No. 4 will provide for the following:
- Modify the design of the waterline from Watercress Drive to the south of the lift station site and
connect the low-pressure force main from Love Circle to the gravity system.
• Design of the force main from Meadow Lakes to east of Boat Club Road, gravity sewer from Jenkin
Heights lift station to Meadow Lakes lift station and decommissioning of the Jenkins Heights lift station.
• Design of the water main extension on Roxanne Way from the Hodgkins Road/Roxanne Way

intersection to William Spring Road to supply water to Fort Worth residents who are currently serviced
by the City of Lake Worth via a deduct meter.
• Additional coordination with Oncor Electric, City of Lake Worth, Fort Worth Parks Department, Texas
Department of Transportation and U.S. Army Corps of Engineers.
•Additional design survey.
•Additional easement preparation.
•Additional service during construction.
•Additional geotechnical investigations.
•Additional subsurface utility engineering.
•Additional traffic control plans.
In addition to the amendment amount, $103,753.00 (water $64,300.00; sewer $39,453.00) is required
for project management, construction staking, inspection and material testing.

This project is located in COUNCIL DISTRICT 7, Mapsco 45 Q, R and U, 46 N, P and Q.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current capital budget as appropriated,
of the Water Capital Projects Fund and the Sewer Capital Projects Fund. The Fiscal Year 2016 Water

Operating Budget includes appropriations of$26,068,353.00 for the purpose of providing pay-as-you-go
funding for capital projects. After this transfer for Fiscal Year 2016, the balance will be $16,399,354.00.
The Fiscal Year 2016 Sewer Operating Budget includes appropriations of$26,300,046.00 for the
purpose of providing pay-as-you-go funding for capital projects. After this transfer for Fiscal Year 2016,
the balance will be $21,216,592.00.
