I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 7:04 p.m. on Tuesday, March 22, 2016, in the City
Council Chamber of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas.

Church
The invocation was provided by Dr. Gleniece Robinson, Director of the Fort Worth Public
Library.

Dr. Janice Knebl, representing the UNT Health Science Center's Center for Geriatrics, thanked
the Mayor and Council for their support and gave a brief presentation about the new geriatrics
training program.

Motion: On behalf of the Legislative and Intergovernmental Affairs Committee, Council
Member Shingleton made a motion, seconded by Council Member Bivens, that the
following individuals be appointed to various boards, effective March 22, 2016:
• Ms. Gwendolyn Harper to Place 1 (Downtown Resident), Downtown Design Review
Board, with a term expiring October 1, 2017
• Mr. Kirk Millican to Place 5, Downtown Design Review Board, with a term expiring
October 1, 2017
• Mr. George Felan (replacing Mr. C.L. "Les" Neuman, Neighborhood Community
Representative), Capital Improvements Plan Advisory Committee, with no term
limits.

County, Texas, Authorize Execution of all Agreements Necessary to Complete
the Settlement and Authorize the City Manager to Execute Amendments to
Gas Leases with Respect to Total E&P Interests (ALL COUNCIL
DISTRICTS)
The record reflects that: M&C G-18694 provided that the settlement agreement, in
part, would"grant to Total the option to take a top lease of the remaining 75 percent
of the minerals covered by the leases using the same terms and provisions that are
in the amended leases provided certain terms are met and payment is tendered to the
City by Total as outlined in the Settlement Agreement". The terms of the
agreement were discussed with the City Council in Executive Session. This
provision was removed from the settlement agreement at the request of Total and
before it was approved by the City Council and executed by the parties.
Motion: Council Member Zimmerman made a motion, seconded by Council Member

There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 13896 for the above-listed cases,
Council Member Zadeh made a motion, seconded by Council Member Jordan, that the hearing
be closed and Ordinance No. 22131-03-2016 be adopted. Motion passed 8-0.
