HomeMy WebLinkAboutOrdinance 9416~~ ~~ ~' x •4 ORDINANCE NO. ~/~~~ AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE POLICE DEPARTMENT AND CREATING A NEW POSITION IN THE POLICE DEPARTMENT; PROVIDING THAT THIS ORDINANCE IS CUMU- LATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE; AND NAMING AN EFFECTIVE DATE. WHEREAS, the Police Chief has requested the City Council to specify and authorize the number of positions in the Police Department for the 1984-1985 Fiscal Year; and WHEREAS, with the passage of Ordinance 9396, the authorized number of positions in the Police Department was established as 810, with authorized staffing levels of 517 Police officers, 153 Detectives, 89 Sergeants, 35 Lieutenants, 12 Captains and 4 Deputy Chiefs; and WHEREAS, the Police Chief desires to alter the authorized num- ber of positions by adding 1 Lieutenant position without altering the budget of the department; and WHEREAS, the specification and authorization of these positions is a necessity; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the following positions are the only positions authorized in the City of Fort Worth Police Department for the remainder of the Fiscal Year 1984-1985: Police Officers 517 Detectives 153 Sergeants 89 Lieutenants 36 Captains 12 Deputy Chiefs 4 TOTAL 811 SECTION 2. That all of the declarations and findings contained in the pre- amble of this ordinance are made a part hereof and shall be fully effective as part of the ordained subject matter of this ordinance. This ordinance shall be cumulative of all provisions of ordi- nances and of the Code of the City of Fort Worth, Texas ( 1964) , as amended, except where the provisions of this ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event conflicting provisions of such ordinances and such Code are hereby repealed. SECTION 4. It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconsti- tutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 5. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date in the minutes of the City Council and by filing the ordinance in the ordinance record s of the City . effect from and after its passage, and it is so ordained. This position will be used in the Criminal Investigative Division of the Investigative Services Bureau. Background The Police Department has reviewed the current command structure of the Criminal Investigative Division (CID) to improve the management efficiency of the various operations of this division. The existing command structure of this division includes one continually rotated Sergeant position used as the evening shift supervisor. This continuous rotation requires the Sergeant to be away from his regular day shift work assignment for as much as thirteen straight working days. This creates problems for staffing assignments, supervisory management, incomplete work reports, and eventually, decreased offense clearance rates from throughout the division. Another problem area identified with this rotating supervisor is the response to unusual or serious situations encountered after normal working hours. Often times, these situations require notifying higher authority than a Sergeant. Additionally, the City t~1anager, Mayor, and others have requested to be notified of certain circumstances occurring after hours. This Lieutenant position would be in a better position to respond to these types of serious emergency situations. The requested Lieutenant position will assure the Criminal Investigative Division of full command status thereby improving the Division s management effectiveness. This evening shift Lieutenant will supervise the entire evening shift of Detectives and clerical personnel. This includes Auto Theft, Robbery, Burglary, Homicide, Theft, P1ajor Case, Fugitive, and General Assignment sections. Financing The costs for this overage Lieutenant for the remainder of the 84-85 fiscal year would be approximately $8,650.
