ORDINANCE N0. _e~~~
AN ORDINANCE APPROPRIATING FROM THE SPECIAL GIFT FUND 88
THE SUM OF $15,000, WHICH AMOUNT WILL BE TRANSFERRED TO
FUND 76, GRANTS; INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN FUND 76 TO ALLOW FOR THE ANTICIPATED
RECEIPT OF AN ADDITIONAL $15,000, FOR THE PURPOSE OF
FUNDING AN EMERGENCY FOOD VOUCHER PROGRAM; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLL-
MENT; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City
departments and programs for the Fiscal Year 1984-1985 in Ordinance
No. 9168 and in the Budget of the City Manager, there shall also be
appropriated from the Special Gift Fund 88, Project No. 050501-00,
the sum of $15,000, such amount to be transferred to Fund 76, and an
increase in the estimated receipts and appropriations in Fund 88 and
in Fund 76, to allow for the anticipated receipt of an additional
$15,000, for the purpose of funding an emergency food voucher
program.
SECTION 2.
That this Ordinance shall be cumulative of all provisions of
ordinances and of the Code of the City of Fort Worth, Texas (1964),
as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such
Code, in which event conflicting .provisions of such ordinances and
such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of

this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
Section 1 in the minutes of the City Council and by filing this
ordinance in the ordinance records of the City.
SECTION 5.
That this ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

Tarrant County has been selected to recelVe $252,252 from the Federal Emergency
Mana>ement AQencv for the nltrnose. of nrovidinQ emer+?encv food and/or shelter to
individ~lals in need. A Local Board was formed to administer the fiords and to
select nar.ticinar_inQ organizations in accordance with snecific guidelines. The
City of Fort Worth has been offered a grant for the amo~int of $30,000 to pro-
vide emerp.,ency food vouchers to needy residents of the Kennedale/Mansfield and
the Sansom Park/ATle areas. The distribution of those vouchers will hp made
thro»Qh the Neighborhood Resources Development Centers operated by the Citv of

Financing
On Jannarv 25, 1985, the City of Fort Worth received a c_hPCk for $15,000 with
the balance to be forwarded at a later_ date. These fundG eaP,rP_ recorded in Fund

Recommendation
It is recommended that the City Co»ncil
1) A~rthor.ize the City Manaeer to
a) Accent the grant offered by the Federal EmPrnPncy Management AQencv;
h) Execute and Sign. the arnronria.te aorPement with the Local Roard fir the
$30,000, to he spent by July 31, 1985, in the manner specified. above,
c) Accent any additional fends offered by the Local Board or. the Federal
Emergency Management Agency; and,
2) Adopt a s~mnlemental appropriation ordinance to transfer to Fund 76 from
~Ftind 88 (inc_rease estimated receirts and annronr.iations in Hind 88) the
$15,000 already received and increase estimated receirts and appropriate in
