AN ORDINANCE ADOPTING THE CITY OF FORT WORTH 2008
COMPREHENSIVE PLAN; ANALYZING POPULATION, ECONOMIC AND
FINANCIAL TRENDS; DESCRIBING MUNICIPAL SERVICES AND
FACILITIES; DESCRIBING ECONOMIC AND TECHNOLOGICAL ISSUES
AFFECTING DEVELOPMENT; DESCRIBING IMPLEMENTATION
TOOLS; DIVIDING THE CITY INTO 16 PLANNING SECTORS;
PROVIDING MAPS DESCRIBING PROPOSED FUTURE LAND USES AND
RECOMMENDED LAND USE POLICIES FOR EACH SECTOR;
ESTABLISHING GOALS AND RECOMMENDED POLICIES; PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A
SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS the City Council approved Ordinance No. 17413 adopting the Fort Worth 2007
Comprehensive Plan on February 20, 2007; and
WHEREAS the 2007 Comprehensive Plan is the City of Fort Worth's general guide for
making decisions about growth and development; and
WHEREAS the 2007 Comprehensive Plan includes, without limitation, provisions on land
use, housing, parks and community services, libraries, human services, neighborhood capacity
building, economic development, transportation, education, historic preservation, urban design, arts
and culture, police services, fire and emergency services, environmental quality, public health and
municipal facilities; and
WIiEREAS it is the City Council's intent to update the Comprehensive Plan annually; and
WHEREAS after conducting work sessions with the Zoning Commission on August 8,
2007, and the City Plan Commission on August 22, 2007, and briefing the City Council on August
28, 2007, the Planning Department issued a public review draft of the 2008 Comprehensive Plan;
and
WHEREAS the Planning Department conducted a series of 30 community meetings to
receive comments on the 2008 Comprehensive Plan; and
VVI~EREAS on January 23, 2008, the City Plan Commission conducted a public hearing on
the 2008 Comprehensive Plan and recommended that the City Council approve the plan; and
WHEREAS the City Council conducted a public hearing on the 2008 Comprehensive Plan
on February 5, 2008, at which the public was given the opportunity to give testimony and present
written evidence;
WHEREAS the 2008 Comprehensive Plan is attached hereto as Exhibit A; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH:
SECTION 1.
The 2008 Comprehensive Plan of the City of Fort Worth is adopted as set out in Exhibit A
attached and incorporated as if contained herein, specifically including existing plans and studies
described in Appendix A to the Plan which are incorporated by reference.
SECTION 2.
The City of Fort Worth 2008 Comprehensive Plan supersedes and replaces the 2007
Comprehensive Plan.
SECTION 3.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the
City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.

SECTION 4.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same
would have been enacted by the City Council without the incorporation in this ordinance of any
such unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
This ordinance shall take effect upon adoption.

Approval of Ordinance Adopting the City of Fort Worth 2008 Comprehensive Plan
RECOMMENDATION:
It is recommended that the City Council approve the attached ordinance adopting the City of Fort Worth
2008 Comprehensive Plan.
DISCUSSION:
On November 27, 2007, the City Council authorized staff to release a public hearing draft of the 2008
Comprehensive Plan for public review. The 2008 Comprehensive Plan reflects the following substantive
revisions to the 2007 Comprehensive Plan:
Routine Updates
- Incorporated the most current data available.
- Refined various goals, objectives, policies and strategies based on comments from the City Council, City
departments and cooperating agencies.
- Updated future land use maps in Appendix C in response to land use changes, zoning and platting
decisions, and other factors.
- Removed completed or cancelled capital improvement projects from Appendix D, and adds new projects
to Appendices D and E.
-Updated the annexation program in Appendix G.
Recent Policy Decisions
-Added objective to Transportation chapter to complete the bicycle transportation plan in 2008.
- Added objective to Transportation chapter to adopt and implement the Context Sensitive Solutions Policy
in 2008.
- Added objective to Transportation chapter to complete pedestrian curb ramp improvement program study
in 2008.
- Added policy to Transportation chapter to routinely incorporate the needs of pedestrians and bicyclists
when planning and designing transportation projects.
- Added objective to Historic Preservation chapter to conduct Phase 1 of a historic resources survey
scheduled for completion by the end of 2008.

- Added objective to Environmental Quality chapter to reduce city facility electricity consumption by five
percent per year for five years from 2007.
The City Plan Commission held a public hearing on the plan on January 23, 2008. After receiving input, the
City Plan Commission voted to recommend adoption of the plan with the following two revisions:
-Add Aquatic Master Plan to Appendix A.
-Add Urban Village Master Plans to Appendix A.
The City Council held a public hearing on February 5, 2008, on the plan as recommended by the City Plan
Commission.
The City Council endorsed the following three revisions (Exhibit A):
- Revise the future land use designation for certain property located on the west side of Samuels
Avenue from single-family residential to mixed-use growth center in Appendix C;
-Revise the future land use designation for certain property located on the east and west side of Cranbury
Road north of Columbus Trail from single-family residential and medium density residential to general
commercial in Appendix C; and
- Add a policy to promote mixed-use development within walking distance of the proposed Summer Creek
commuter rail. station.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that this action will have no material effect on City funds.
