HomeMy WebLinkAboutOrdinance 9342~_ a. ~.. ~; n ORDINANCE NO. /c.~ /°~~ AN ORDINANCE APPROPRIATING THE SUM OF $445,568 FROM THE UNDESIGNATED GENERAL FUND BALANCE OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR 1984-1985, TO GENERAL FUND ACCOUNT N0. 20-10-00, I.C. 230300; PROVIDING FOR A SEVERA- BILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR _ ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That there is hereby appropriated from the undesignated General Fund balance of the City of Fort Worth for the Fiscal Year 1984-1985, included in Ordinance No. 9168, the sum of $445,568 to General Fund Account 20-10-00, I.C. 230300, for the purpose of funding a contract with Freese-Nichols and Henningson, Durham and Richardson (Joint Venture) for a special feasibility study of the Southwest Freeway. SECTION 2. Should any portion, section or part of a section of this Ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this Ordinance, which said remaining portions, sections or parts of sections of this Ordinance, which said remaining provi- sions shall be and remain in full force and effect. SECTION 3. That this Ordinance shall be cumulative of Ordinance No. 9168, and all other ordinances and appropriations amending the same except in those instances where the provisions of this Ordinance are in direct conflict with such other ordinances and appropriations, in which instances said conflicting provisions are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance' by copying the caption and ....~ j, °~ ~ + .i! That this ordinance shall take effect and be in full force and effect from and after its passage, and it is so ordained. The purpose of this study is to resolve a number of key issues and concerns regard- ing the alignment proposed by the City of Fort Worth. Resolution of these issues is essential in order to be competive for Highway Commission funding. Work has been proceeding on an hourly rate basis under the authority granted by the council in M&C G-6185. The firm of Freese-Nichols and Henningson, Durham and Richardson has proposed to accomplish the necessary engineering work for this project on the basis of the direct salary cost times a multiplier of 2.3 for overhead and profit. The direct salary will include a factor of 39% for payroll charges such as social security, unemployment, medical, insurance etc. The schedule of hourly rates for various labor categories has been examined and is in line with other area firms. Direct charges estimated at $97,100 and including aerial mapping will be charged at invoice cost plus 5.0% for processing. The labor charges are current- ly estimated at $348,468. The total fee for this project will not exceed $445,568. The firms of Freese-Nichols and Henningson, Durham and Richardson has proposed a comprehensive scope of work which will be incorporated into the contract docu- ments. Completion of the work will be during the month of May in order to be prepared for the June meeting of the Highway Commission. Project Cost and Financing Staff recommends funding this project from Undesignated General Fund Balance. Recommendation: It is recommended that: 1. The City Manager be authorized to execute a contract with the firm of Freese-Nichols and Henningson, Durham and Richardson (Joint Venture) for the special feasibility study of the Southwest Freeway in an amount not to exceed $445,568.00. 2. Council adopt the attached supplemental appropriations ordinance increasing General Fund Account No. 201-10-00 I.C. 230300 and decreasing Undesignated General Fund Balance by $445,568.
