AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE TREASURY
ASSET FORFEITURE FUND IN THE AMOUNT OF $370,000.00, AND
DECREASING THE RESTRICTED TREASURY ASSET FORFEITURE FUND BY
THE SAME AMOUNT FOR THE PURPOSE OF FUNDING A PURCHASE
AGREEMENT WITH VIRTRA SYSTEMS, INC., FOR THE FORT WORTH
POLICE DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2015-2016 in
the Budget of the City Manager,there shall also be increased appropriations in the Treasury Asset Forfeiture
Fund, in the amount of$370,000.00; thereby decreasing the Restricted Treasury Asset Forfeiture Fund by
the same amount, for the purpose of funding a Purchase Agreement with VirTra Systems, Inc., for the Fort
Worth Police Department.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions,sections, or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Supplemental Appropriation Ordinance Increasing Appropriations in the Treasury Asset Forfeiture

Authorize a Transfer from the Treasury Asset Forfeiture Fund to the Treasury Asset Forfeiture Capital Fund
in the Amount of$370,000.00 and Authorize a Purchase Agreement with VirTra Systems, Inc., in the
Amount Up to $370,000.00 Using a Cooperative Contract for the Police Department and Adopt
Appropriation Ordinances (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Treasury
Asset Forfeiture Fund in the Amount of$370,000.00 and decreasing the Restricted Treasury Asset
Forfeiture Fund balance by the same amount;
2. Authorize the transfer from the Treasury Asset Forfeiture Fund to the Treasury Asset Forfeiture Capital
Fund in the amount of$370,000.00;
3. Adopt the appropriation ordinance increasing appropriations in the Treasury Asset Forfeiture Capital
Fund in the amount of$370,000.00; and
4. Authorize the Purchase Agreement with VirTra Systems, Inc., in the amount up to $370,000.00 using
the U.S. General Services Administration (GSA) Contract GS-02F-0214P for the Police Department.
DISCUSSION:
The Fort Worth Police Department (FWPD) Training Facility located at the Bob Bolen Public Safety
Complex combines traditional classroom instruction with hands-on, reality based training. This training
combination allows police recruits and FWPD officers the ability to master the skills required for
policing. The Use of Force Judgment 300 LE-5 Simulator uses five interconnected screens to create fully
immersive active engagements in a 300 degree environment surrounding the recruits and officers. The
multi-directional audio and seamless real video creates an environment and situation that will challenge
recruits and officers. The Use of Force Simulator is effective in conducting reality-based training in a safe
and secure environment. The Use of Force Training Simulator has the ability to simulate over 130 law
enforcement situations that officers may encounter throughout their career.
PRICE ANALYSIS - In 2008, the City purchased a one-screen Use of Force Training Simulator for
$130,368.96. Prices have increased due to the enhanced capabilities and advancements in technology
now available. Prices for the proposed system are 50 percent more than the simulator previously
purchased in 2008 (M&C P-10833). The proposed simulator offers five screens with a 300 degree training
platform allowing multiple officers to train at one time. Staff certifies that the product meets specifications

for quality and the recommended prices offered are fair and reasonable. A multi-year warranty is included
in the purchase price. No specific amount of goods and services are guaranteed to be purchased,
however, the Department estimates first-year expenditures in the amount up to $370,000.00.
COOPERATIVE PURCHASE - State law provides that a local government purchasing an item under a
Cooperative Purchasing Agreement satisfies state law requiring that the local government seek
competitive bids for purchase of the item. The United States General Services Administration contract
has been competitively bid to increase and simplify the purchasing power of government entities that elect
to participate in the cooperative purchase.
M/WBE OFFICE -A waiver of the goal for MBE/SBE subcontracting requirements was requested by the
Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because
the purchase of goods or services is from sources where subcontracting or supplier opportunities are
negligible.
ADMINISTRATIVE CHANGE ORDER -An administrative change order or increase may be made by the
City Manager in the amount up to $50,000.00 and does not require specific City Council approval as long
as sufficient funds have been appropriated.
AGREEMENT TERMS - With City Council's approval, the Agreement will begin on April 6, 2016 and will
end on August 4, 2019 to correspond with the terms of the cooperative contract.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current budgets, as appropriated, of the
Treasury Asset Forfeiture Fund and the Treasury Asset Forfeiture Capital Fund and prior to an
expenditure being made, the Police Department has the responsibility to validate the availability of funds.
