AN ORDINANCE AMENDING CHAPTER `19, "HEALTH AND SANITATION,"
OF THE CODE OF THE CITY OF FORT WORTH ( 1964) , AS ANI~NDED,
BY PROVIDING FOR FEES FOR PREGNANCY TESTS AND HERPES
TESTS; PROVIDING THAT THIS ORDINANCE IS CUMULATIVE OF ALL
--ORDINANCES; PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN
CONFLICT HEREWITH; PROVIDING A SEVERABILITY CLAUSE; PRO-
VIDING. FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING FOR
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1..
That Section 19-440.1(e) of Chapter 19 of the Code of the City
of Fort Worth ( 1 964) , as amended , is hereby further amended to read
as follows:
(1) Laboratory fee
(2 ) Pregnancy Test

That Section 19-449.1 (b) of Chapter 19 of the Code of the City
of Fort Worth ( 1 964) , as amended , is hereby further amended to read
as follows:
"(b) Sexually Transmitted Disease Clinic:
(1 ) Clinic fees, includes initial
and two follow- up visits $ 6.00
(2) Herpes Tests $30.00
(3) Laboratory Fee
a. Tarrant County Hospital
District Facilities $ 3.00
b. All Other Outside Agencies $ 5.00
(4) Prophylactics, five (5) for $ 1.00"
SECTION 3.
This ordinance shall be cumulative of all .provisions of ordi--
r-ances and of the Code. of the City of Fort Worth, Tex as (1964), as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code:., in
which event conflicting provisions of such ordinances and such Code
are hereby repealed .

SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconsti-
tutional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not .affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
Sections 1 , 2 and 6 in the minutes of the City Council and by fil ing
the ordinance in the ordinance records of the City.
SECTION 6.
This ordinance shall take effect and be in f uil force and
effect from and after its passage, and it is so ordained .

Recommendation•
It is recommended that the City Council adopt the ordinances and .administrative
changes necessary to implement the proposed user fee adjustments as presented in
Attachment I.
Background•
The City contracted with David M. Griffith and Associates, Ltd, in November 1982
to conduct a City-wide analysis of user fees and service charges. This process
proved to be beneficial in identifying the actual costs of providing services and
and comparing these costs with the amount of revenue collected as payment for
these services. The City used the results of this study to adjust fee schedules
so that a specified percentage of costs could be recovered. In Play, 1983, (M&C
G-5621), the City Council adjusted more than one hundred fees. In November 1983,
the City entered into a three-year contract with David M. Griffith and
Associates, Ltd, to update this City-wide user fee study. Each year, program
costs and estimated revenue from user fees are analyzed to determine if the City
is maintaining its cost recovery percentages that were established in 1982-83.
For those services where revenue generation is not keeping pace with actual
costs, fee adjustments are recommended. Prior to presenting these
recommendations to the City Council for approval, all affected departments were
consulted for guidance and assistance in developing these proposed fee
adjustments.
