ORDINANCE NO.
AN ORDINANCE INCREASING THE ESTIMATED REVENUES TO THE
GENERAL FUND OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR
1984-1985 BY TRANSFERRING THERETO $6,000 FROM SPECIAL GIFT
FUND 88, PROJECT NO. 501003-00, AND APPROPRIATING FROM THE
INCREASED ESTIMATED REVENUES OF THE GENERAL FUND THE SUM
OF $6,000 TO SPECIAL REVENUE FUND 72, PROJECT NO.
505000-00, FOR THE PURPOSE OF FUNDING ACTIVITIES RELATED
TO THE CHILD SAFETY SEAT PROGRAM; PROVIDING FOR A SEVER-
ABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1984-1985 are hereby increas-
ed by transferring thereto $6,000 from Special Gift Fund 88, Project
No. 501003-00; and that in addition to providing the City Manager
with such other revenue as may be secured from various sources in-
cluded in Ordinance No. 9168 and in the Budget of the City Manager,
there shall also be appropriated from the increased revenues of the
General Fund the sum of $6,000 to Special Revenue Fund 72, Project
No. 505000-00, to fund activities of the Child Safety Seat Program.
SECTION 2.
Should any portion, section or part of a section of this Ordi-
nance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment
shall in no way impair the remaining portions, sections or parts of
sections of this Ordinance, which said remaining portions, sections
or parts of sections of this Ordinance, which said remaining provi-
sions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 9168,
and all other ordinances and appropriations amending the same except
in those instances where the provisions of this ordinance are in

direct conflict with such other ordinances and appropriations, in
which instances said conflicting provisions are hereby expressly
repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll .this ordinance by copying the caption and
effective date in the minutes of the City Council and by filing this
ordinance in the ordinance records of the City.
SECTION 5.
That this ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

Background
On July 12, 1984, the State Legislature passed a mandatory restraint law for
children in the State of Texas. This law became effective October 31, 1984, but
enforcement was delayed until January 1, 1985. The purpose of this delay was to
permit the citizens a grace period to become familiar with the law and to pur-
chase the seats for those children specified in the legislation. Texas became
the 49th state in the nation to adopt the law for the protection of its chil-
dren. The City of Fort Worth recognizes the importance of the new law to protect
children riding in automobiles and recognizes that not all of its residents can
afford the cost of a car seat. In order to meet this need, the City proposed to
initiate a program to assist those residents not able to purchase the seats.
On February 5, 1985, the City Council received Informal Report No. 6996 which
provided the Council with information on a Child Safety Seat Program that the
City proposed to initiate. The Council authorized staff to approach local foun-
dations for seed money to initiate the program. The efforts to secure seed money
have been highly successful. The City has received two donations one for
$1,000 from Murray Savings Association and one for $5,000 from Community Trust of
Metropolitan Tarrant County United Way. The City Health Department is ready to
begin the program with the appropriation of these funds.
Funding
The City has recorded all contributions ($6,000) in the Special Gift Fund 88
Project 5U1U03-00 as of May 7, 1985. The receipts will be transferred to Special
Revenue Fund 72 Project 505000-OU to account for all activities related to the
Child Safety Seat Program. A supplemental appropriation ordinance is necessary
to expend the contributions.
Recommendation
It is recommended that the City Council
1. Authorize the City Manager to execute a grant acceptance agreement for the
Child Safety Seat Program with the Community Trust of Metropolitan Tarrant
County United Way,
2. Adopt a Supplemental Appropriation Ordinance increasing estimated receipts
and appropriations in both fund/project 88-501003-00 and 72-505000-00,
3. Authorize the transfer of funds from Special Gift Fund to Special Revenue
Fund to begin the Child Safety Seat Program, and,
4. Authorize the City to accept future donations for this program that are
received.
