AN ORDINANCE INCREASING BY $5,750.00 THE ESTIMATED REVE-
NUES ACCRUING TO SPECIAL GIFT FUND 88 FOR FISCAL YEAR
1984-1985, AND APPROPRIATING FROM FUND 88 THE SUM OF
$5,750.00 WHICH IS TRANSFERRED TO FUND 76 FOR THE PURPOSE
OF FUNDING HOME DELIVERY OF MEALS TO ELDERLY CITIZENS;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT
AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the estimated revenues accruing to Special Gift Fund 88,
Project No. 050505-00, for fiscal year 1984-1985, are hereby in-
creased by $5,750.00; and that in addition to those amounts allo-
cated to the various city departments and programs for the fiscal
year 1984-1985 in Ordinance No. 9168 and in the budget of the City
Manager, there shall also be appropriated from Special Gift Fund 88,
Project No. 050505-00, the sum of $5,750.00, such amount to be
transferred to Fund 76, Account 76-405247, Index Code 508630,
Grants, for the purpose of funding the delivery of meals to elderly
citizens.
SECTION 2.
That this Ordinance shall be cumulative of all provisions of
ordinances and of the Code of the City of Fort Worth, Texas (1964),
as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such
Code, in which event conflicting provisions of such ordinances and
such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of

this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying. the caption and
Section 1 in the minutes of the City Council and by filing this
ordinance in the ordinance records of the City.
SECTION 5.
That this ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

Background
On September 25, 1984 (M & C C-8636), the City Council authorized the City Man-
ager to renew its contract with Senior Citizen Services, Inc., for the period
October 1, 1984, through September 30, 1985, to provide 306 meals per weekday
(79,560 total meals) at a cost of $2.43 per meal, not to exceed a total price
.~.-sf $193 , 330 .
On April 23, 1985 (M & C C-8973), the City Council authorized the City Manager
to accept a $600 donation obtained from groups and individuals and $5,150
appropriation for meals on wheels based on donations to the Christmas Wish
List Program.
Proposed Amendment
It is requested that the City of Fort Worth amend the contract with Senior Cit-
izen Services, Inc., to increase the funding level from $193,330 to $199,080
and to allow for the delivery of 2,366 additional meals.
Financing
A supplemental appropriation ordinance will be required in the Grants Fund
Account 76-405247 in order to complete the transfer transaction of the $5,750.
Funds will then be available for the proposed amendment through Grants Fund
Account No. 76-405247, Neighborhood Resources Development Program FY85.
Recommendation
It is recommended that the City Council
1. Adopt the attached supplemental appropriation ordinance increasing appro-
priations in the Grants Fund Account 76-405247, Index Code 508630, and
increasing estimated receipts, Index Code 074468 by $5,750,
2. Authorize increased. estimated revenues and appropriations in the Special
Gifts Fund Account 88-050505-00 in the amount of $5,750 from whence the
transfer will be made, and,
3. Authorize the City Manager to execute an amendment to the current home-
delivered meals contract with Senior Citizen Services, Inc., effective
immediately, increasing the amount of the contract so as not to exceed a
total contract cost of $199,080.
