ORDINANCE NO.
AN ORDINANCE INCREASING THE ESTIMATED REVENUES ACCRUING TO
THE GENERAL FUND OF THE CITY OF FORT WORTH FOR THE FISCAL
YEAR 1985 BY TRANSFERRING THERETO $685.OQ IN SPECIAL GIFT
FUNDS, ACCOUNT N0. 088-036005-00, AND APPROPRIATING FROM
THE INCREASED ESTIMATED REVENUES OF THE GENERAL FUND THE
SUM OF $6$5.00 TO THE FIRE DEPARTMENT OPERATING BUDGET,
ACCOUNT N0. 36-40-00, FOR THE PURPOSE OF FUNDING THE
PURCHASE OF SMOKE ALARMS; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDI-
NANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS
ORDINANCE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1985 are hereby increased by
transferring thereto $685.00 in Special Gift Funds, Account No.
088-036005-00; and that, in addition to providing the City Manager
with such other revenue as may be secured from various sources
included in Ordinance No. 9168 and in the Budget of the City
Manager, there shall also be appropriated from the increased reve-
nues of the General Fund the sum of $685.00 to the Fire Department
Operations Budget, Account No. 36-40-00, to fund the purchase of
smoke alarms which will be installed in the homes of disadvantaged
citizens, as part of the Fire department smoke alarm project.
SECTION 2.
This Ordinance shall be cumulative of of all provisions of
ordinances and of the Code of the City of Fort Worth, Texas (1964) ,
as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such
Code, in which event conflicting provisions of such ordinances and
such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,

paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption in the
minutes of the City Council and by filing the ordinance in the
ordinance records of the City.
SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

Background
Citizens of Fort Worth have made contributions to the Fire Department for the
unbudgeted Smoke Alarm project. These funds were donated specifically for the
purchase of smoke alarms for underprivileged citizens and at the time of
receipt were deposited in the Special Gifts Fund No. 88.
Financing
Sufficient funds for the purchase of smoke alarms are available in the Special
Gifts Fund, Account No. 88-036-005-00, Index Code No. 012138, "Citizen Gifts to
Fire Department -Smoke Detectors". A transfer to Fire Department Account No.
O1-36-40-00, Index Code No. 276873 is necessary. A supplemental appropriation
is required.
ReccaTmendation
It is recom~nended that the City Council:
1. Authorize the transfer of $685 from the Special Gift Fund, Account No.
No. 88-036-005-00, to the General Fund, thereby increasing estimated
revenues and appropriations in the Special Gifts Fund, Account No.
88-036-005-00;
2. Adopt the supplemental appropriation ordinance increasing appropriations
in the General Fund (Fire Department) Account No. 01-36-40-00, Index Code
No. 276f373, and increasing estimated receipts by $685; and,
3. Approve the expenditure of $685 from the Citizen's donated funds for use
in the purchase of smoke alarms for the ~noke Alarms project.
