AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $170,999.00,
SUBJECT TO RECEIPT OF A GRANT FROM THE TEXAS DEPARTMENT OF
PUBLIC SAFETY FOR THE PURPOSE OF PROCUREMENT OF HOMELAND
SECURITY RELATED EQUIPMENT AND SERVICES UNDER THE
HOMELAND SECURITY GRANT PROGRAM URBAN AREA SECURITY
INITIATIVE (HSGP-UASI) GRANT PROGRAM; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$170,999.00,subject to receipt of a grant from the Texas Department of Public Safety
for the purpose of procurement of homeland security related equipment and services under the Homeland
Security Grant Program Urban Area Security Initiative(HSGP-UASI)Grant Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of an Additional Award in the Amount of$170,999.00 in Fiscal Year 2014 Homeland
Security Grant Program Funds from the Texas Department of Public Safety, Authorize Execution of
Related Documents and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of an extra award in the amount of$170,999.00 in Fiscal Year 2014
Homeland Security Grant Funds from the State of Texas, Texas Department of Public Safety consisting
of:
• Urban Area Security Initiative grant, Catalog Federal Domestic Assistance No.
97.067: $164,181.00; and
• Urban Area Security Initiative grant - Law Enforcement Terrorism Prevention Activities, CFDA No.
97.067: $6,819.00.
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$170,999.00, subject to receipt of the additional award.
DISCUSSION:
On October 21, 2014 (M&C C-27055), the City Council authorized the acceptance of the Fiscal Year 2014
Homeland Security Grant administered by the Texas Department of Public Safety (DPS). As a result of
that action, the City of Fort Worth (City) was awarded a credit in the amount of$3,024,515.00 under the
Homeland Security Grant Program Urban Area Security Initiative (HSGP-UASI) Grant Program for the
procurement of homeland security related equipment and services.
An additional award of$170,999.00 has been granted to the City from uncommitted State and regional
HSGP funds for a total award of$3,195,514.00. The additional funding received under the 2014 HSGP
program will be allocated towards purchasing an upgrade of the Video Teleconferencing capabilities for
the Fire Department.
Dollar amounts have been rounded for presentation purposes.
This special award has no local match requirement. There is no indirect cost applicable to the grant.
This contract will be with a governmental entity, state agency or public institution of higher education:
(Texas Department of Public Safety (DPS).

FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
The Office of Emergency Management (OEM) will be responsible for the collection and deposit of funds
due to the City. Prior to an expenditure being made, the OEM has the responsibility to validate the
availability of funds.
