WHEREAS, The City of Fort Worth ("City") and Perkins+Will, Inc. made and entered into City Secretary
Contract No. 47468 (The Contract) which was duly authorized by Mayor & Council approval by M&C C-
27600,the 12th day of January, 2016;and
WHEREAS, Attachment"A"to The Contract which is dated October 26, 2015, was inadvertently attached
to the executed contract and should be replaced with Perkins+Will's letter, dated October 28, 2015;
NOW THEREFORE, City and Perkins+Will, Inc. ("Architect"), collectively (the "Parties") acting by and
through their duly authorized representatives,enter into the following agreement:
1.
Attachment "A" to The Contract is hereby amended to read as set forth in Attachment "A" to this
Agreement.
2.
All other provisions of this Contract which are not expressly amended herein shall remain in full force and
effect.

RE: Architectural and Engineering Services Fee Proposal for the New Fort Worth Far North Library
Dear Brian,
Perkins+Will is pleased to submit the following Fee Proposal for the new Far North Library project. We
look forward to this opportunity of taking library services to the far north edge of Fort Worth in a
manner that all of Fort Worth will be proud of. The following is our understanding of the project and
scope. Again, thank you for your confidence in Perkins+Will to make the most out of this great
opportunity!
SECTION 1. PROJECT DESCRIPTION
The new Far North Library project will consist of a new state of the art library facility with a Municipal
Courts Kiosk component. For the basis of this fee proposal, it is understood that the new library will
be approximately 15,000 to 17,000 square feet and will be located on a new 3.5 acre site on Golden
Triangle Boulevard in Fort Worth, Texas. Facility space and program requirements will be identified
during the programming phase. At this time, we understand the construction budget will be
approximately $5,000,000.
SECTION 2. SCOPE OF SERVICES
Architectural and Interior Design Services
Architects Design services shall include the services of the following listed below. Perkins+Will will
manage the project utilizing the NewForma software system during schematic design through
construction administration.

In the performance of these services described in Article 1 of the Owner/Architect Agreement, the

Scope of Work:
The Phases of Service shall include the following:
Pre-Design:
Program Development;
• Community Meeting No. 1 - Perkins+Will will assist the City of Fort Worth in conducting a
community meeting in order to facilitate a Visioning Session in order to solicit input from the
community regarding their vision for the new facility that will be incorporated in the program.
• Program Development—Working with Library and City staff, and utilizing input from the
Community Meeting No. 1, Perkins+Will will facilitate programming sessions in order to develop a
Final Program for the new library that will guide the design of the project.
Schematic Design;
• After the program is approved, our team will begin Schematic Design with building and site
concepts developed.
• Perkins+Will will conduct Bi-weekly meetings during Schematic Design with City/ Library Dept. to
review needs and progress.
• Perkins+Will will perform a detailed site analysis of the selected site indicating all site influencers
on the overall building placement and design.
• Perkins+Will will develop 3 site and building concepts and finalize one Schematic Design
concept, selected by City/ Library Dept. staff to incorporate into Design Development and
submitted to City/Owner for their review.
• Community Meeting No. 2 — Perkins+Will will present concepts to the community in order to
solicit input and feedback that will be incorporated into the final design.
• Once a final Schematic Design Concept is selected, Perkins+Will will further develop it and
coordinate with all consultants on the team in order to include their schematic design information
in the final package.

• Perkins+Will will develop a 3D Working Model as part of the Schematic Design Package. Final
renderings will be developed at the conclusion of design development.
• During Schematic Design review, Perkins+Will will assist the Cost Consultant in developing a
Statement of Probable Cost. Perkins+Will will assist the City/ Parks Dept. in reconciling the two
statements of probable cost.
• Perkins+Will will make necessary adjustments to the Schematic Design in order to get the project
within the established construction budget.
• Perkins+Will will develop a draft Schematic Design Package in an 11X17 format with plans,
elevations, specification outline, proposed exterior finishes, and a Statement of Probable Cost.
• Perkins+Will will finalize Schematic Design Package incorporating revisions from City/Parks Dept.
• Perkins+Will will attend City Council Briefings and will assist the City and Parks Dept. staff in
preparation for these meetings.
• Perkins+Will will prepare meeting minutes for all design meetings.
• Deliverables for Schematic Design Phase Include:
1. Requested number of copies of final SD Report in bound 11"x17" format including plans,
3D model, outline specifications, finish allowances, consultant narratives, and statement of
probable cost.
Design Development
Using the approved Schematic Design, Perkins+Will will lead the design team in developing the
various components of the design through Design Development. The deliverables for the Design
Development Phase include:
• Perkins+Will will conduct Bi-weekly meetings during Design Development with City/ Library Dept.
to review needs and progress.
Civil;
• Preliminary grading plan
• Preliminary utility layout and/or storm water layout plan
• Diagrammatic site plan
• Revised topographic site plan
• Erosion control plan

• Rendered Planting site plan showing conceptual landscaping/hardscaping

Probable Construction Cost Estimate:
• During Design Development review, Perkins+Will will assist the Cost Consultant in updating a
Statement of Probable Cost.
• Perkins+Will will make necessary adjustments to the Design Development package in order to get
the project within the established construction budget.
• Perkins+Will will submit copies of Design Development Package to owner for comments and
approval.
Construction Documents;
• Based on the approved Design Development Package, Perkins & Will will prepare Construction
Documents consisting of drawings and specifications in CSI format that describe in detail the
work to be constructed.
• Perkins+Will will also assist the City of Fort Worth as necessary in preparing other forms or
information necessary required for bidding, Including reviewing the City of Fort Worth's general
conditions, bid forms and owner/contractor agreement.
• Perkins+Will will submit drawings to the State of Texas for compliance review with the Texas
Accessibility Standards and will assist the City of Fort Worth in securing permits for construction.
• Perkins+Will will attend progress meetings during the CD Phase at 50%, 95%, and 100% and
will provide pertinent progress prints at project meetings
• Copies of 50% and 95% construction documents will be submitted for review.
• 95% submittal shall be 100% complete plans, specs, estimate ready to bid except for final
owner's review comments.
• 95% review comments will be incorporated at 100%
• 100% complete CD's will be issued for bidding
• Perkins+Will will assist City in obtaining building permit
• Community Meeting No. 3 — Perkins+Will will present final renderings to the community and
discuss the bidding process and anticipated move in date.

• At 50% and 95% Construction Document review, Perkins+Will will assist the Cost consultant in
updating a Statement of Probable Cost.
• Perkins+Will will make necessary adjustments to the Construction Documents at 50% and 95%
review in order to get the project within budget.
Bidding;
• Perkins+Will will assist the City of Fort Worth in bidding the project to various contractors by
participating in a Pre-Bid conference and by answering questions submitted by contractors during
bidding. Upon the receipt of bids, Perkins+Will will assist the City of Fort Worth in qualifying
bidders and bids.
Construction Administration;
Perkins+Will will perform the following services during construction:
• Conduct a Pre-Construction Meeting
• Attend bi-weekly job site meetings
• Review and processing of shop drawings and submittals
• Respond to RFI's from the contractor
• Make periodic site visits and observation as appropriate to the progress of construction
• Review contractor's Pay Applications, and provide recommendations to the City of Fort Worth for
the Preparation of Proposed Changes and Change Orders for the City of Fort Worth's approval
• Develop Preliminary and final Punch Lists
Record drawings and specifications
• Record construction documents will be provided to the City in preferred format for its use.
AutoCAD v.2014 or higher, sheet drawing files and specifications in MS Word will be provided to
the City of Fort Worth for its use.

• Provision of a set of reproducible Record Drawings indicating changes and variations from the
plans as constructed by the Contractor will be provided by the General Contractor.
SECTION 3. PROPOSED COMPENSATION
We understand that for the purpose of this proposal, the construction budget for this project will be
$5,000,000. The projected size of the new Library is approximately 17,000 SF. It is understood that
should the new library's size and budget increase, Perkins+Will and our consultant team's fees will
increase accordingly based on percentage of construction cost.
Based on the anticipated size, scope and quality of the new facility, Perkins + Will proposes total
compensation for all services requested for this project in the amount of $639,900 plus
reimbursable expenses per Section 5, to be billed and paid monthly, as portions of the work are
completed. The Summary of Proposed Compensation Table illustrates the compensation for services,
and team members. LEED Certification Services per Section 4 will be an additional $64,000.

SECTION 4..ADDITIONAL SERVICES
For all services requested by the City of Fort Worth outside those listed above, Perkins+Will will
submit a fee proposal and will not proceed without written approval. Should Brand Services be
requested, scope will need to be established prior to a fee proposal. The following potential additional
services have been identified with a fee attached for your consideration.

SECTION 5. REIMBURSABLE EXPENSES
Reimbursable expenses are in addition to compensation for basic and additional services and include
expenses incurred by Perkins+Will and its consultants in the interest of the project. This would
include expenses in connection with travel, long distance communications, fees to approval
authorities, and the expenses of presentation materials, reproductions, printing, plotting, scanning,
postage and handling, courier and overnight services, models, artist renderings or mock-ups. These
expenses shall be reimbursed at their actual cost to Perkins+Will.

SUBJECT: Authorize Execution of an Architectural Services Agreement with Perkins & Will, Inc., in
the Amount of$654,900.00 to Provide Design and Construction Administration Services
for a Joint Branch Library and Municipal Court Kiosk Facility Located at 4264 Golden

RECOMMENDATION:
It is recommended that the City Council authorize the execution of an Architectural Services
Agreement with Perkins & Will, Inc., in the amount of$654,900.00 to provide design and construction
administration services for a joint branch library and municipal court kiosk facility located at 4264
Golden Triangle Boulevard.
DISCUSSION:
The 2014 Bond Program, approved by the citizens of Fort Worth, includes funds to construct a new
library in far north Fort Worth (Far North Library), which will include a municipal court kiosk.
On September 1, 2015, (M&C L-15805) the City Council authorized the acquisition of approximately
3.5 acres of land located at 4264 Golden Triangle for the Far North Library site.
A request for Statements of Qualifications (SOQ) was advertised in the Fort Worth Star-Telegram on
Thursday, July 30, 2015 and August 6, 2015. The SOQs were due Thursday August 20, 2015. The
City received 11 SOQs from qualified architectural firms. The selection committee included
representatives from the Library Department, M/WBE Office and the Property Management
Department. The firms submitting SOQs were:

After reviewing the SOQs, the committee met on September 3, 2015 and selected 4 of the 11 firms
for interviews based on their rankings in a qualifying matrix. The interviews took place September 29,
2015 and September 30, 2015 and the following is a summary of the results of the interview process:

Operating -The Far North Library, projected to open in the Spring of 2018, will require 11.5
additional authorized positions. The operating impact of the staffing increase is estimated to begin in
the final quarter of FY2017 to allow adequate time to recruit, hire and train employees to open and
operate the library. The estimated cost of additional staff, operating supplies and equipment is as
follows:

This project is included in the 2014 Bond Program. Available resources within the General Fund will
be used to provide interim financing until debt is issued. Once debt associated with the project is
sold, bond proceeds will reimburse the General Fund, in accordance with the statement expressing
official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election
(Ordinance No. 21241-05-2014).
M/WBE OFFICE — Perkins & Will, Inc., is in compliance with the City's BDE Ordinance by committing
to 26 percent SBE Participation on this project. The City's SBE goal on this project is 19 percent.
City of Fort Worth Building and Trade Permit fees are waived in accordance with Chapter 7, Article II,
Section 7-47 of the City Code, amending Chapter 1, Part 2, Section 109.2.1 of the 2009 International
Building Code.
The library is to be located in COUNCIL DISTRICT 7, will serve All Fort Worth Citizens.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that appropriations are included in the Fiscal
Year 2016 Adopted Budget of the 2014 Bond Program pursuant to Ordinance No. 21457-09-2014
and funds are available in the General Fund to pay for expenses which will be incurred on the Far
North Library until reimbursement can occur from the issuance of public securities. Funding summary
