ORDINANCE N0. `~-.~
AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE
POLICE DEPARTMENT AND CREATING A NEW POSITION IN THE
POLICE DEPARTMENT; PROVIDING THAT THIS ORDINANCE IS CUMU-
LATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR
ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE; AND NAMING
AN EFFECTIVE DATE.
WHEREAS, the Police Chief has requested the City Council to
specify and authorize the number of positions in the Police
Department for the 1984-1985 Fiscal Year; and
WHEREAS, the the passage of Ordinance 9321, the authorized
number of positions in the Police Department was established as 809,
with authorized staffing levels of 517 Police officers, 153
Detectives, 89 Sergeants, 35 Lieutenants, 11 Captains and 4 Deputy
Chiefs; and
WHEREAS, the Police Chief desires to alter the authorized num-
ber of positions by adding 1 Captain position without altering the
budget of the department; and
WHEREAS, the specification and authorization of these positions
is a necessity; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1.
That the following positions are the only positions authorized
in the City of Fort Worth Police Department for the remainder of the
Fiscal Year 1984-1985:
Police Officers 517
Detectives 153
Sergeants 89
Lieutenants 35
Captains 12
Deputy Chiefs 4
TOTAL 81'0
SECTION 2.
That all of the declarations and findings contained in 'the pre-
amble of this ordinance are made a part hereof and shall be fully
effective as part of the ordained subject matter of this ordinance.

SECTION 3.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1964), as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconsti-
tutional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
effective date in the minutes of the City Council and by filing the
ordinance in the ordinance records of the City.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained .

n 9 ,"the Fort Worth Multi-Agency Property Crime and Enforcement Program was
ormed under the code name "Qperatlon Westwlnd", a highly successful "Sting"
peration. The operation resulted 1n several millions of dollars in r~coverad
tolen property and narcotics, hundreds of felony arrests and an unprecedented
onviction rate.
The Fort Worth Multi-Agency Property Crime and Enforcement Program, known as "The
Project" has been in continuous operation since its inception and exists today as
a model for similar type operations throughout the United States.
The Fort Worth Multi-Agency Property Crime and Enforcement Program was formed
within the Special investigations Division of the lnvestlyative Services Bureau.
The Special investigations Dlyision was under the command of Captain "C. E.
Noyue. The Fort Worth Multi-Agency Property Crime and Enforcement Program was
under the direct canmand of Sgt. J. L. Blaisdell.
C. E. Hogue attained the rank of Deputy Chief, commanding the investigative Ser-
vices Bureau and J. L, ilaisdell, the rank of Lieutenant commanding the Fort
Worth-Multi-Agency Property Crime and Enforcement Program.
A determined effort has been made, since its inception, to maintain the Fort
Worth Multi-Agency Property Crime and Enforcement Program under the command. of
these two men. As a result of this effort, the Fort Worth Multi-Agency Property
Crime and Enforcement Program has evolved into a multi-agency coordination .unit
that is comprised of numerous local. state and federal agencies. Currently the
City of Fort Worth and 'several other Tarrant County law enforcement agencies are
working with Drug Enforcement Administration officials of the Justice Department
in formulating a Orug Task Force for this area. This Task Force wilt De under
the command structure of .the Special Investigations Division.
The Fort Worth Multi-Agency Property Crime and Enforcement Program and the
command officers have received recognition from every level of law enforcement
and the private sector for the leadership abilities, and the impact made on the
criminal community. Deputy Chief C. E. Hogue will retire from the Police
Department, effective May 31. 1985, and after current promotions are made,
Lieutenant Blaisdell will- be number one on the current eligibility list to be
promoted to Lhe rank of Captain.. It is anticipated that, at some point in Lime
during the life of the current eligibility list, Lieutenant Blaisdell. will be
promoted to the rank of Captain. #~,

However, due to the complex and sensitive nature of the operations of the Fart
Worth Multi-Agency Property Crime and. Enforcement .Program and the many outside
ayencies dependent upon the stability of the unit, the continuity of command must
be maintained. In order for this to be accomplished, it is imperative` that
Lieutenant Blaisdell. be promoted to the rank of Captain immediately.
Tt will be necessary to add one overage captain position to the authorized
strength of the Police Department for the benefit of the Department and ultimate-
ly the citizens of the City of Fort Worth. .
