AN ORDINANCE INCREASING BY $82,000 THE ESTIMATED REVENUES
ACCRUING TO THE GSNERAL FUND OF THE CITY OF FORT WORTH FOR
THE FISCAL YEAR 1985-1986 AND APPROPRIATING FROM THE IN-
CREASED ESTIMATED REVENUES OF THE GENERAL FUND FOR FISCAL
YEAR 1985-1986 THE SUM OF $40,000 TO ACCOUNT NO. 13-30-00,
INDEX CODE 209916 FOR THE PURPOSE OF FUNDING AUCTIONEERING
SERVICES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR EN-
GROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION I.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1985-1986 are hereby in-
creased by the sum of $82,000 and that, in addition to providing the
City Manager with such other revenue as may be received from various
sources included in Ordinance No. 9458 and in the budget of the City
Manager for Fiscal Year 1985-1986, there shall also be appropriated
from the increased revenues of the General Fund for Fiscal Year
1985-1986 the sum of $40,000 to the Purchasing Division, Account
13-30-00, Index Code 209916, for the funding of auctioneering ser-
vices.
SECTION II.
Should any portion, section or part of a section of this ordi-
nance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment
shall in no way impair the remaining portions, sections or parts of
sections of this ordinance, which said remaining provisions shall be
and remain in full force and effect.
SECTION III.
This ordinance shall be cumulative of Ordinance No. 9458 and
all other ordinances and appropriations amending the same except in
those instances where the provisions of this ordinance are in direct
conflict with such other ordinances and appropriations, in which
instances said conflicting provisions are hereby expressly repealed.

SECTION IV.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
effective date in the minutes of the City Council and by filing this
ordinance in the ordinance records of the City.
SECTION V.
That this ordinance shall take effect and be in full force and
effect from and after the date of its passage, and it is so or-
dained.

RECOMMENDATION
It is recommended that the City Council adopt the attached Supplemental Appro-
priations Ordinance of $82,000 for the General Fund thereby increasing the
Estimated Receipts and Revenues by $82,000 and appropriating $40,000 to Account
No. 13-30-00, Index Code 209916.
Discussion
In past years, the Purchasing Division has been responsible for conducting the
City's auctions. Once a month all nine buyers missed one complete day in the
office so that they could work the auction. Proceeds from the auction have been
recorded in a Police revenue account, since most of the equipment is auto pound
or property room related. In Fiscal Year 1986, $350,000 in estimated receipts
was budgeted in Police.
The additional $82,000 recommended above is for the sale of miscellaneous general
fund equipment. An additional revenue index code has been established in
Purchasing so that revenues and expenditures are more closely matched.
Twelve auctions were held during the 1984-85 fiscal year, and average revenue
produced from each auction was approximately $36,000 or a yearly average of
$432,000.
M81C P-1818 included on today's agenda recommends an outside auctioneering firm be
contracted with for $40,000 to carry out these auctions in FY 85-86. This would
greatly reduce the amount of staff time necessary to coordinate and conduct the
auctions. The revenue received will exceed the cost of contracting.
