HomeMy WebLinkAboutOrdinance 9102t~~ yw-l ~ ~ < < C~ ~ _,s~:. !,3 ci ORDINANCE NO. ®~ AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE FIRE DEPARTMENT AND CREATING NEW POSITIONS IN THE FIRE DEPARTMENT; PROVIDING THAT THIS ORDINANCE IS CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; NAMING AN EFFECTIVE DATE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDI- NANCE. WHEREAS, the Fire Chief has requested the City Council to spec- ify and authorize the number of positions in the Fire Department for the 1983-1984 Fiscal Year; and WHEREAS, with the passage of Ordinance 8886, as amended, the authorized number of positions in the Fire Department was estab- lisped as 654, with authorized staffing levels of 304 Firefighters, 154 Fire Engineers, 91 Fire Lieutenants, 81 Fire Captains, 17 District Chiefs and 7 Deputy Chiefs; and WHEREAS, the Fire Chief desires to alter the authorized number of positions in the Fire Department by increasing the total number to 656, by increasing the number of Fire Captains by one and the number of Fire Lieutenants by one without, however, altering the budget of the Department; and WHEREAS, the specification and authorization of these positions is a necessity; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the following positions are the only positions authorized in the City of Fort Worth Fire Department for the Fiscal Year 1983- 1984: Fire Fighter 304 Fire Engineer 154 Fire Lieutenant 92 Fire Captain 82 District Chief 17 Deputy Chief 7 TOTAL 656 SECTION 2. That all of the declarations and findings contained in the preamble of this ordinance are made a part hereof and shall be fully effective as part of the ordained subject matter of this ordinance. <^ r-. ~ ~ Y s~~;, ~ +. SECTION 3. This ordinance shall be cumulative of all provisions of ordi- nances and of the Code of the City of Fort Worth, Texas (1964), as amended, except where the provisions of this ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event conflicting provisions of such ordinances and such Code are hereby repealed. SECTION 4. It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitu- tional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 5. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption in the minutes of the City Council and by filing the ordinance in the ordi- nance records of the City. SECTION 6. This ordinance shall take effect and be in full force and effect from and after its passage, and it is so ordained. The need exists for a Manager for the program who is well trained in this area. Captain Cager L Mitchell meets all of the qualifications for this position. He is currently serving in this capacity at the Fire Training Academy Lieutenant Larry Taylor has been assigned to an innovative recruit training pro- gram at Station 27. He will assume command of the "B" shift of the station and will be responsible for recruit training and operations. The addition of Lieutenant Taylor will provide a consistent level of supervision by assignment of a Lieutenant on each shift at the Training Station and placing a Captain on a 40 hour work week as Training Coordinator for all shifts. The proposed staffing for the Fire Department is as follows Current Proposed 7 Deputy Chiefs 7 Deputy Chiefs 17 District Chiefs 17 District Chiefs 81 Fire Captains 82 Fire Captains 91 Fire Lieutenants 9a ..Fire Lieutenants 154 Fire Engineers 154 Fire Engineers 304 Fire Fighters 304 Fire Fighters 654 Total 656 Total The addition of these two positions will eliminate acting pay for five subordi- nates in Fire Operations and will make the Fire Department balanced in the critical areas.
