It is recommended that the City Council authorize the execution of a contract with Reyes Group, Ltd., in an amount up to $2,181,653.31, including potential incentives, for the construction of a roundabout at Heritage Trace Parkway at Tehama Ridge including sidewalks and storm drain improvements. DISCUSSION: This project provides for the construction cf a twe-lane roundabout, sidewalks and storm drain improvements at the intersection of Heritage Trace Parkway and Tehama Ridge Parkway necessitated by traffic capacity limitations at the existing intersection. The project was advertised on January 28, 2016 and February 4, 2015 M the Fort Worth Star-Telegram using the low bind plus incentives method. Reyes Group, Ltd., submitted the lowest bid. Bid Alternate 1 requested bid pricing for fast setting concrete (I-iigh early strength concrete) in order to complete project faster and minirnize overall construction time. Bid.Alternate 2 sought bid pricing for installation of street fights within the project area. The City currently has a separate unit price contract for street light installation, which allows for comparison of pricing to complete this portion of the project. Staff recommends awarding the contract to Reyes Croup, Ltd., with the contract amount consisting of the Base Bid and Bid Alternate 1. The street light elements (Bid.Alternate 2) will be completed by the City's existing unit price contract with Bean Electric, Inc. There are potential incentives of$3,000.00 per dayL not to exceed $105,000,00. built into the construction contract if the contractor delivers the project prior to the specified substantial completion date. Failure to deliver the project by the specified substantial completion date will subject the ooritractor to liquidated damages of$3.000.00 per day until substantial completion is achieved. The budget for the reconstruction of Heritage Trac: Parkway at Tehama Ridge Roundabout will consist of the following: Project Budget Consultant Desi n and Ccnstruciion Semis M&C Review Construction Contract Base Bid and Bid Alternate 1 $2,076,653.30 Right-of-Way and Easements $ 352,965.00 Maximum Potential Construction Incentives $ 105,000.00 City Project Management, Inspection, Quality $ 276,538.00 Control/Assurance and Coordination Project Contingencies 10percent) $ 218,738.90 *Illumination Construction $ 82,943.80 Total Project Costs $3,491,699.00 *Illumination will be constructed under the Bean Electrical Contract due to the lower construction costs. This project is being funded through a combination of 2014 Bond Funds and Tax Increment Reinvestment Zone No. 7 (TIF 7) Funds. On February 10, 2016, the Board of Directors of TIF 7 approved reimbursement of$2,500,000.00 for this project. The TIF funds are anticipated to be available in July 2016 and a supplemental Agreement is forthcoming. In anticipation of approval of the TIF Funding Agreement, Staff recommends moving this project forward and utilizing 2014 Bond funds until receipt of the TIF funds. Project funding will be as follows: Description Amount 2014 Bond Program r $ 991,699.00 Tax Increment Reinvestment Zone No. 7 IF 7 $2,500,000.00 Total $3,491,699.00 Upon completion of this capital project, the anticipated annual operating impacts are increased electricity costs approximately $1,600.00 and increased mowing approximately $3,875.00 to the City of Fort Worth's budget. Construction is anticipated to commence in April and be substantially complete in 140 calendar days. This project is included in the 2014 Bond Program. Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General Fund, in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014). M/WBE OFFICE: Reyes Group, Ltd., is in compliance with the City's BIDE Ordinance by committing to 17 percent MBE participation on the base bid. The City's MBE goal on this project is 16 percent. Additionally, Reyes Group Ltd., is a certified M/WBE firm. This project is located in COUNCIL DISTRICT 7. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as appropriated, of the 2014 Bond Program Fund. A subsequent Mayor and Council Communication will appropriate the TIF funds upon approval of that Agreement.
