HomeMy WebLinkAboutOrdinance 9011,y 1 ~,. ~r .~.~ "`~,"~ ORDINANCE NO. 9D,( / AN ORDINANCE APPROPRIATING THE SUM OF $63,802 FROM THE UNAPPROPRIATED GENERAL FUND BALANCE OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1983-1984, TO GENERAL FUND ACCOUNT NO. 38-10-00, MUNICIPAL COURTS DEPARTMENT - WARRANT DIVI- SION; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That there is hereby appropriated from the unappropriated General Fund balance of the City of Fort Worth for Fiscal Year 1983-1984, General Fund Account No. 35-31-00, the sums of $31,901 (Salary Savings, I.C. 263095) and $31,901 (Machinery and Equipment Rental, I.C. 263525), included in Ordinance No. 8886, for a total sum of $63,802, to General Fund Account No. 38-10-00, Municipal Court Department for the purpose of funding unbudgeted operating costs of the Municipal Court Warrant Division, to wit: $51,779 (Salary Expense, I.C. 214205) and $12,023 (Machinery and Equipment Rental, I.C. 214692). SECTION 2. Should any portion, section or part of a section of this Ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this Ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. This ordinance shall be cumulative of Ordinance No. 8886, and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instances said conflicting provisions are hereby expressly repealed. ~Ce,.. ~ '`,' ~~ `..~ SECTION 4. No additional resources were included in the Municipal Court Department's budget appropriation for 1983-84, and none were deleted from the Police Department's budget as a result of this transfer o~ ~~~'~3t3~ts~#bility Concern, however, was expressed over the possible loss of revenue resulting from removal of warrant officers from issuing citations to transporting prisoners After three months, it appears that there is a noticeable reduction in the number of warrants being issued, equivalent to an average loss of $23,000 a month in revenue Therefore, it is requested that the Police Department provide adequate financing for three warrant officer positions and related supplies totaling~$63,802 in order for the Municipal Court to continue providing the prisoner transfer function. This transfer of resources will ensure the maintenance of our previous level of warrant issuance Financing A suppLemeTt~~i ~pp~,~~riation in the amount of $63,802 is requested for the Municipal Court operating budget. Funding will be provided by a corresponding reduction in the Police Department's adopted appropriation for fiscal year 1983-84.
