ORDINANCE NO.
AN ORDINANCE APPROPRIATING THE SUM OF $60,000 FROM THE
UNAPPROPRIATED GENERAL FUND BALANCE OF THE CITY OF FORT
WORTH FOR FISCAL YEAR 1983-1984, TO GENERAL FUND ACCOUNT
NO. 86-10-00, SPECIAL AGENCIES DEPARTMENT - REAL PROPERTY
MANAGEMENT DIVISION; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That there is hereby appropriated from the unappropriated
General Fund balance of the City of Fort Worth for Fiscal Year
1983-1984, included in Ordinance No. 8886, the sum of $60,000 to
General Fund Account No. 86-10-00, Special Agencies Department- Real
Property Management Division, for the purpose of funding unbudgeted
operating costs of the Real Property Management Division. Such
expenses were not budgeted because they had previously been charged
to an escrow account which was closed at the end of Fiscal Year
1982-1983 to establish improved financial reporting procedures.
SECTION 2.
Should any portion, section or part of a section of this
Ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judg-
ment shall in no way impair the remaining portions, sections or
parts of sections of this Ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
This ordinance shall be cumulative of Ordinance No. 8886, and
all other ordinances and appropriations amending the same except in
those instances where the provisions of this ordinance are in direct
conflict with such other ordinances and appropriations, in which
instances said conflicting provisions are hereby expressly repealed.

SECTION 4.
That this Ordinance shall take effect and be in full force and
effect from and after the date of its passage, and it is so
ordained.

Two requests for supplemental appropriations are as follows
1) Background - The City has several escrow accounts used by various departments
Following review, one of these escrow accounts was determined to be merely
a netting of revenues and expenditures and that some questionable expendi-
tures were being paid from this account. Of particular concern was that
this escrow fund was never reflected in any of the monthly accounting
reports provided to Council and management At the end of each year, the
net income or deficit has been closed to the General Fund unreserved fund
balance.
This situatir~irt was discovered and corrected during this year end closing
Funds to cover the expenses were not budgeted for the Real Property Manage-
ment Division' It is the Finance Department's opinion that it is unfair
to ask the Division to absorb expenditures at this point.
Revenues for the escrow account last year were $98,530 53 Now this
revenue will be recorded directly to the General Fund revenue account.
Expenditures for last year were $69,363 Funds for this supplemental
appropriation will come from the General Fund's Undesignated Fund Balance
The Real Property Management Division has agreed to budget these expendi-
tures for FY 84-85.
2) Background - A donation for CPR equipment to be used by the Fire Department
was made to the Special Gifts Fund The Fire Department is now ready to
purchase the equipment

1 Adopt the attached supplemental appropriations ordinance decreasing General
Fund Unreserved Fund Balance and appropriating $60,000 to the Real Property
Management Division Account No. 86-10-00
2. Authorize the transfer of $5,771 from the Special Gift Fund 88, Account
No 036001-04 to the General Fund Account No 36-80-00
3 Adopt the attached supplemental appropriation ordinance increasing
