AN ORDINANCE INCREASING THE ESTIMATED REVENUES ACCRUING TO
THE GENERAL FUND OF THE CITY OF FORT WORTH FOR THE FISCAL
YEAR 1984 BY TRANSFERRING THERETO $1,056 IN SPECIAL GIFT
FUNDS, ACCOUNT NO. 088-036001-03, AND APPROPRIATING FROM
THE INCREASED ESTIMATED REVENUES OF THE GENERAL FUND THE
SUM OF $1,056 TO FIRE DEPARTMENT OPERATIONS BUDGET,
ACCOUNT NO. 36-40-00, FOR THE PURPOSE OF FUNDING THE PUR-
CHASE OF REFLECTIVE MARKERS FOR USE BY THE FIRE DEPART-
MENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR
ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE; AND PROVID-
ING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1984 are hereby increased by
transferring thereto $1,056 in Special Gift Funds, Account No.
088-036001-03; and that, in addition to providing the City Manager
with such other revenue as may be secured from various sources
included in Ordinance No. 8886 and in the Budget of the City
Manager, there shall also be appropriated from the increased reve-
nues of the General Fund the sum of $1,056 to the Fire Department
Operations Budget, Account No. 36-40-00, to fund the purchase of
reflective markers which will assist firefighters in determining the
location of fire hydrants during adverse conditions.
SECTION 2.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1964), as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption in the
minutes of the City Council and by filing the ordinance in the ordi-
nance records of the City.
SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

Background
Citizens of Fort Worth have made contributions to the Fire Department for the
unbudgeted Help-A-Hydrant project. The project was designed to help firefighters
determine the location of hydrants during the occurrence of adverse conditions.
The Help-A-Hydrant funds will be used to purchase reflector markers that will be
placed in the center of the street adjacent to the hydrant. The markers will be
blue in color, which will be reserved strictly for hydrant markers. ~
Financing
Sufficient funds for the purchase of reflector markers are available in the
Special Gifts Fund, Account No. 88-036-001-03, Index Code 012138, "Citizen Gifts
to Fire Department - Help-A-Hydrant". A transfer to Fire Department Account No,
0,1-36-40-00, Index Code 276873 is necessary A supplemental appropriation is
required.
Recommendation
It is recommended that the City Council:
1. Authorize the transfer of $1,056.00 from the Special Gift Fund, Account
No. 88-036-001-03, to the General Fund, thereby decreasing estimated revenues
and appropriations in the Special Gifts Fund, Account No. 88-036-001-03,
2. Adopt the attached supplemental appropriation ordinance increasing appropri-
ations in th.e General Fund (Fire Department) Account No. 01-36-40-00, Index
Code 276873, and increasing estimated receipts, Index Code 072058, by
$1,056.00, and,
3. Approve th.e expenditure of $1,056.00 from the citizen's donated funds for use
in the Help-A-Hydrant project,
