HomeMy WebLinkAboutOrdinance 9021r~ C ~~~~ ?. -~, ORDINANCE NO. 9Do2-/ AN ORDINANCE INCREASING THE ESTIMATED REVENUES ACCRUING TO THE GENERAL FUND OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR 1983-1984, BY $84,600, AND APPROPRIATING FROM THE INCREASED ESTIMATED REVENUES OF THE GENERAL FUND THE SUM OF $52,820 TO THE HEALTH DEPARTMENT BUDGET, FOR THE PUR- POSE OF FUNDING THE LABORATORY ANALYSIS OF MILK SAMPLES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFEC- TIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the estimated revenues accruing to the General Fund of the City of Fort Worth for the Fiscal Year 1983-1984 are hereby increas- ed by $84,600; and that in addition to providing the City Manager with such other revenue as may be secured from various sources in- cluded in Ordinance No. 8886 and in the Budget of the City Manager, there shall also be appropriated from the increased revenues of the General Fund the sum of $52,820 to the Health Department Budget, Account No. 50-13-00, to fund the laboratory analysis of milk samples. SECTION 2. Should any portion, section or part of a section of this Ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this Ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. This ordinance shall be cumulative of Ordinance No. 8886, and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which in- stances said conflicting provisions are hereby expressly repealed. ~~ - ., - _ ,.~, _ , SECTION 4. This year TDH has prepared one contract to cover six activities to be performed by the Public Health Department in 1983-1984. Attachments to the contract identify the activity and funds allocated. TDH Contract The six attachments to the TDH contract are listed below Time Period Activity Funded Amount of Funds 1) 9-1-83 Public Health positions $ 13°,1~~~ to (Community and Rural Health) 8-31-84 2) 10-1-83 Public Information/Education 26,952 to Specialist for Public Health 9-30-84 Education (Preventive Health Block Grant) 3) 10-1-33 Clinical services for low 37,536 to income women and children. 9-30-84 (Material and Child Health Block Grant) 4) 9-1-83 Support services for the 122,801 to identification, treatment 8-31-84 "'` and epidemiologic follow up ~' of veneral disease (Venereal Disease Control Division) 5) 9-1-83 Services for tuberculosis 153,554 to patients, contracts and others 8-31-84 at high risk (Tuberculosis Services) 6) 9-1-83 Laboratory analysis for approxi- 84,600 to mately 5,640 milk samples annually 8-31-84 (Milk and Dairy Products) Reimbursement for laboratory analysis of milk samples (see contract, attachment 6) submitted by the TDH is a newly-initiated program TDH will reimburse the City for all laboratory tests based upon an established fee structure. Reim- bursement revenues should cover all costs incurred by the City for administering these tests Added staff will be required to manage the reporting, billing, and analysis.
