HomeMy WebLinkAboutContract 47734 �lTY SECRUAW CONTRACT NO. qrl MEACHAMLETTER OF AGREEMENT INTERNATIONAL AIRPORT BETWEEN THE MEACHAM AIR TRAFFIC CONTROL TOWER AND THE CITY OF FORT WORTH DEPARTMENT OF AVIATION Effective: March 14, 2016 Subject: Airport Emergency Procedures 1. PURPOSE: This agreement prescribes procedure to be used in the event of an accident, emergency or potential emergency within the perimeter of the Airport Operations Area (AOA)at Fort Worth Meacham International Airport. These procedures are applicable to Fort Worth Meacham Air Traffic Control Tower personnel(FTW Tower), City of Fort Worth Department of Aviation (DOA), and City of Fort Worth Fire Department Station 44 Aircraft Rescue and Firefighting (ARFF) personnel. 2. CANCELLATION: This agreement cancels the Meacham ATCT and City of Fort Worth Department of Aviation Letter of Agreement, Subject: Airport Emergency Procedures, dated December 28, 2009. 3. DISTRIBUTION: This Letter of Agreement is distributed to Meacham ATCT, the City of Forth Worth Department of Aviation, and City of Fort Worth Fire Department (FWFD)Station 44. 4. DEFINITIONS: a. Movement Area—Runways, taxiways, and other areas of the airport which are utilized for taxi, hover taxi, air taxi, and take-off and landing of aircraft,excluding ramp areas and parking areas. Movement areas are under control of FTW ATCT, and are depicted in Attachment 1. b. ALERT I—Indicates an aircraft approaching the airport is in minor difficulty (feathered propeller, oil leak, bird strike, etc.), but is not expected to have serious difficulty in achieving a safe landing. c. ALERT II—Indicates an Indicates an aircraft approaching the airport is in major difficulty (engine on fire, faulty landing gear, no hydraulic pressure, etc.). d. ALERT III—Indicates an actual aircraft accident on or near the airport. e. Condition I— Indicates a bomb threat has been issued to an aircraft. f. Condition 11—Indicates an aircraft has been hijacked. 5. NOTIFICATION PROCEDURES: The Tower must initiate these procedures when, in the opinion of any of the following, an accident, emergency, or potential emergency exists.- Tower xists:Tower personnel /cy� ;� .7 j M 1 2 3 4 • Pilot of the aircraft concerned. FTW Tower must immediately notify DOA and ARFF of any Alert or Condition described above via direct-line telephone (crash phone). After normal business hours(typically 8:00 a.m.–5:00 p.m. Monday– Friday) and on holidays, FTW Tower will notify DOA via ground control frequency 121.9, or mobile phone (817-994-0653). If FTW Tower cannot reach ARFF,they must call 911. b. To the extent possible, FTW Tower must provide the following information to ARFF on initial contact: • Type of Alert or Condition • Aircraft type • Nature of difficulty • Designated landing runway • Number of souls on board • Amount of fuel on board (preferably in pounds versus hours) • Any hazardous or explosive cargo on board • Location of Alert III if off airport 6. RESPONSE PROCEDURES: a. ALERT I–Emergency equipment and crews will stand by at the ARFF station. The Alert remains in effect until secured by FTW Tower, DOA or ARFF. An ALERT I may be upgraded to an ALERT II if ARFF assistance is requested by the pilot/aircraft operator, FTW Tower or DOA. b. ALERT II–DOA and ARFF crews must first establish radio contact with FTW T01— rol frequency 121.9,and unless otherwise instructed proceed to the followinf, to await arrival of the emergency aircraft: /(�a ARFF STANDBY LOCATIONS:See Attachment 2. ( `� • Runway 34(Location 1) Taxiways A6 and A intersection • Runway 35 (Location 2)–Taxiways C and B intersection • Runway 17(Location 3)–Taxiways D and B intersection r • Runway 16(Location 4)–Taxiways Aland A interseption DOA STANDBY LOCATIONS: • DOA will respond the runup area at the approach end of the I, �1 PH kppkf NOTE: DOA and ARFF personnel MUST obtain specific instructions to c _..,,,may when proceeding to these locations.ARFF, DOA and the affected aircraft shall receive priority communication on frequency. c. Once the emergency aircraft crosses the runway threshold, FTW Tower will consider the runway closed,ARFF and DOA may proceed onto the runway to follow the aircraft without additional clearance from FTW Tower. An ALERT II remains in effect until secured by ARFF,or the Alert status becomes elevated. d. ALERT III–When an aircraft accident occurs within the AOA,ARFF must proceed directly to the accident site by the most expeditious route, including crossing all taxiways and runways. The airport will be considered closed until DOA determines which areas are safe to resume aircraft operations. e. Condition I–FTW Tower and ARFF will follow ALERT II procedures. f. Condition 11–FTW Tower and ARFF will follow ALERT III procedures. 7. GENERAL PROCEDURES: a. All aircraft, vehicle and equipment operators, including DOA shall remain under control of FTW Tower while in the movement area. b. All aircraft, vehicle and equipment operators shall read back all hold short instructions issued by FTW Tower. c. DOA will conduct a runway inspection following each ALERT II or ALERT III, and prior to any further aircraft arrivals or departures from the runway involved. NOTE. FTW Tower must allow DOA to conduct a thorough inspection and utilize the non-involved runway until the inspection is complete. d. Notification for closing or opening airport surfaces (runways, taxiways, ramps, etc.) shall be made by DOA to FTW Tower via recorded telephone line (817-740-3332/3315) or via Ground Control frequency 121.9. e. DOA shall provide security to any disabled aircraft from unauthorized vehicles and personnel. f. In the event DOA is not on-site, delegation of their obligations under this LOA must be communicated to FTW Tower via recorded telephone line (817-740-3332/3315). g.
