ORDINANCE NO . ~ ~~
AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE
POLICE DEPARTMENT AND CREATING NEW POSITIONS IN THE POLICE
DEPARTMENT; PROVIDING THAT THIS ORDINANCE IS CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE; NAMING AN EFFECTIVE DATE;
PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDI-
NANCE.
WHEREAS, the Police Chief has requested the City Council to
specify and authorize the number of positions in the Police
Department for the 1983-1984 Fiscal Year; and
WHEREAS, with the passage of Ordinance 8886, the authorized
number of positions in the Police Department was established as 798,
with authorized staffing levels of 516 Officers, 144 Corporals/
Detectives, 88 Sergeants, 35 Lieutenants, 11 Captains and 4 Deputy
Chiefs; and
WHEREAS, the Police Chief desires to alter the authorized
number of positions for Officers and Sergeants, without, however,
altering the budget of the Department; and
WHEREAS, the specification and authorization of these positions
is a necessity; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the following positions are the only positions authorized
in the City of Fort Worth Police Department for the Fiscal Year
1983-1984:
517 Officers
144 Corporals/Detectives
89 Sergeants
35 Lieutenants
11 Captains
4 Deputy Chiefs
800
TOTAL
SECTION 2.
That all of the declarations and findings contained in the pre-
amble of this ordinance are made a part hereof and shall be fully
effective as part of the ordained subject matter of this ordinance.

SECTION 3.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1964), as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption in the
minutes of the City Council and by filing the ordinance in the ordi-
nance records of the City.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

Background
On February 14, 1984 (M&C Cr5807), the City Council authorized a new City .ordi-
nance, City Code, Chapter 46, "IInergency Reporting Equipment and Procedures,"
carmonly known as the "False Burglar/Robbery Alarm Ordinance . " This new ordi-
nance is designed to reduce the total number of responses ts~ false alarms,
thereby increasing the amount of available police officer time spent on law en-
forcement activities. Through the scheduled permitting system, the City will
not only be relieved of the expensive burden of responding to false alarms, but
will receive a projected revenue of approximately $150,000 as a result of alarm
permit fees.
Both the M&C and I.R. No. 6878 identified the need for admirLi.strative procedures
try be developed and implegnented as a part of this program. In order to of fes-
tively initiate the new permitting program, it is requested that one Sergeant
and one Public Safety Dispatcher II be approved and authorized for the Police
Department. In addition, one Police Officer position is requested as an overage
position for the remainder of this fiscal year. The estimated costs to imple-
ment this program in the current year is $90,000.
These three positions are being requested to begin the initial statistical in-
formation collection as well as to develop the administrative procedures neces-
sary for the issuance of permits, collection of fees, enforcement through field
inspections, and liaison activities with the business ccaT>ZTiunity, the Greater
Fort Worth Alarms Association and the general public. The Police Department al-
ready is working with the Data Processing Department and the Tax Division t~ set
up the permitting system. Staff also has reviewed the o~nparable permit program
currently in operation in the City of Dallas.
Because this is a new program, there is some uncertainty as to the actual number
of alarm permits to be issued, compliance ratios, and citation issuances.
Therefore, it is recca~nended that this program be reevaluated during the 1984-85
budgeting process. As a result of this review, the staff will be prepared bet-
ter in August to evaluate the program's administrative costs and its acc~plish-
ments and make recon~nnendations for the next fiscal year.
Financing
Program costs for the remainder of this year will be expended out of the Police
Department's operating budget. It is anticipat~l that the initial revenue col-
lections will be received by May, 1984, frcan the issuance of alarm system per-
mits. All associated revenue and expenses will be monitored and available for
review during the '84-'85 budget process.
