AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $200,000 UPON RECEIPT OF THE GRANT
FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS
(TDHCA), FOR THE PURPOSE OF FUNDING THE 2008 EMERGENCY SHELTER
GRANT PROGRAM PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-2008 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $200,000, upon receipt of the grant from the Texas Department of Housing
and Community Affairs, for the purpose of funding the 2008 Emergency Shelter Grant Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Authorize Application for and Acceptance of Texas Department of Housing and Community Affairs
for Year 2008 Emergency Shelter Grant; Authorize the Use of Existing Resources for In-Kind Match;
Waive Indirect Costs; and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Texas Department of
Housing and Community Affairs in an amount up to $100,000 from the year 2008 Emergency Shelter Grant
Program;
2. Authorize the execution of a contract with Texas Department of Housing and Community Affairs for the
Emergency Shelter Grant Program for the period of September 1, 2008, through August 31, 2009;
3. Authorize use of existing personnel, office equipment, office space, and donated goods and services for
the City's in-kind match with an anticipated value of $100,000;
4. Waive indirect costs associated with administration of this grant program in the approximate amount of
$4,500; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $200,000 on receipt of this grant.
DISCUSSION:
Many individuals and families become homeless because a crisis reduces their household income and
prevents them from paying rent, mortgage or utilities. Often, they experience some other problem with their
landlord or employment. Accordingly, homeless prevention strategies are viewed as an important conduit to
reduce the size of the homeless population. The City's Parks and Community Services Department, through
the Community Action Partners (CAP) continues to receive a growing number of requests for rent and
mortgage assistance.
The Emergency Shelter Grant Program (ESGP) is designed to be the first step in a continuum of assistance
to prevent homelessness and enable homeless individuals and families to transition back to
independence. If awarded, the ESGP funds will be used to assist individuals and families with rent,
mortgage payments, deposits, utilities, childcare, transportation, and legal representation involving
evictions. Waiving indirect costs associated with administration of this grant will allow grant funds to be used
solely for providing direct assistance to the public.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, award of the grant, and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund.
