AN ORDINANCE TRANSFERRING THE SUM OF $45,000 FROM THE CAPITAL PROJECT RESERVE FUND, NO. 10-01001-00, TO THE GENERAL FUND, THEREBY INCREASING ESTIMATED REVENUE OF THE FORT WORTH GENERAL FUND BY $45,000 FOR FISCAL YEAR 1983- 1984, AND APPROPRIATING FROM THE REVENUES THUS INCREASED $45,000 TO ACCOUNT NO. 24-30-00, I.C. 255729; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULA- TIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDI- NANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That there is hereby transferred to the General Fund of the City of Fort Worth from the Capital Project Reserve Fund, No. 10-010001-00, the sum of $45,000, thereby increasing the estimated revenue of the General Fund of the City of Fort Worth for Fiscal Year 1983-1984 by $45,000, and that, in addition to providing the City Manager with such other revenue as may be secured from various sources included in Ordinance No. 8886 and in the Budget of the City Manager, there shall also be appropriated from the revenues thus increased $45,000 to Account No. 24-30-00, I.C. 255729, .for the pur- pose of funding unbudgeted roofing costs of the Fort Worth Museum of Science and History. SECTION 2. Should any portion, section or part of a section of this Ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judg- ment shall in no way impair the remaining portions, sections or parts of sections of this Ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. Some of the chillers and components are over 30 years old and have exceeded their normal service life. The effect of this air conditioning €~ef~y~ 4 bEen very detrimental on the art objects, artifacts and specimens maintained by the museum. In fact two years ago, the museum was experiencing a severe mold growth problem, which required the contrasting of services to clean and treat these items. Several items were physically damaged beyond recovery. To correct this air conditioning deficiency, as well as to accomplish several other items of work around the museum, the museum received over $1,000,000 in private foundation grants. The original concept involved the installation of a new cooling tower on the west roof of the museum, however, further evaluation by the project engineers, Carter & Burgess, Inc., determined that it would be more practical to replace the deteriorated chiller units as well. Therefore, plans were prepared for installation of the chiller units on the roof. During the evaluation of the roof structure and components, it was noted that the roof area, where this equipment is proposed to be located, is in poor condition with several leaks occurring in interior spaces. When this new equi;p- ift~-~°t i~ ~,,~,1>~3_ it will present serious problems for replacement of tlhe roof in the future. It was, therefore, determined that a new roof should be in- stalled concurrently with the new air conditioning equipment. A new roof system similar to the one installed on City Hall has been evaluated and recommended for this system, additionally, it would include a special ballast system to minimize damage to the membrane during equipment maintenance activities. The current estimate for the replacement roof is approximately $60,000. The work on the air conditioning system and roof must be coordinated and it is desirable that the work be completed. before the cooling season arrives. Them=_- fore, the City 'staff 'recommends that a change order be issued to the a:ir conditioning contract,which will be awarded on March 2, 1984, to include the necessary roof work. The staff also recommends that the museum receive a supple- mentary appropriation~of $45,000, representing 75% of the estimated cost to replace the roof. Representatives of the Museum of Science and History have advised City staff that ,they will raise the remaining $15,000 from privar_e sources. Financing Sufficient funds are available in Capital Projects Reserve Fund 10-010001-00, to make the requested transfer.
