CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE
SPECIAL ELECTION HELD ON MAY 7, 2016, FOR THE PURPOSE OF
SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY, FOR
ADOPTION OR REJECTION, ELEVEN (11) PROPOSED AMENDMENTS TO
THE EXISTING CHARTER OF THE CITY OF FORT WORTH
WHEREAS, on February 2, 2016, the City Council of the City of Fort Worth adopted
Ordinance No. 22081-02-2016, ordering a special election to be held on Saturday, May 7, 2016, for the
adoption or rejection of proposed amendments to the existing charter of the City of Fort Worth; and
WHEREAS, on May 7, 2016, a special election was held at which the qualified voters of the
City had the opportunity to vote for the purpose of adoption or rejection of proposed amendments to the
existing charter of the City of Fort Worth; and
WHEREAS, pursuant to Chapter 67, of the Texas Election Code, the City Council of the City of
Fort Worth is required to canvass the returns and declare the results of the special election;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH:
SECTION 1. That the findings contained in the preamble of this Resolution are hereby found to
be true and correct; and shall be made a part hereof.
SECTION 2. That the City Council hereby finds and declares that a special election regarding
the adoption or rejection of proposed amendments to the existing charter of the City of Fort Worth was
held on May 7, 2016, at which election qualified voters were given the opportunity to vote for adoption
or rejection of proposed amendments to the existing charter of the City of Fort Worth.
SECTION 3. That the City Council further finds that the returns for such elections are as
follows:
PROPOSITION 1
Shall Sections 1 and 2 of Chapter III and
Section 2 of Chapter IV and other sections FOR 6,518
referencing the term of office for the City
Council in the Fort Worth City Charter be AGAINST 9,391
amended to increase the current two (2) year
terms for the City Council to three (3) year
terms starting with the 2017 general election?

PROPOSITION 2
Shall Sections 1, 2 and 5 of the Chapter III and FOR 8,041
Section 3 of Chapter IV and other sections
referencing the number of council members in the AGAINST 7,860
Fort Worth City Charter be amended to increase the
number of City Council members from nine (9) to
eleven (11) members, one of which is the Mayor,
beginning with the first election following the 2020
census and adoption of the new redistricting map by
the City Council and to maintain the quorum at
two-thirds (2/3) of the members of the City
Council?
PROPOSITION 3
Shall Section 3 of Chapter III of the Fort Worth FOR 5,475
City Charter be amended to increase the
compensation of council members from the sum of AGAINST 10,362
twenty-five thousand dollars ($25,000.00) per year
to forty-five thousand dollars ($45,000.00) per year
and the compensation of the mayor from twenty-
nine thousand dollars ($29,000.00) per year to sixty
thousand dollars ($60,000.00) per year starting
October 1, 2016?
PROPOSITION 4
If Proposition 1 is approved by the voters, shall FOR 8,093
Section 4 of Chapter III of the Fort Worth City
Charter be amended to allow a majority of the City AGAINST 7,646
Council to appoint a qualified person from the
district whose place has been vacated to serve the
unexpired term if the vacancy occurs twelve (12)
months or less prior to the end of an unexpired
term?
PROPOSITION 5
Shall the first paragraph of Section 5 of Chapter III FOR 11,878
of the Fort Worth City Charter be amended to
provide that the newly-elected City Council AGAINST 3,803
members may be sworn in at the same meeting at
which the election results are canvassed provided
the meeting is held within the City limits of Fort
Worth?

PROPOSITION 6
Shall Sections 1 and 3 of Chapter IV of the Fort FOR 13,886
Worth City Charter be amended to clarify that a
person seeking election to the City Council must AGAINST 1,868
have resided in the district for which he or she
seeks election for 180 days prior to the first allowed
filing date for the election?
PROPOSITION 7
Shall Chapter VII of the Fort Worth City Charter be FOR 10,509
amended to add a new section to provide that
municipal judges will be appointed and may be AGAINST 5,077
removed for cause by a majority vote of the City
Council?
PROPOSITION 8
Shall Section 2 of Chapter X of the Fort Worth City FOR 13,022
Charter be amended to provide for budget hearings,
adoption and publication of the budget, AGAINST 2,492.
appropriation ordinance, and tax levy ordinance in
accordance with state law?
PROPOSITION 9
Shall Section 6 of Chapter XX of the Fort Worth FOR 13,004
City Charter be amended to clarify that when
competing ordinances are presented to the voters at AGAINST 2,623
an election the ordinance that receives the highest
number of favorable votes prevails?
PROPOSITION 10
Shall Chapter XXVII of the Fort Worth City FOR 8,452
Charter be amended to add Section 21 to provide
for electronic and other web based publications and AGAINST 7,051
notices as a substitute for newspaper publications
where allowed by State law?

PROPOSITION 11
Shall Section 8 of Chapter III and Section 7 of FOR 12,063
Chapter XXVII of the Fort Worth City Charter
be amended to eliminate the provisions in each AGAINST 3,327
section that are in conflict with State and
Federal law?
SECTION 4. The City Council further finds that such returns are correct, and adopts them as
the returns of the special election held on May 7, 2016, together with the tabulation of the total number
of votes received in each precinct.
SECTION 5. The City Council finds that Propositions 2, 5, 6, 7, 8, 9, 10, and 11 be declared
adopted by the City of Fort Worth and the Fort Worth City Charter shall be amended to reflect the
above adopted Propositions. If council terms are longer than two years, state law allows a council seat
that is vacant to be filled by a majority of the City Council, provided the seat will be vacant 12 months
or less prior to the next election. Since Proposition 1 to increase the two-year council terms failed,
Proposition 4 will not be implemented.
SECTION 6. It is officially found and determined that the meeting of the Fort Worth City
Council, at which this Resolution was adopted, was open to the public and that public notice of the
time, place and purpose of said meeting was given, as required by Chapter 551 of the Texas
Government Code.
SECTION 7. That this Resolution shall take of adoption on this 17`h day of May,
2016.
