HomeMy WebLinkAboutIR 9891 STAFF REPORT TO CITY COUNCIL MEMBERS No. 9891 To the Mayor and Members of the City Council May 24, 2016 h�T�i7� r%4 Page 1 of 1 �i �i7 Y *a SUBJECT: SUBDIVISION ORDINANCE AMENDMENT TO REMOVE CONFLICTS rrn BETWEEN SUBDIVISION ORDINANCE AND NEWLY ADOPTED MASTER THOROUGHFARE PLAN The Subdivision Ordinance, Section 31-106 Street Design Standards, includes street classifications from the 2009 Master Thoroughfare Plan. The 2016 Master Thoroughfare Plan (MTP) shifts the emphasis from classifications, which are solely based on traffic volumes and speeds, to street types that reflect respective land use contexts and the Complete Streets Policy. The proposed amendment will change Subsection 31-106(a) from Street Classification and Function to Street Types. The 2009 MTP Classifications will be removed as follows: expressway arterial (E6D- E4D), principal arterial (P6D), major arterial (MA4D) and minor arterial (M4U). The 2016 Street Types will be added as follows: activity street, commercial/mixed-use street, neighborhood connector, commercial connector and system link. Subsection 31-106(b), Table of Geometric Street Design Standards, will also be revised to remove the references to minor arterial (M4U), major arterial (MA4D) and principal arterial (P6D) design standards. Columns will be added for Collectors-Standard Undivided, Collectors-Standard TWLTL, and Industrial design standards. The approved street sections in the 2016 MTP are incorporated by reference. The amendment is scheduled to appear on the May 25 City Plan Commission agenda. The M&C to adopt the amendment will appear on the City Council agenda in June.
