And The City of Fort Worth BJA FYI Violent Gang and Gun Crime Reduction Program (Project Safe Neighborhoods) Grant#BJA-2016-9202 I. IN GENERAL Project Safe Neighborhoods is a program under the administration of the Office of Justice Programs (OJP), Bureau of Justice (BJA) and the United States Department of Justice (DOJ) under the Violent Crime and Control and Gun Crime Reduction program under the authority of OMB No. 1121-0329. II. SUMMARY DESCRIPTION OF PROJECT The Project Safe Neighborhoods (PSN)Program is designed to create safer neighborhoods and to reduce gun and gang violence by the most violent offenders in the most violent neighborhoods by employing a research-driven, intelligence-led, and problem-solving approach to reduce firearms and gang violence through enforcement, deterrence, and prevention. Also PSN agencies will develop innovative, comprehensive, data-driven approaches to reduce chronic gun and/or gang violence in their jurisdiction. The purpose is for agencies to work toward a result; a PSN result is defined as a plausible, scientifically- based finding that a solution has either an effect or no effect on the crime rate in targeted areas. After reviewing factors that drive gun and gang crimes, domestic violence was added to the crimes to include in the PSN Strategy. The program's effectiveness is based on the cooperation of local, state and federal agencies engaged in a united approach led by the U.S. Attorney(OUSA). The OUSA is responsible for establishing a collaborative PSN task force of federal, state and local law enforcement and other community members to implement gang and gun crime enforcement, intervention, and prevention initiatives within the district. Through implementation of the five design features of PSN,partnership, strategic planning, training, outreach and accountability,PSN will address.specific gun and gang crime problems in target areas. The Safe City Commission, serving as the fiscal agent for the Northern District of Texas, will model other successful PSN strategies by utilizing data-driven intelligence-led targeted enforcement of violent gun, gang and domestic violence offenders. The SCC will increase cooperation for federal prosecution of gun crimes, and support targeted intervention programming for children who witness violence and are susceptible to gang influences and recruitment. OFFICIAL RECORD 1 CITY SECRETARY FT. WORTH, TX III. PARTIES This MOA is made between the City of Fort Worth(City), a Texas municipal corporation, acting herein by and through Valerie R. Washington, its duly authorized Assistant City Manager, and Safe City Commission, Inc. (SCC), acting herein by and through Ken Shetter, its duly authorized representative (collectively called the "pat-ties"). A PSN Criminal Incident Response Team (CIRT) was established in Fort Worth, Texas, to plan and implement enforcement and intervention measures and review data supplied by research partners in the highest crime target areas of the city. GENERAL UNDERSTANDINGS, AGREEMENTS AND REQUIREMENTS A. All members of the CIRT will meet on a set date and time to be established at the convenience of its members, at least bi-monthly. B. Employees, volunteers and/or agents of non-governmental organizations may be required to submit to a criminal background check in accordance with the policy of the Office of Justice Programs, United States Department of Justice. C. The parties will be responsible for the creation and execution of their operations in the target areas. D. All parties will work to ensure that programs initially developed by the Criminal Incident Response Team will be operationally transferred and integrated into existing public or private organizations as soon as possible -throughout the life of the project—in order to achieve sustainability and enable the CIRT to maintain its design,planning and development functions. E. Due to investigative sensitivities, specific and detailed confidential information relative to law enforcement operations, including individual suspects and targets, will generally not be shared outside of the law enforcement partnership. F. To the extent allowed by law, neither Party to this MOA shall release information derived from the other Party to a non-participating third party without prior approval of the contributing MOA Party. G. All participating agencies will be required to submit progress reports to the fiscal agency, the SCC, in the form attached hereto as Exhibit A, on a monthly basis. This information is needed to comply with the initiative's overall reporting requirements as well as to capture information for evaluation purposes. H. Safe City Commission, through the BJA, agrees to act as fiscal agent for the PSN grant and the Parties will create a separate funding agreement that outlines the specific funding received by the City upon the receipt of the grant by SCC. I. The City, through its Police Department, agrees to execute the objectives outlined in the PSN Grant Application. 3 Q ' V. SPECIFIC UNDERSTANDINGS,AGREEMENTS AND REQUIREMENTS The PSN Grant includes technical support through surveillance equipment which is a major component of the PSN Strategy. To find and arrest the most violent offenders in the most violent neighborhoods requires extensive surveillance. The City,through the Fort Worth Police Department(FWPD), agrees to participate in planning for strategic, multi-agency investigations of gang crime, gun trafficking and gun seizure, specifically to address the problem of individuals who have been issued protective orders, and felons having access to firearms. Additionally, FWPD agrees to provide leadership for the PSN program, as well as reports and data to the fiscal agent, and recruit additional partners from federal, state and local agencies to participate in operations as needed. VI. MODIFICATIONS This MOA may be modified at any time by written consent of all parties involved. VII. EFFECTIVE DATE This MOA is effective on October 01,2016 and is in effect until the project end date of October 0l, 2018, or until otherwise renewed or modified. Termination of MOA requires a 60 days written notice. VIII. SIGNATORIES The undersigned hereby execute this MOA on behalf of their respective Parties.
