AN ORDINANCE RE-ALLOCATING REVENUE OF THE
CITY AS SET FORTH IN THE ANNUAL BUDGET FOR
THE PURPOSE OF PAYING THE COST OF THE PUR-
CHASE AND INSTALLATION OF A CORDLESS MICRO-
PHONE AND CHAIRS FOR THE COUNCIL CHAMBER,-
PROVIDING
HAMBER;PROVIDING A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR APPROPRIATION
ORDINANCES; REPEALING ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS :
SECTION 1.
That the City Manager of the City of Fort Worth shall be
provided with such revenue as may be secured from the various
sources included in Ordinance No. 7399 and in that portion of
the Budget designated as Non-Departmental; and, there is hereby
re-allocated and authorized to be transferred the sum of Five
Hundred Fifty and No/100 Dollars ($550.00) from Non-Departmental
to the Public Works Department budget for the purchase and in-
stallation of a cordless microphone and chairs for additional
furnishings for the City Council Chamber.
SECTION 2 .
Should any part, portion, section or part of a section
of this ordinance be declared invalid or inoperative or void
for any reason by a court of competent jurisdiction, such
decision, opinion or judgment shall in no way affect the
remaining portions, parts, sections or parts of sections of
this ordinance, which provisions shall be, remain and continue
to be in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance
No. 7399, but all other ordinances and appropriations for
which provision has been heretofore made are hereby ex-
pressly repealed if in conflict with the provisions of this
ordinance.
SECTION 4.
That this ordinance shall take effect and be in full
force and effect from and after the date of its passage,
and it is so ordained.

It has recently come to my attention that disabled citizens of our community experience
considerable difficulty traversing the sub-level seats in the Council Chambers and
the speaker podium located on the lowest level. Also, the microphone at the podium
is inaccessible from a practical viewpoint to those persons using wheelchairs.
I would propose that the City Council give serious consideration to the attached alter-
native seating proposals and for the purchase of a cordless microphone system with
stand. The first seating alternative (attachment 1) provides for temporary folding
chairs to be placed at the rear of the Council Chambers on main floor level prior to
, each meeting and removed at the close of each meeting. The estimated monthly recurring
cost for moving these folding chairs in and out of the Council Chambers is $20.00.
The second seating alternative would be to provide permanent seating for disabled
citizens in a manner which would not detract from the overall design and decor of the
Council Chambers. This would include the addition of six seats. on the main floor level
(reference Iattaohment 2) -at an estimated cost of $1,200. ' These; seats would have a sign
attached to the ,seat back "FOR DISABLED PERSONS ,ONLY".
The rationale for the proposal of a cordless microphone system is to facilitate wheel-
chair speakers or other citizens who have difficulty traversing the sub-levels of the
Council Chambers. The total system cost is estimated to be $450. , The micorphone will
be controlled from the City Secretary's main panel via a 'master receiver. Since no
microphone jacks, exist at the rear or sides of the Chamber, this would seem to be the
most 'practical solution and. the least expensive; other than running a long microphone
cord from the City Secretary control panel which would seem to create an additional
hazard.

PROPOSAL:
It is proposed that the City Council authorize:'
1) The purchase and installation of a cordless public address system
for the Council Chambers;
2) The use of folding chairs at the rear of the Council Chambers until
the need for permanent seating for disabled persons can be properly
evaluated.
