AN ORDINANCE APPROPRIATING ADDITIONAL REVENUE OF THE CITY
OF FORT WORTH IN THE AMOUNT OF $7,300 FROM THE CAPITAL
PROJECT RESERVE FUND, ACCOUNT NO. 10-010001-00 TO THE
ESTIMATED RECEIPTS AND APPROPRIATIONS - GENERAL FUND,
ACCOUNT NO. 20-50-02; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVTDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the City Manager of the City of Fort Worth is hereby
authorized to appropriate $7,300 from the Capital Project Reserve
Fund, Account No. 10-010001-00 Fund and transfer it to the Estimated
Receipts and Appropriations - General Fund, Account No. 20-50-02.
SECTION 2.
Should any portion, section or part of a section of this
Ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judg-
ment shall in no way impair the remaining portions, sections or
parts of sections of this Ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
That this Ordinance shall be cumulative of Ordinance No. 8886,
and all other ordinances and appropriations amending the same except
in those instances where the provisions of this Ordinance are in
direct conflict with such other ordinances and appropriations, in
which instances said conflicting provisions are hereby expressly
repealed .
SECTION 4.
That this Ordinance shall take effect and be in full force and
effect from and after the date of its passage, and it is so or-
dained .

Background
Over the past 25-years, the heat~;ng, ventilation, and air conditioning (HVAC)
system at the Public Health Center has deteriorated to the point where the con-
trol system cannot be operated as originally designed. This-has created problems
in maintaining proper temperatures in the various areas of the facility. Addi--
tionally, the laboratory area of the facility has ~reztly increased its labors-
tory equipment. The heat generat.eci by this equipment exceeds the capability of
the building air condit~pning system to maintain the temperature within the
standar-ds p.rescribed by the Texas Health Department for laboratory testing. Dur-
ing past inspections by the Texas health Department inspectors expressed concern
as to whether the tests performed by the laboratory were valid and certifiable
due to the temperature variance from established standards. The City's Energy,
Manager examined the building and concurs with these findings.
The City staff received a proposal from the consulting engineering firm of
Fribe_rg Alexander Maloney Gipson Weir, Inc. to perform the preliminary design
work necessary to modify and repair the HVAC system to make it function accord-
ing to the current demands and codes. Their proposal includes the preliminary
design for: (1) renovating the basic building HVAC controls; (2) providing a
separate HVAC system for the laboratory; and., (3) consideration of energy man-
agement systems. After completing the preliminary design, the firm will present
their findings, recommendations, and cost estimates to the City for further
evaluation. Upon approval o.f the recommended design and allocation of required
funds to support the con&truction project, the firm will be requested to submit
a proposal for preparation of the final construction documents and inspection
during construction. Prelimit~ar-y staff estimates show the project could cost as
much as $250,00.0. The preliminary- design work will provide. more detailed cost
estimates.
Friberg Alexander Maloney Gipson Weir, Inc. has proposed to perform the prelim-
inary design work for a fee of $7,300. The City staff concurs that this is a
fair and reasonable fee for the specified scope of work and recommends approval.
Financing
Sufficient funds are available in Fund Balance, Capital Projects Reserve Fund,
i0-0.10001-.00 to finance this contract for design services. After this transfer
the balance will b.e $4, 51.9,106.

Recommendation
It is recommended that the City~Council:
1) Adopt the attached Supplemental Appropriation Ordinance increasing Estimat-
ed Receipts and Appropriations in the General Fund, Account No. 20-50-02,
Index Code No. 234401 by transferring $7,300 from the Capital Projects
Reserve Fund 10-01000].-00, and;
2) Execute a contract with Friberg Alexander Maloney Gipson Weir, Inc. for
$7,300 to perform the preliminary design services outlined above.
