AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE TRANSPORTATION IMPACT FEE FUND IN THE
AMOUNT OF $410,000.00, FROM AVAILABLE FUNDS,FOR THE PURPOSE OF
DESIGN OF KELLER HICKS ROAD, PARK VISTA BOULEVARD TO THE
EASTERN CITY LIMITS; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Transportation Impact Fee Fund in the amount of$410,000.00, from available funds, for the purpose of
design of Keller Hicks Road, Park Vista Boulevard to the eastern city limits.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinance Allocating $410,000.00 of Impact Fee Funds to the Keller Hicks Road
Project (CITY PROJECT NO. 100146) (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council adopt an appropriation ordinance increasing estimated receipts
and appropriations in the Transportation Impact Fee Fund in the amount of$410,000.00 for the Keller
Hicks Road Project (Park Vista Boulevard to the eastern city boundary with the City of Keller) and reduce
the fund balance in the Unspecified Center of the Service Area B Fund by the same amount.
DISCUSSION:
The purpose of this Mayor and Council Communication is to request City Council action to appropriate
transportation impact fee funding for the design of Keller Hicks Road from Park Vista Boulevard to the
eastern city boundary with the City of Keller. This section of Keller Hicks Road is classified as a
commercial connector in the proposed 2016 Update to the Master Thoroughfare Plan and its design is
necessary to address the increased traffic demand by providing additional roadway capacity. This section
of Keller Hicks Road is currently a two-lane undivided asphalt roadway. The proposed design consists of a
concrete commercial connector. The design process will include planning and schematic layout for future
improvements to Keller Hicks Road between Lauren Way and Park Vista Boulevard.
It is anticipated that this project, which is in the planning stages, will be complemented by a pending
Interlocal Agreement with the City of Keller to extend the limits to US 377. The total estimated design cost
is $660,000.00. The City of Fort Worth's portion is estimated to be $410,000.00; and the City of Keller's
portion, should they chose to participate, is estimated to be $250,000.00.
It is anticipated that the City of Fort Worth Transportation and Public Works Department will request
additional impact fee funding to support the construction phase of this project.
The Appropriation Ordinance will provide $410,000.00 of transportation impact fees associated with the
design of capacity improvements for this project.
The design phase of this project is anticipated to begin in spring 2016 with anticipated completion spring
2017.

Authorizations provided with this Mayor and Council Communication will result in no additional annual
operating impacts to the Transportation and Public Works Department's operating budget.
This M&C does not request approval of a contract with a business entity.

The Director of Finance certifies that upon approval of the above recommendation and adoption of the
attached appropriation ordinance, funds will be available, as appropriated of the Transportation Impact Fee
