AN ORDINANCE DECLARING CERTAIN FINDINGS;PROVIDING
FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE
CITY OF FORT WORTH, TEXAS, AND THE ANNEXATION OF
CERTAIN TERRITORY CONSISTING OF 0.034 SQUARE
MILE OF LAND, WHICH TERRITORY LIES ADJACENT
TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE
CITY OF FORT WORTH, TEXAS; PROVIDING THAT THE TER-
RITORY ANNEXED SHALL BEAR ITS PRO RATA PART OF
TAXES; PROVIDING THAT THE INHABITANTS THEREOF SHALL
HAVE ALL THE PRIVILEGES OF ALL CITIZENS OF FORT
WORTH, TEXAS; PROVIDING THAT THIS ORDINANCE SHALL
AMEND EVERY PRIOR ORDINANCE IN CONFLICT HEREWITH;
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF
ALL PRIOR ORDINANCES NOT IN DIRECT CONFLICT; PROVID-
ING A SEVERABILITY CLAUSE AND NAMING AN EFFECTIVE
DATE.
WHEREAS, a public hearing before the City Council of the City of
Fort Worth, Texas, wherein all interested persons were provided with an op-
portunity to be heard on the proposed annexation of the territory hereinafter
described, was held in the City Council Chamber in the City Hall of Fort
Worth, Texas, on the 23rd. day of August, 1971 , which date is not more
than twenty (20) nor less than ten (10) days prior to the institution of
annexation proceedings; and
WHEREAS, notice of such public hearing was published prior thereto
in a newspaper having general circulation in the City of Fort Worth, Texas,
and in the hereinafter described territory on the 12th day of August,
1971 , which date was not more than twenty (20) and not less than ten (10)
days prior to the date of the opening of such public hearing; and
WHEREAS, the population of the City of Fort Worth, Texas, is in
excess of 393,000 inhabitants; and
WHEREAS, the corporate area of the City of Fort Worth, Texas, was
212.916 square miles on the 1st. day of January, 1971 ; and
WHEREAS, the hereinafter described territory lies within the ex-
clusive extraterritorial jurisdiction of the City of Fort Worth, Texas; and
WHEREAS, the hereinafter described territory contains approximately
0.034 square miles of land; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF TRE CITY OF FORT RORTK;
SECTION I
THAT the following described land and territory lying adjacent to and
adjoining the City of Fort Worth, Texas, is hereby added to and annexed
to the City of Fort Worth, Texas, and said territory hereinafter described
shall hereafter be included within the boundary limits of the City of Fort
Worth, Texas,and the boundary limits of said City, at the various points
contiguous to the area hereinafter described, are altered and amended so
as to include said area with.in the corporate limits of the City of Fort
Worth, Texas, to wit:
BEING a portion of the J, Brockman Survey, Abstract 102 and
a portion of the _E. Jones Survey, Abstract No. 841 , situated about
five miles east from the Courthouse of Tarrant County, Texas and
being more particularly described by metes and bounds as follows:
BEGINNING at a point for corner in the present Fort
Worth city limit line, said point for corner being in the
west line of the E. Jones Survey, Abstract No. 841 , at its
intersection with the north line of the .W. J. Baker Survey,
Abstract No. TO1 , produced west;
THENCE, east along and with the present Fort Worth city
limit line 1022 feet to a point for corner, the.northwest
corner of the W. J. Baker Survey, Abstract No. 841 , said
point for corner also being a re-entrant corner of the .E.
Jones Survey, Abstract No. 841;
THENCE, north along and with the present Fort Worth city
limit line, at 630.5 feet passing the north line of the
E. Jones Survey, and in all 1 ,030.5 feet to a point for
corner in the south line of a tract annexed for limited
purposes by Ordinance No. 5080 on December 16, 1963;
THENCE, west along and with the line established by Ordinance
No. 5080, which line is described therein as
"***a line parallel to and 400 feet north from the
north line of the E. Jones Survey***"
1022 feet to a point for corner in the west line of the J.
Brockman Survey, Abstract No. 102 and the east line of the
W. L. Tandy Survey, Abstract No. 1538;
THENCE, south along and with thepresent Fort Worth city limit
line and along and with the west line of the J. Brockman Survey,
Abstract No. 102 and along and with the east line of the ,W. :L.
Tandy Survey, Abstract No. T538 a distance of 1 ,030.5 feet to
the place of beginning and containing approximately .0.034 square
miles.
SECTION II
THAT the above described territory and the area annexed
shall be a part of the City of Fort Worth, Texas, and the
property so added hereby shall bear its pro rata part of the
taxes levied by the City of Fort Worth, Texas, and the in-
habitants thereof shall be entitled to all of the rights
and privileges of all the citizens and shall be bound by
the acts, ordinances, resolutions and regulations of the
City of Fort Worth, Texas.

SECTION III
THAT this ordinance shall and does hereby amend every
prior ordinance in conflict herewith, but as to all other ordin-
ances or sections of ordinances not in conflict herewith this
ordinance shall be and is hereby made cumulative.
SECTION IV
THAT it is hereby declared to be the intention of the
City Council that the sections, paragraphs, sentences, clauses
and phrases of this ordinance are severable, and if any phrase,
clause, sentence, paragraph or section of this ordinance shall
be declared void, ineffective, or unconstitutional by the valid
judgment or final decree of a court of competent jurisdiction,
such unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections hereof,
since the same would have been enacted by the City Council with-
out the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION V
THAT this ordinance shall be in full force and effect
from and after the date of its passage on first reading and pub-
lication and its passage on second reading as provided for in
Section 40 of Chapter XXVIII of the Charter of the City of Fort
Worth and it is so ordained.

The City's POLICY FOR REVIEW OF ANNEXATION AND DEANNEXATION REQUESTS provides
6ARRINGTO that "Land will be considered for annexation when its proximity to the City,
the rate of growth of the City, and other factors indicate that annexation
of the area would aid the City's growth and development, or when annexation
is required to guard against uncontrolled development not consistent with
long-range land use needs of the area."
It is proposed that consideration be given to the annexation of three county
enclaves comprising approximately 0.43 square mile between Oakland Boulevard
and Loop-820, north of the Turnpike and south of the Trinity River (see
accompanying map) . These enclaves are surrounded by the city limits of Fort
Worth and are subject to pending development.
Annexation is proposed at this time for the following reasons:
1) To prevent undesirable development or deterioration
2) To provide general development guidelines as per the Meadowbrook
Sector Plan
3) To aid police and fire calls by better establishing jurisdictional
lines
4) To eradicate enclaves of unannexed land presently pocketed by the
municipal boundaries of Fort Worth.
City Plan Commission Recommendation
In July, 1971, these enclaves were recommended for immediate annexation by the
City Plan Commission.
Municipal Services
The City of Fort Worth can provide all municipal services.
Recommendation
It is recommended that the City Council authorize the City staff to initiate
annexation proceedings as per the attached timetable on the three enclave
areas.
