ORDINANCE NO. DO 6
AN ORDINANCE AMENDING ORDINANCE NO. 8907, THE FORT WORTH
MECHANICAL CODE TO PROVIDE A REGULATION FOR THE INSTALLA-
TION OF A FACTORY-MADE, INSULATED, NON-METALLIC, FIBER-
GLASS, FLEXIBLE :DUCT; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PRO-
VIDING A PENALTY; PROVIDING FOR PUBLICATION IN PAMPHLET
FORM; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; PROVIDING
FOR PUBLICATION IN THE OFFICIAL NEWSPAPER; AND NAMING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
Section 1002(b) of Ordinance No. 8907 is hereby amended so that
hereafter the same shall be and read as follows:

"SEC. 1002
"(b). Factory-made Air Ducts. Factory-made air ducts
shall be approved for the use intended or shall conform to
the requirements of U.M.C. Standard No. 10-1. Each portion
of a factory-made air duct system shall be identified by
the manufacturer with a label or other suitable
identification indicating compliance with U.M.C. Standard
No. 10-1 and its class designation. These ducts shall be
listed and shall be installed in accordance with the terms
of their listing and the following requirements:
"Non-metallic fiberglass duct systems shall conform
to the following:
"l. Shall be a Class I Air Duct in accordance with U. L.
181 Test, as required by NF PA-90A. Facing material for
round fiberglass ducts and duct board shall have a perm
rating of not greater than 0.05 perms. Insulation material
for insulated flexible duct shall be sheathed with an
approved facing material with a vapor barrier having a
perm rating of not greater than 0.3 perms, as determined
by ASTM-E96, Procedure A. The insulated flexible duct
shall have a resilient core of continuous impervious inner
air barrier.
"Shall have a thermal conductivity (C) at 75° of not
greater than .24 C-Btu/hour, sq. ft. deg. F. (ASTM C 177-71
test).
"Shall not be installed where they will be exposed to
the weather.
"2. All joints of fiberglass ductboard systems shall be
connected or stapled and taped in accordance with the
manufacturer's instructions. Tape shall also meet Class I

Air Duct approval by U. L. 181 as required by NFPA-90A.
All insulated flexible ducts shall be installed as
straight as possible and extended to their fullest without
undue strain at a connection joint.
"All bends in a main trunk duct greater than 45 de-
grees shall be metal adjustable elbows. No flexible duct
bends in branch take-offs shall be made with the center
line radius less than one duct diameter, a_nd only one bend
may occur per six-foot length of duct material. Metal
volume-reducing fitting shall be used for branch take-
offs. Factory attached or shop made metal connectors shall
be used to connect flexible ducts. All metal connecting
collars shall incorporate a smooth standing bead or equiv-
alent to positively secure flexible duct to the metal with
a draw band type or an approved fastener. Tape or mastic
with a Class I Air Duct in accordance with U. L. 181 may
be used to seal the joints. Flexible duct shall be sup-
ported at manufacturer's recommended intervals, but with a
maximum distance of 10 feet on centers with permissible
sag of 1/2" per foot of spacing between supports.
"All wrap around support hangers shall have cradles
contoured to fit the diameter of the duct with cradles
long enough to support a minimum of four turns of the
internal wire helix, or use manufacturer's support provi-
sions. All metal fitting shall be supported independently
of the flexible duct. Insulated flexible ducts with not
more than 45 degree bends may rest on the ceiling joists
when installed across the joists.
"EXCEPTION: Each individual flex duct circulat-
ing air system designed and sealed by an engi-
neer licensed by the State of Texas to practice
as such and proficient in Mechanical Engineer-
ing.
"3. Fiberglass duct systems shall be approved for air
velocities, water gauge pressure and maximum air tempera-
ture in accordance with the manufacturer's ratings.
"4. All installations of rectangular fiberglass duct
board, Types 475, 800 and 1400, shall be reinforced and
suspended in accordance with the latest edition of manu-
facturer's instructions."
SECTION 2.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fart Worth, Texas (1964), as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of

this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
Any person, firm or corporation who violates, disobeys, omits,
neglects or refuses to comply with or who resists the enforcement of
any of the provisions of this ordinance or of the Fort Worth
Mechanical Code shall be fined not more than Two Hundred Dollars
($200.00) for each offense. Each day that a violation is permitted
to exist shall constitute a separate offense.
SECTION 5.
The City Secretary of the City of Fort Worth, Texas, is hereby
authorized to publish this ordinance in pamphlet form for general
distribution among the public, and the operative provisions of this
ordinance as so published shall be admissible in evidence in all
courts without further proof than the production thereof, as pro-
vided in Chapter XXV, Section 3, of the Charter of the City of Fort
Worth, Texas.
SECTION 6.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
Sections 1, 4 and 8 in the minutes of the City Council and by filing
the ordinance- in the ordinance records of the City.
SECTION 7.
The City Secretary of the City of Fort Worth, Texas, is hereby
directed to publish the caption and Sections 1, 4 and 8 of this

ordinance for two (2) days in the official newspaper of the City of
Fort Worth, Texas, as authorized by Art. 1176b-1, Revised Civil
Statutes of Texas.
SECTION 8.
This ordinance shall be in full force and effect from and
after its passage and publication as required by law, and it is so
ordained.

The Mechanical Code was first adopted by the Fort Worth City Council in 1970.
This Code is modeled from the Uniform Mechanical Code published by the Interna-
tional Conference of Building Officials (ICBO). Local amendments are added to
make up the Fort Wortli Code. The Mechanical Board of Appeals and City staff
review each new ICBO Edition, which is published every three years. During the
interim, the Mechanical Board continues to hear code change requests.
On August 30, 1983, the City Council adopted the 19$2 IC BO edition, with local
amendments, as the current Fort Worth Mechanical Code (Ordinance :10. 8907).
Since that date, ti',e Mechanical Board has heard requests for the following code
change. This change affects Section 1002, which regulates the materials used for
air ducts. This change is an effort to control the abusive installations of the
factory made air duct materials by clarif ying the installation requirements for
non-metallic factory made air ducts. A public hearing was held Monday,
February 13, 1984. All comments were recorded and reviewed by the Mechanical
Guard at a subsequent meeting. There were proponents and opponents to this code
change, but the proponents greatly outnumbered the opponents. The nine-member
Mechanical Board unanimously approved this chanlge. This amendment is also recom-
mended by the City staff.
Recommendation
It is recommended that the City Council adopt the attached ordinance amending
the Mechanical Code of the City of Fort Worth as provided above.
