Authorize the transfer in the amount of$126,969.60 from the Water and Sewer Fund, the amount of$45,007.40 to the Water Capital Projects Fund and the amount of$81,962.20 to the Sewer Capital Projects Fund; 2. Adopt the attached appropriation ordinances increasing estimated receipts and appropriations in the Water Capital Projects Fund in the amount of$45,007.40 and the Sewer Capital Projects Fund in the amount of$81,962.20 from available funds; and 3. Authorize the execution of a contract with Stabile &Winn, Inc., in the amount of$348,498.41 for the construction of Ray White Road from North Beach Street to 150 feet east of Stoneside Terrace. DISCUSSION: The Ray White Gap project is necessary to connect North Beach Street to Crawford Farms Subdivision for additional access to relieve traffic congestion due to limited ingress/egress routes. Ray White Road will be constructed as a two-lane local roadway. The project includes drainage improvements as well as water and sewer improvements. Funding for this project is being provided from the 2004 Bond Program New Development Fund and the Water and Sewer Capital Projects Fund. This Project is Funded as Follows: Funding Source Amount 2004 New Development Fund $338,064.00 Water Capital Projects Fund $ 45,007.40 Sewer Capital Projects Fund 81 962.20 Total $465,033.60 Anticipated Expenditures are as Follows: Construction Contract $348,498.41 Construction Services $ 90,500.00 Contingencies 26 035.19 Total $465,033.60 The project was advertised in the Fort Worth Star-Telegram on May 23, 2013 and May 30, 2013 and the following bids were opened on June 20, 2013. Stabile & Winn, Inc., identified several subcontracting and supplier opportunities. However, the MBE's contacted in the areas identified did not submit the lowest bids. The City's MBE goal on this project is 18 percent. This project is located in COUNCIL DISTRICT 7, Mapsco 22N.
