AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SILVER CREEK ROAD PHASE 2 PROJECT OF
THE TRANSPORTATION IMPACT FUND IN THE AMOUNT OF $68,063.80,
FROM AVAILABLE FUNDS AND REDUCE FUND BALANCE IN THE
UNSPECIFIED CENTER OF THE SERVICE AREA S BY THE SAME AMOUNT,
FOR THE PURPOSE OF CONSTRUCTION OF SILVER CREEK ROAD FROM
BREWER HIGH SCHOOL TO SILVER CREEK BRIDGE; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Silver
Creek Road Phase 2 Project of the Transportation Impact Fund in the amount of$68,063.80, from available
funds and reduce fund balance in the unspecified center of the Service Area S by the same amount, for the
purpose of construction of Silver Creek Road from Brewer High School to Silver Creek Bridge.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT:
Authorize Execution of an Engineering Services Agreement with MV Engineering, Inc., in an Amount Not to
Exceed $573,400.00 to Provide Professional Engineering Services for the Silver Creek Road Phase 2
Project from Brewer High School to Silver Creek Bridge, Provide for City Project Management Services,
Contract Administration and Contingencies in the Amount of$115,000.00 for a Total Project Amount of
$688,400.00, Authorize Execution of an Interlocal Agreement with Tarrant County for Rehabilitation of
Silver Creek Road from the City Limits to Silver Creek Bridge in the Amount of$62,252.00 and Adopt
Appropriation Ordinances (2014 BOND PROGRAM) (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the Fiscal Year 2016 Budget of the 2014 Bond Program Fund in the Silver Creek Road
Improvement Road Project, in the amount of$4,881,000.00 from the available authorization under
Proposition No. 1;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Silver Creek Road Phase 2 Project of the Transportation Impact Fee Capital Legacy Fund in the amount
of$68,063.80 and reduce the fund balance in the Unspecified Center of Service Area S by the same
amount;
3. Authorize the execution of an Engineering Services Agreement with MV Engineering, Inc., in an
amount not to exceed $573,400.00 to provide professional engineering design services for the Silver
Creek Road Phase 2 Project from Brewer High School to Silver Creek Bridge; and
4. Authorize execution of an Interlocal Agreement with Tarrant County for rehabilitation of Silver Creek
Road from the City of Fort Worth city limits to Silver Creek Bridge in the estimated amount of$62,252.00.
DISCUSSION:
The 2014 Bond Program provides funding for improvements to Silver Creek Road Phase 2 from Brewer
High School (White Settlement ISD) to the Fort Worth city limits. This section of Silver Creek Road is
currently a deteriorated two-lane asphalt road. The recommended Engineering Services Agreement
provides for design and engineering services to complete intersection capacity and safety improvements,
including rehabilitation of the existing two-lane roadway with asphalt pavement and widening of shoulders.
Authorization of an Interlocal Agreement with Tarrant County for reconstruction of Silver Creek Road
Phase 1 was approved in November 2014 (M&C C-27068) and provided City participation in the amount
of$10,000.00 toward the rehabilitation of Silver Creek Road between Silver Creek Bridge and Live Oak

Bridge. The anticipated cost of Silver Creek Road Phase 1 was $350,000.00 with the majority of the work
being performed by City forces or under existing City Purchasing Agreements or task-based
contracts. The construction was completed during the Texas Department of Transportation (TxDOT)
initiated road closure to reconstruction Silver Creek Bridge and resulted in improvements to Silver Creek
Road between Silver Creek Bridge and Live Oak Bridge. The proposed Engineering Services Agreement
for Silver Creek Road Phase 2 will focus on the construction of the roadway south of Live Oak Bridge and
Heron Drive.
MV Engineering, Inc., proposes to perform the design services for a fee not to exceed $573,400.00. Staff
considers this fee to be fair and reasonable for the scope of services to be performed. In addition, the
amount of$115,000.00 is requested for City project management services, contract administration,
inspections, testing and survey costs and contingencies. Funds are available in the 2014 Capital
Improvement Program Funds.
Additionally, Tarrant County has initiated a rehabilitation of Silver Creek Road beyond Fort Worth city
limits to the north. Tarrant County has agreed to enter into an Interlocal Agreement to extend the
rehabilitation of Silver Creek Road from the city limits south to Silver Creek Bridge at an estimated cost of
$62,252.00. Under the Agreement, Tarrant County will provide all necessary labor and equipment to
perform this work and the City agrees to pay for the cost of materials, traffic controls and other incidentals.
These two Agreements are components of the overall project that includes construction, project
management, construction administration, material testing, inspection and contingencies. The overall
project budget is $5,413,787.00.
This project will be partially funded through the 2014 Bond Program. Available resources within the
General Fund will be used to provide interim financing for these expenses until debt is issued. Once debt
associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the
statement expressing Official Intent to Reimburse that was adopted as part of the ordinance canvassing
the bond election (Ordinance No. 21241-05-2014).
The Engineering Services Agreement is with a private entity.
M/WBE OFFICE: MV Engineering, Inc., is in compliance with the City's BDE Ordinance by committing to
23 percent SBE participation on this project. The City's SBE goal on this project is 20 percent.
This project is located in COUNCIL DISTRICT 7.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current capital budget, as appropriated of
the 2014 Bond Program Fund and the Transportation Impact Fee Capital Legacy Fund.
