AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE
AMOUNT OF$182,479.00,SUBJECT TO RECEIPT OF A REIMBURSEMENT IN
UNITED STATES BUREAU OF JUSTICE ASSISTANCE GRANT FUNDS AS A
SUBRECIPIENT OF THE CITY OF CLEVELAND, OHIO FOR EXPENSES
INCURRED IN PROVIDING ADDITIONAL LAW ENFORCEMENT
PERSONNEL TO ASSIST WITH SECURITY FOR THE 2016 REPUBLICAN
NATIONAL CONVENTION; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund in the amount of$182,479.00, subject to receipt of a reimbursement in United
States Bureau of Justice Assistance grant funds as a subrecipient of the City of Cleveland, Ohio for
expenses incurred in providing additional law enforcement personnel to assist with security for the 2016
Republican National Convention.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision,opinion or judgment shall in no way
impair the remaining portions, sections, or pants of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of Up to $182,479.00 in United States Bureau of Justice Assistance Grant Funds as
a Subrecipient of the City of Cleveland, Ohio, as Reimbursement for Providing Additional Law Enforcement
Personnel to Assist with Security During the 2016 Republican National Convention, Authorize Execution of
an Intergovernmental Cooperative Mutual Aid Agreement with the City of Cleveland for Additional Law
Enforcement Personnel and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of up to $182,479.00 in United States Bureau of Justice Assistance grant funds
as a subrecipient of the City of Cleveland, Ohio, as reimbursement for expenses incurred in providing
additional law enforcement personnel to assist with security for the 2016 Republican National Convention;
2. Authorize execution of an Intergovernmental Cooperative Mutual Aid Agreement with the City of
Cleveland, Ohio to provide additional law enforcement personnel; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Federal Fund in the amount of$182,479.00, which represents both salary and overtime
funds in the amount of$133,237.00 for the Central Bike Unit and $49,242.00 for the Mounted Patrol Unit.
DISCUSSION:
The City of Cleveland, Ohio (City of Cleveland), will host the 2016 Republican National Convention (RNC)
July 18, 2016 through July 21, 2016. The RNC has been declared a National Special Security Event by
the federal government, which means extraordinary security measures will be required. As such, the Fort
Worth Police Department (FWPD) Central Bike Unit and Mounted Patrol Unit will travel to Cleveland to
assist the Cleveland Division of Police (CDP)with their policing efforts: The Mounted Patrol Unit will be
leaving on July 14, 2016 to train with CDP on crowd control exercises. The Bike Unit will require two days
of travel beginning on July 15, 2016. The total event period will be from July 14, 2016 through July 24,
2016.
The FWPD Central Bike Unit will send 22 officers to Cleveland to assist in crowd control operations. Due
to the hard work, training and dedication of the Central Bike Unit, the CDP requested assistance from the
FWPD Central Bike Unit in developing the City of Cleveland's bike unit this past summer and then
subsequently requested the Central Bike Unit's participation at the RNC. For the past seven years, the
Central Bike Unit has partnered and trained with the Calgary, Canada Police Service in a crowd control
program for bike officers and is now able to teach this program to other bike units. The FWPD Bike Unit is
one of only a few units in Texas offering this training.
The FWPD Mounted Patrol Unit will send eight officers to Cleveland to assist in crowd control operations

as well. The personnel deploying as part of this unit are Certified Mounted Patrol Officers and are trained
in the use of horses for crowd control and public order and will continue to train each week until
deployment to Cleveland. The Mounted Patrol Unit and the Central Bike Unit are training on coordination
efforts, if the need should arise, while they are in Cleveland.
Participation in the RNC is an honor for both the Central Bike Unit and Mounted Patrol Unit and provides
an excellent opportunity to further advance the extensive training of both units.
The Justice Department, using a Bureau of Justice Assistance Grant, is the main funding source for the
extraordinary security measures required for the RNC as a National Security Event. The City of Cleveland
is the fiscal agent of the grant. After the conclusion of the RNC, the City of Cleveland will reimburse the
City of Fort Worth using grant funds in an amount up to $182,479.00 for salaries and overtime payments
for officers participating in the RNC event. Travel expenditures will also be reimbursed.
This contract will be with a governmental entity, state agency or public institution of higher education: City
of Cleveland, Ohio.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon adoption of the appropriation ordinance, funds will be made
available in the Fiscal Year 2016 operating budget, as appropriated in the Grant Operating Federal Fund.
This is a reimbursement grant. Upon approval of the Agreement, the Police Department will be
responsible for the collection and deposit of funds due to the City. The Police Department has the
responsibility to ensure that expenses do not exceed the appropriated amount.
