ORDINANCE NO. ~ 90
AN ORDINANCE INCREASING BY $10,010 THE ESTIMATED REVENUES
ACCRUING TO THE GENERAL FUND OF THE CITY OF FORT WORTH FOR
FISCAL YEAR 1983 AND APPROPRIATING FROM SUCH ESTIMATED
INCREASED REVENUES ACCRUING TO THE GENERAL FUND THE FOL-
LOWING SUMS FOR THE FOLLOWING PROGRAMS: THE SUM OF $2,260
TO MEDICAL CLINIC AND SERVICES DIVISION, ACCOUNT
NO. 50-15-02, FOR THE PURPOSE OF FUNDING THE PURCHASE OF
COMMUNICABLE DISEASE BIOLOGICALS; THE SUM OF $1,250 TO
HEALTH DEPARTMENT ADMINISTRATION DIVISION, ACCOUNT
NO. 50-10-00, FOR THE PURPOSE OF FUNDING A HEALTH PROMO-
TION PROGRAM; THE SUM OF $6,000 TO MEDICAL CLINIC AND
SERVICES DIVISION, ACCOUNT NO. 50-15-04, FOR THE PURPOSE
OF FUNDING A DENTURE PROGRAM; THE SUM OF $500 TO MEDICAL
CLINIC AND SERVICES DIVISION, ACCOUNT NO. 50-13-03, FOR
THE PURPOSE OF FUNDING THE PURCHASE OF SUPPLIES FOR THE
ADULT CLINIC PROGRAM; PROVIDING FOR A SEVERABILI'I'Y CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PRO-
VIDING FOR THE ENGROSSMENT AND ENROLLMENT OF THI5 ORDI-
NANCE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1983 are hereby increased by
the sum of $2,260 and that in addition to providing the City Manager
with such other revenue as may be secured from various sources in-
cluded in Ordinance No. 8615 and in the Budget of the City Manager,
there shall also be appropriated from the increased estimated reve-
nues accruing to the General Fund of the City of Fort Worth for the
Fiscal Year 1983 the sum of $2,260 to the Medical Clinic and
Services Division, Account No. 50-15-02, to fund the purchase of
Communicable Disease Biologicals.
SECTION 2.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1983 are hereby increased by
the sum of $1,250 and that in addition to providing the City Manager

with such other revenue as may be secured from various sources in-
cluded in Ordinance No. 8615 and in the Budget of the City Manager,
there shall also be appropriated from the increased estimated
revenues accruing to the General Fund of the City of Fort Worth for
the Fiscal Year 1983 the sum of $1,250 to the Health Department
Administration Division, Account No. 50-10-00, to fund a Health
Promotion Program.
SECTION 3.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1983 are hereby increased by
the sum of $6,000 and that in addition to providing the City Manager
with such other revenue as may be secured from various sources in-
cluded in Ordinance No. 8615 and in the Budget of the City Manager,
there shall also be appropriated from the increased estimated
revenues accruing to the General Fund of the City of Fort Worth for
the Fiscal Year 1983 the sum of $6,000 to the Medical Clinic and
Services Division, Account No. 50-15-04, to fund a Denture Program
as part of the Neighborhood Resource Development Program Community
Dental Clinic providing service to the adult indigent population.
SECTION 4.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1983 are hereby increased by
the sum of $500 and that in addition to providing the City Manager
with such other revenue as may be secured from various sources in-
cluded in Ordinance No. 8615 and in the Budget of the City Manager,
there shall also be appropriated from the increased estimated
revenues accruing to the General Fund of the City of Fort Worth for
the Fiscal Year 1983 the sum of $500 to the Medical Clinic and
Services Division, Account No. 50-13-03, to fund the purchase of
supplies for the Adult Clinic Program.

SECTION 5.
Should any portion, section or part of a section of this
Ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judg-
ment shall in no way impair the remaining portions, sections or
parts of sections of this Ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 6.
That this ordinance shall be cumulative of Ordinance No. 8615,
and all other ordinances and appropriations amending the same except
in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in
which instances said conflicting provisions are hereby repealed.
SECTION 7.
That the City Secretary shall engross and enroll this ordinance
by copying the caption and effective date in the minutes and by fil-
ing the ordinance in the ordinance records of the City.
SECTION 8.
That this Ordinance shall take effect and be in full force and
effect from and after the date of its passage, and it is so or-
dained.

Background
Four (4) programs currently being planned and developed in the Health Department
will require approval of supplemental appropriations. These programs are
briefly described below•
Program I
Routinely, the Public Health Department receives requests from individuals for
assistance in obtaining protection from communicable disease by vaccination or
immunoglobulin (biologicals). These individuals are concerned that they may be
susceptible to the disease due to exposure or possible exposure to patients
diagnosed with the communicable disease, Repeatedly, high cost and inaccessa-
bility are identified as barriers to obtaining the vaccine or immunoglobulin.
In order to .provide a needed service to the communty, it is proposed that the
Public Health Department purchase biologicals to be administered in the
immunization clinic at the Public Health Center.
Program II
For the past six (6) months, the Public Health Department has been investi-
gating the feasibility of implementing a Health Promotion Program, which
employees of the Health Department can voluntarily participate in. The
objective of the program is to focus on disease prevention and health promotion
activities, which result in the employee making a constructive behavior change
and an improved lifestyle. Self indulgent lifestyles characterized by
overeating, overdrinkng, and smoking, coupled with lack of adequate exercise
~., are in many ways directly related to the leading causes of death--cancer,
heart and lung disease, hypertension, diabetes, and obesity.

Program III
For the past two (2) years, the Neighborhood Resource Development Program (NRDP)
has funded the Community Dental Clinic to provide routine dental care and
dental health education to the adult indigent population. In a recent decision
by the NRDP board, the Community Dental Clinic was advised monies would be
available to fund a low cost denture program.
Program IV
In the daily operation of the Adult Clinic, approximately eighty (80) patients,
primarily in the 18-24 age group are examined. Immediate treatment for
infected cases is provided by the clinic staff. Educational counseling
addressing prevention and spread of disease is included in the clinic visit.
The client is advised of the necessity of taking appropriate preventive measures.
To help achieve compliance by the client, it is proposed that the Public Health
Department purchase supplies to be sold to the client population,

Financing
The fees charged for providing these services will cover the cost of the service.
In order to record fees from clients and payments to vendors, it will be
necessary to approve supplemental appropriations These funds will cover
activities from July 1, 1983, through September 30, 1983.
Recommendation
It is recommended that City Council•
1. Authorize the collection of fees to cover the costs of the programs
listed above by adopting the attached ordinance amending Sec. 19-440.1,
Public Health Service Fees, of the City Code.
2. Adopt the attached supplemental appropriation ordinance appropriating
additional anticipated revenues of the general fund to the Health
Department in the amounts indicated below:
