ORDINANCE N0. p ~ D
AN ORDINANCE AMENDING SECTION 7 OF ORDINANCE NO. 7323, AS
AMENDED, BY ADDING TO THE TERRITORY DEFINED THEREIN CER-
TAIN OTHER TERRITORY WITHIN THE CITY OF FORT WORTH; DEFIN-
ING THE BOUNDARIES OF SAID ADDITIONAL TERRITORY; MAKING
THIS ORDINANCE CUMULATIVE OF ALL ORDINANCES; REPEALING ALL
ORDINANCES AND PROVISIONS IN CONFLICT HEREWITH; PROVIDING
A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That Section 7 of Ordinance No. 7323, as amended, be and the
same is hereby further amended by adding to the territory defined
therein certain other territory within the City of Fort Worth, said
additional territory being defined as follows:
Being a tract or parcel of land out of the Alexander F.
Albright Survey, Abstract #1849, situated about 1-1/2
miles southwest from the City of Saginaw, Tarrant County,
Texas, and more particularly a part of that certain 240.5
Acre Tract in said survey as recorded in Volume 4022,
page 487, Deed Records, Tarrant County, Texas and this
part is described as follows:
BEGINNING at a Texas Electric Service Company concrete
marker for the southeast corner of this Tract, said con-
crete marker is a corner of that certain parcel conveyed
to Texas Electric Service Company for Right-of-way ash
recorded in Volume 2037, page 277, Deed Records, Tarrant
County, Texas and said corner is in the west line of
Dr. E. J. Beall's 260 Acre Tract;
THENCE North 89° 46' 47" West along the north line of said
Texas Electric Service Company Right-of-way 3355.81 feet
to an."X" cut in a Texas Electric Service Company concrete
marker in the east line of the Old Decatur Road;
THENCE North 28° 58' 30" West along the east line of said
Road 2913.46 feet to an iron pin for corner in the south
right-of-way line of Longhorn Drive;
THENCE South 89° 47' 35" East along the south line of said
Longhorn Drive 4778.41 feet to an iron pin for corner in
the west line of said Dr. Beall's Tract;
THENCE South 00° 15' 11" West along the west line of
Dr. Beall's Tract 2544.45 feet to the point of beginning
and containing 237.528 Acres of Land, of which 0.232 Acres
is in Longhorn Drive, leaving 237.296 Net Acres.
SECTION 2.
This ordinance shall be and is hereby declared to be cumulative
of all other ordinances of the City of Fort Worth defining the

boundaries of the single member districts therein, and this
ordinance shall not operate to repeal or affect any of such other
ordinances except insofar as the provisions thereof might be incon-
sistent or in conflict with the provisions of this ordinance, in
which event such conflicting provisions, if any, in any such ordi-
nance or ordinances are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared void,
ineffective or unconstitutional by a valid judgment or final decree
of a court of competent jurisdiction, such voidness, ineffectiveness
or unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of this ordi-
nance, since the same would have been enacted by the City Council
without the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
That this ordinance shall be in full force and effect from and
after the date of its passage, and it is so ordained.

Background
It is anticipated that propositions for amendments to the City Charter and for
the creation of a Transportation Authority may be submitted to the voters on
November 8, 1983 In order for the City of Fort Worth to comply with the
Voting Rights Act of 1965, information on the nature, scope and potential
impact of any boundary changes on the electoral process must be submitted
to the U.S Department of Justice for its review. This information must
include changes in population, change in characteristics of the population
and the accessibility of the election process to all citizens, particularly
minority citizens.
The last revisions to the City's Single-Member District Plan were on January
25, 1983, at which time the City Council amended City Ordinance No. 7323 by
adopting City Ordinance No 8719 These revisions added newly annexed terri-
tory to Single-Member District Nos 2 and 3
Area Annexed
Since the adoption of Ordinance No 8719, there has been only one change to
Fort Worth's corporate boundaries This change is a result of the annexation
of 237.296 acres out of the Alexander F Albright Survey, Abstract No 1849
(City Ordinance No 8$46) This area should be added to Single-Member
District No. 7, to which it is contiguous At this time, the newly annexed
area is currently zoned "IP" Industrial Park and contains no population
and no dwellings
Impact
This proposed revision should have no impact on the November 8, 1983, elections
as this is undeveloped, uninhabited land Since Single-Member District No. 7
does not have a predominately minority population, no significant changes in
minority access to or influence on the electoral process is anticipated
Recommendations
It is recommended that
1) The City Council approve the above recommended revision to City Council
District No 7 to reflect the recent annexation, and,
2) The attached ordinance revising Section 7 of Ordinance No. 7323, as
amended, be adopted in order to make the Single-Member Dis ~~~~~ ED BY
