T ORDINANCE NO . ~~~ 9
AN ORDINANCE AMENDING SECTION 2 AND SECTION 3 OF ORDINANCE
NO. 7323, AS AMENDED, BY DEFINING THE BOUNDARIES OF ADDI-
TIONAL AREAS WITHIN THE BOUNDARIES OF THE SINGLE MEMBER
DISTRICTS THEREIN CONTAINED; MAKING THIS ORDINANCE CUMULA-
TIVE OF ALL ORDINANCES; REPEALING ALL ORDINANCES AND PRO=
VISIONS IN COD7FLICT HEREWITH; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That Section 2 of Ordinance No. 7323, as amended, be and the
same is hereby further amended, and, after being so amended, the
said Section 2 shall contain the following additional language at
the end thereof, as follows:
"Included within the corporate boundary limits of the City
of Fort Worth, within said above-described District No. 2,
shall be an additional area, encompassed by said District,
and described as follows:
Being 32.11 acres of land out of a tract described below
as 45.25 acres of land out of J. C. Bradford Survey,
Tarrant County, Texas.
Being 45.25 acres of land out of the J. C. Bradford Sur-
vey, Tarrant County, Texas and described by metes and
bounds as follows:
"BEGINNING at an iron pin 1087.3 feet north 89 degrees 56
minutes east and 25.0 feet north from the southwest corner
of the said Bradford Survey, said point also being in the
west line of a private road and the north line of Watauga
Road;
"THENCE north 0 degrees 49 minutes east, along the west
line of said private road, 703.7 feet to an iron pin for
corner ;
"THENCE north 5 degrees 19 minutes west, continuing along
the west line of said private road, 540.4 feet to an iron
pin for corner;
"THENCE north 89 degrees 15 minutes east, along fence
line, 1612.0 feet to an iron pin for corner;
"THENCE south 0 degrees 08 minutes east, along fence line
1261.1 feet to an iron pin for corner in the north line of
Watauga Road;
"THENCE south 89 degrees 56 minutes west, along the north
line of Watauga Road, 1573.0 feet to the point of BEGIN-
NING and containing 45.25 acres of land."

SECTION 2.
That Section 3 of Ordinance No. 7323, as amended, be and the
same is further amended, and, after being so amended, the said
Section 3 shall contain the following additional language at the end
thereof, as follows:
"Included within the corporate boundary limits of the City
of Fort Worth, within said above-described District No. 3,
shall be an additional area, encompassed by said District,
and described as follows:
"Being a 32.49 acre tract of land situated in the Rueben
Burnett, Abstract No. 1922, and the Jerry Burnett Survey,
Abstract Number 1923, Tarrant County, Texas, said 32.49
acre tract being a portion of that certain tract of land
as described by deed to Crawford O. Edwards, deceased, and
being more particularly described by metes and bounds as
follows:
"BEGINNING at the southeast corner of Lot 1, Block 19,
Overton South Addition, an addition to the City of Fort
Worth, as recorded in Plat Volume 388/143, Page 20,
Tarrant County Deed Records, said point being in the
westerly right-of-way line of Hulen Street, a 120.0 foot
wide public right-of-way, as described by plat in Plat
Volume 388/62., Page 22, said. Deed Records, and also being
the beginning of a non-tangent curve to the right whose
radius is 2462.52 feet and whose long chord bears South 16
degrees 23 minutes 24 seconds West 867.36 feet;
"THENCE along said non-tangent curve to the right and
along said westerly right-of-way line of Hulen Street, in
a southwesterly direction through a central angle of 20
degrees 17 minutes 13 seconds, an arc length of 871.91
feet to the end of said curve;
"THENCE South 26 degrees 32 minutes 00 seconds West, con-
tinuing along said westerly right-of-way line of Hulen
Street, 571.29 feet to the beginning of a curve to the
right whose radius is 1000.04 feet and whose long chord
bears South 29 degrees 05 minutes 30 seconds West, 89.27
feet;
"THENCE along said curve to the right and continuing along
said westerly right-of-way line of Hulen in a southwester-
ly direction through a central angle of 05 degrees 06
minutes 59 seconds, an arc length of 89.30 feet to the end
of said curve and the beginning of a reverse curve to the
left whose radius is 1000.04 feet and whose long chord
bears South 29 degrees 05 minutes 30 seconds West, 89.27
feet;
"THENCE along said reverse curve to the left and continu-
ing along said westerly right-of-way line of Hulen Street,
in a southwesterly direction through a central angle of 05
degrees 06 minutes 59 seconds, an arc length of 89.30 feet
to the end of said curve;
"THENCE South 26 degrees 32 minutes 00 seconds East, con-
tinuing along said westerly right-of-way line of Hulen

Street, 38.81 feet to the beginning of a curve to the left
whose radius is 1264.80 feet anal whose long chord bears
South 13 degrees 38 minutes 57 seconds West, 568.64 feet;
THENCE along said curve to the left and continuing along
said westerly right-of-way line of Hulen Street, in a
southwesterly direction through a central angle of 25
degrees 58 minutes 53 seconds, an arc length of 573.54
feet to the end of said curve, the intersection of said
westerly right-of-way line of Hulen Street with the north
right-of-way line of Oakmont Parkway, a 120.0 foot wide
public right-of-way, as described by deeds in Volume 0858,
Page 1021 and Volume F.i768, Page 1406, Tarrant County Deed
Records;
THENCE D7orth 89 degrees 58 minutes 00 seconds West, along
the north right-of-way line of said Oakmont Parkway,
550.00 feet;
"THENCE North 00 degrees 02 minutes 00 seconds East, leav-
ing the north right-of-way line of said Oakmont Parkway,
552.66 feet;
"THENCE North 23 degrees 51 minutes 06 seconds East,
1698.97 feet;
"THENCE South 88 degrees 04 minutes 00 seconds East, at
31.29 feet pass a 5/8 inch iron pin found for the south-
west corner of the aforementioned Lot 1, Block 19, Overton
South Addition, and continuing on with same bearing in all
a total distance of 601.29 feet to the POINT OF BEGINNING
and containing 32.49 acres of land, more or less."
SECTION 3.
This ordinance shall be and is hereby declared to be cumulative
of all other ordinances of the City of Fort Worth defining the
boundaries of the single member districts therein, and this ordi-
nance shall not operate to repeal or affect any of such other ordi-
nances except insofar as the provisions thereof might be inconsis-
tent or in conflict with the provisions of this ordinance, in which
event such conflicting provisions, if any, in any such ordinance or
ordinances are hereby repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared void,
ineffective or unconstitutional by a valid judgment or final decree
of a court of competent jurisdiction, such voidness, ineffectiveness

or unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of this ordi-
nance, since the same would have been enacted by the City Council
without the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
That this ordinance shall be in full force and effect from and
after the date of its passage, and it is so ordained.

,__ __- °of Fort Worth to comply with the Voting Rights Act of 1965, information on the
---~---~ ""nafure,= scope and potential impact of any boundary changes on the electoral
--"~"° process must be submitted to the U.S. Department of Justice. This information
must include changes in population, change in characteristics of the population
~u~ ~ and the accessibility of the process to all citizens, particularly minority
citizens
The ~last.,revisions to the City's Single Member District Plan appro~3ed by the
City Loisi~cil were the. Plan adopted November 16,1982 (M&C G-5480) and corrected
January 18, 1983 (M&C G-5520). Since the adoption of this plan in November
there have been two changes in Fort Worth's corporate boundaries Both of
these changes resulted from annexations. Each change is briefly described
below along with a statement of its impact on the electoral process and a
recommendation for its inclusion in the appropriate Council election.
Areas Annexed
1. Ordinance No 8654
Annexation of 32.11 acres, part of the J C. Bradford Survey
This area should be added to District 2, to which it is contiguous.
At the time of annexation it contained no population and no dwellings.

Annexation of 32.49 acres, part of the Jerry Burnett Survey..
This area should be added to District 3, to which it is contiguous
At the time of its annexation it contained no population and no
dwellings.
Impact
There should. be no impact on the City Council elections as this is undeveloped,
uninhabited land. Since neither of these Council Districts has a predominately
minority population, no significant changes in minority access to an influence
on election results is anticipated.
The relevant Sections of the Single-Member District Boundary Descriptions which
require revision are attached for review and approval

Recommendations
It is recommended that:
1. The City Council approve the above recommended revisions to City Council
Districts 2 and 3 to reflect recent annexations; and,
2 The attached proposed ordinance revising Sections 2 and 3 of Ordinance
No. 7323, as amended, be adopted in order to make Single-Member District
boundaries coincide with current Corporate Boundaries.
